ORANGE COUNTY has a number
of ghettos, and some deplorable
slums. I can point them out. A ghetto,
by modern definition. is an area
where a number of people, lD aome

I AM PROl'ESTING your repo~

because it lel'Ves to IUPPOrl the gen-
eral complacency in Orange County.
Whets a Grand Jury points out cer.
tain needs for long-range planning
wb.lch would obviate later coatly mop-
p1n1-up or atop-gaii actions, govern-
ment officials aay, "We have no prob-
lerna" or "That la not our problem."
The attitude aeem1 to be that any
decisions wbJch hive sociological lm-
pUcatlom are. not the function of gov·
ernment, that only mecbaniltic and
technical fundtom are thelr prov-
ince.
TBlS PROBABLY rellect.a the at-
titude of most of the voter1 who
elected them. 1bil la the abort·li&hl·
ed, head-in-the-1and atUtude which
results in later cosUy emergency
measures. What government offk:ialJ
usually fail to appreciate ls that ev·
ery decision which they refUle to
make affecting people is also a de.
cision. It is the well-being of peeple
for which they are elected to office.
not streets. trees. houses or things.
Planning is certainly Important. and
it begins now

To the Editor:
In regard to the Harbor Council's
Movie Guide, I find all or the de-
scriptions of the movies accurate,
with one exception. I do not feel it
was ra1r to define "Allie" as a
"Cockney seducer or women who is
cruel in his many conque1ts "
According to Webster'• New World
Dictionary. the definition of "cruel"
is "disposed to Inflict pain and suf-
f erin~. delighlln~ in another'!! 11uf-
ferlnJ(. without mercy or pity "
I DO NOT FEEL that thlll descrip-
tion is accurate at all. and. 1£ you
have seen the movie, you would agree
that "Alfie" 11 most often just the
opposite· Humane. kind and coni1id-
erate
The guide also makes no mention
that it is a very witty comedy that
adults and mature te8-agtrs could
appreciate. a11 I did I do hope you
