Annex Policy Needed
Newport Beach should reappraise its policies on
annexation of new Janda to the city.
Over the years, Newport Beach has enjoyed a unique
clrcumstan~ in being able to plan its territorial growth.
Ownership of the property has been a known factor.
Virtually aU annexations to t.M southeasterly, for
example, will be on land owned and master planned by
the lrvine Company. To the northwest, in the West New·
port area, all properties to become part of the city are
owned and master planned by Bann mg family interests.
Known factors of land ownership and private master
planning have been a most happy arrangement for th e
city, wart.1cularly in the last decade. There has been in·
frequent need !or "annexation wars" with neighboring
comm1Jnitles.
M a result. the City Council hu tended In recent
years to taJce a rather slow and cautioue approach to pro-
posed annexations. This seems to ti.ve been a prudent
attitude. After all, there hasn't been much reason to rush
headJong into territorial growth.
New conditions.. however, 1uggest that Newport c1ty
government might be well advised to review il.3 slow ap-
proach to annexations.
The case in point i! the tent.alive proposal by the
Metropolitan Water District to locate a $300 million
nuclear powered water de.salting plant on 217 acres of
lrvine ranchlands at the southeasterly edge of the city.
The plant site would be located only 1,000 feet from
one of Newport Beach's most desirable subdivisions. the
Cameo Shores residential area.
Now. it has been long established that the Corona
del Mar to Crystal Cove area would be developed as a
luxury residential area with attendant aboreline recrea·
tional uses.
It bas also been long established by Irvine master
planning tbat the area would become a part of the in·
corporated city of Newport Beach.
In fact, there has been general agreement between
f rvine. Newport Beach and Laguna Beach officials tha_t
eventually, Newport would annex virtually all the tem·
tory between Corona de! Mar and Cryatal Cove, inland
lo the ridge of the coastal hills.
This would be about the same boundaries as the cur·
rent Sanitation District 5, now servin1 Newport.
The nuclear saJt water plant propoeaJ has dramatized
the fact that master planning in unincorporated territory
is vulnerable. Public agencies are finding it increasingly
diT!icuJt to locate undeveloped land. County zoning is
less demanding than city zoning. Condemnation of
vacant county territory may indeed be leas difficult than
the taking o( zoned or officially muter planned areas
witllin a c1ty .
Present trends seem to point clearly to tbe neces-
sity for cities to protect with every means possible the
territory that will eventually fall wttbtn the municipal
sphere of influence. Incorporation within a city would
seem to be an additional advantage to the private proper-
ty owner.
As to the coastline case in point, It would seem most
advisable for the city of Newport Beach to annex all terri·
tory within Sanitation District 5 at the earliest oppor·
tunity. Laguna Beach. too, would be well adviaed to an·
nex lands earmarked for its future ezpaMion southerly
ol Crystal Cove.
