Aa early as 1963 there were rumors
that the Russians were developlbg an
ABM defenu. However, Secretary
McNamara when questiooed about
this, engaged in a dialog of evasion
that appeared to deny that the Soviet!
had such a system. It was not until
November 10, 1966, 2 days after the
1986 election, that McNamara an-
nounced there wiu considerable evi-
dence of the existence of a Soviet
ABM system. Moreovet, information
from the intelligence community now
indicates that the Sovieta are indeed
deploying one and possibly two ABM
systems. Also, the · Soviets probably
will extend and improve their defens-
es over the coming year and they
have accelerated the deployment of
hardened offensive intercontinental
ballistic missiles.
IT IS SIGNIFICANT that in re·
sponse to a news conferenc~ que_sti~n
about th.e Soviet antiballlstic rrussile
system. Gen. Paul G. Kurocbin, head
of the Soviet Frunze Military Acade·
my, stated that mmiles fired ~t the
Soviet Union would not bit thel.J' tar-
gets. He also stated:
Detecting missiles in ti?TU! and de·
stroying them in flight fl oo problem.
Under the circumstances, it is little
wonder that Soviet Premier Kosygin
haa given no encouragement to hopes
for a moratorium on antiballiatic mis-
siles defense development as a means
ol limiting the arms race between the
great powers.
There is a continuing spilt between
Secretary McNamara and the entire
Joint Chiefs of Staff on the antiballiJ-

Aa early as 1963 there We!'! rumors
that the Russians were developlJlg an
ABM defense. However, Secretary
McNamara when questioned about
this, engaged in a dialog of evasion
that appeared to deny that the Soviets
had such a system. It was not until
November 10, 1966, 2 days after the
19&8 election, that McNamara an-
nounced there was considerable evi-
dence of the existence of a Soviet
ABM system. Moreovef', information
from the lnt.elligenoe community now
indicates th.al the Soviets are indeed
deploying ooe and possibly two ABM
ayltema. Also, the· Soviets probably
will extend and improve their defen&·
es over the coming year and they
have accelerated the deployment of
hardened offensive intercontinental
ballistic missiles.
IT IS SIGNIFICANT that in re-
sponse to a news conlerence question
about the Soviet antiballistk missile
aystem, Gen. Paul G. Kurochin, head
of the Soviet Frunze Military Acade-
my. stated that miuiles fired :at the
Soviet Union would not hit theu tar-eeu. He also stated:

Under the circumstances, it is little
wonder that Soviet Premier Kosygin
h4lol given no encouragement to hopes
for a moratorium on antiballlatic mis-

nuclear warhead in the ICBM weight

range by about 1970. We believe that

early 1970's. On the basil of our pres·
ent knowLed.ge, we believe that the
Chinese probably toiU achie~ an optr·
atU>nal ICBM capabilit11 before 1972.

It nas been estimated that from 5
to 7 years, from the time the 10-
ahead is given, would be needed to
deploy even a thin U.S. anti ballistic
ml.Mile defense. Any lingering doubt
over whether or not such a system
should be developed has been dls·
pelled by China's amazing progress
with nuclear weapons. In a report
dated August 4, 1967, the Senate Com·
mittee on Appropriations noted that
during fiscal year 1968, there will be
approximately '970 million available
for an ABM defense system. The com·
mittee allo stated:
"The Coaeresa haa met its conatitu·
tionaJ responsibllitiea 1.n this matter.
and the reapoDSlblllty for further de-
laying thi1 1y1t8m clearly real.a with
the executive branch of the govern·
ment."
These fulldl must be put to use
without further delay. The secret or
mass destruction is now in the hands
