By BRUCE BENSON
Of .. Dlllr .......
Jeff Allen, 17, borrowed a friend's
Soon.rd and sailed away from 14
other eotranu Sunday to win lbe 37.nd
annual Flight of the Snowbirds by •
good 3l boat lengths.
It was the young Bahia Corinthian
Yacht Club skipper's third time out in
a Snowbird, but he is no newcomer to
dinghy sailing. Allen is senior nation·
al champion for 1966 in Kites, and
WU Kite Junior national champion in
1964 and 19115.
Despite a small chop in the bay, the
fleet maneuvered in variable wind
wblle hundreds of spectator boats
crowded the edges of the coune to
witness the classic event
Allen aimed bis No. 508 boat across
the leeward end of the stutins line
while dozens 0( Snowbirds grabbed
each others' air to windward.
Crouing with him was Lin Gaftaf.
son in No. ~ boat who grabbed fourth
overall slot and a trophy for first girl
to finish.
Allen slipped ahead of the fleet and
at one point was beating ahead with
almost a quarter-mile lead until Ll·
sa, 14, began to worry him near the
third mark.

Stricter· Gun
· Laws the Why
People who don't live in big cities
ftnd it bard to undent.aod the need fer
gun control. I WU in Montana last
mooth, itving a talk, and during the
question-period many in the audience were resentful that I have come out
for stricter gun laws.
.. No laws wi1i stop criminals from
1eWng boid of gun.s," they keep re-
peattng -and, of course, tbey are riPl Criminala will always get gum,
just u addicb will always fet nar-
cotics and prostltulel wUl alway• cet
CQ.ltomera.
WHAT 11IEY FAIL to re<:ogniu.
boJrever -since they live in areas
where guns are llNld largely fer ~
inc animal.a, not people -ia that
most violence in the dty ia not com·
mitted by crtmJ:nalJ. 1be proleuional
crlminall. in tact. &boot ooly ODe an-
other; and even the nn•Dttme crook
ii not statistically a great menace
w1tti firearms. r returned from Montana oo a Sat-
urday and picked up that night's pa-
per in Chicago. Five separate shoot-
ing.a had been reported -three c:l
tta~m ending in deaths, including one
"innocent bystander" to a quarrel. In
none of these five separate shootings
was a criminal involved.
ONE YOUTH peppered a police car
u be rode pa.st on a bicycle. Two
men fought in a tavern; one left, re-
turned with a gun. and killed bia
antogonist and a stranger at the her.
A 17-year-old girl was abot in the face
as she sat on her front pordl. An al-
tercation between a tenant and bia
1and1ol'd left the landlord ln undt.put·
eel pouessioo of bia property. He lhot
the teoaDt through the belld.
11* la the patts'n of gun tllllnc•
in the big cities. Molt bomlddea are
not profeuiooal job9, in felanbaa pur-
1uita, but are committed by reliltives,
friends or neighbors, in the home or
nearby. They are sparted by liquor,
by lu.lt, by jealouly, or greed, or a
buminl 1eut ot lnjultice. And mOlt
are commituid by people wttia DO prmoaa record ol violence.
ft' 18 THESE who will be rfJltra1ned
by atricter gun laws, who will ftnd it
much harder to go home, pk:t up a
gun, and aboot an adversary. 1be
liquor will pass, the lUlt will die, re-
fitction will replace pusi.an if the in-
atrument ol death ia not ao readilJ
available.
No one 1uggeit& that tougher gun
control will reduce orpnbed crime,
or wtil inblbit the crook.a. Bat the
majority of fatal sbootinp ln a met-
ropolis are more emotioul than crim·
inai in intent, more lmpulllve than
premeditated. And if the gun iln't
then, the impu1Je to aboot cannot be
90 ba.atily gratified.
