Informative Dialogue
Newport Beach city 'eovernment last week felt the
backlaah of the recently· defeated $20. 7 million school
bond propoaal. Dlalocue growing out of this should be
informative to reaidenta of Cotta Mesa u well as Ntw·
port Beach -especially those concerned wilb the weU-
being of the unified school district.
A large delegation o! Harbor View School Parent-
Faculty Organization (PFO) members turned out at the
Newport Beach City Council meeting to accuse mu·
nlctpal lawmakers of belpinl t.o cause classroom short-
"iei by approving too many residential developments
without considering the availability of school facilitiee.
In at times heated e:ichanges, councilmen insi8ted
that the under•tandably anguished parenb were wrong
And they were -partially.
It iJ true that the city does approve all new resi·
denttal construction.
But., as Vice Mayor Doreen Marshall pointed out,
city councilmen are legally powerlesis to reject pro-
posed housing tracts solely on the basis of the school
system's inability to a b s o r b the increased student
population.
Developers can be -and in Newport are -com-
pelled to contribute to the cost of meeting the addition·
al library, park and fire department needs creat~. by
new homes. These services, however, are muruC'lpal
services. They are the city's business.
Schools are not.
Developers cannot be ~ade to help pay ~or , schools.
That is the law. The states law. not the city s.
In any case, bolb the city and the school district
are stuck with it.
But does this mean that nol.hing can be done by the
two governmental agencies to eue what councilmen
plainly learned last week to be a common problem?
Not necessarily.
The school district and the city have been for
some time cooperating on recreational matters. Some
schools have been buut adjacenl to public playgrounds.

That kind of cooperaUoo cculd be eccelerated. In-
formation on subjecta of mutu.al mtue.st could cer·
tainly be exchanged.
There may even be ways, such u through ma1ter
planning and r.oning, that the dty could shape future
development so that it iJ more In eccord with school
district resources, present and projected. This clearly
would require joint study and effort 'by the two agencies.
The Newport councilmen criUclzed unhappy PF'O
members for "not doing their homework" before mak·
uig their complainta to lbe city. Technically, probably,
tbe councilmen were co~t. But that "answer"
leaves a lot to be desired.
The city and school district operate out of the same
tupayer's pocket. The tupayer can baldly be blamed
for expecting maximwn cooperattoo between these two
arms of local government. And Lt certainl\ can be ar-
gued that. from some of the couodlmanic attitudes
and comments during the meetinJ, and during the
school bond camp1d~n. there's not much evidence of
any "homework'' being done on that sidr of the dis-
cussion. either
What is not arguable is that Newport Beach citl
officials and Newport-Mesa Unifled Scbool district o -
ficlals certainly have nothing to loM, and perhaps ve!'r.
much to gain. by doing some of Uleir "homework'
together.
When the smote of the confrontation between PFO
and the council finally cleared away, Councilman Dee
Cook observed:
"I think something healthy wiD eeme of all this."
We all must bope so, for the good of Newport
Beach as weU as for the good of the schools. And we
can also hope that Costa Meaa clty officials will like-
wise work closely with school 41.strtct adminiJtrators.
