On the night of October 3, 1965, the Daily Pt~'.1's circulation
ofCice was burglarized. Much of the receipts from newsboy
collections were stolen. almost $4,000 worth.
Police solved the crime, arrested four persons, and recov·
ered mueh of the money. Unfortunately, the burglar! burned,
cut and ~.herwise disposed of many o( the checks taken from
the safe.
Most of the checks were written to cover subscription charges
for the month of September. We have no manner of deter·
mining by whom they were written or for what amount.

Beach erosion, both at Newport Beach and Capi-
strano Beach, hu been much in the news. Operations or
the Orange County Harbor District have been in the
limelight. Coutal realdenta are taking poe1tions on pre>-
posed location for a future nuclear water desalting and
electrical "enerating plant.
Ounng the meeUna here, it 1s understood that our
local officials put many qu•tJons to Baldwin and his

changes in tidelands grants to local governments. Most
of this work has been done under the California Legisla-
ture's Joint Committee on Tidelands with Assembly

Today, Newport oCfldala report that the private
aspects of the meetlna un()W\tcd to "a misunderstand·
ing" of what Baldwin actually wanted. They now under·
stand that he simply didn't want to hold a public hearing.
Last week, the principal consultant to the Unruh
committee, Charles L Baldwin. came to the Orange Coast
for a meeting on proposed tidelands laws with county
officials and city authorities from Seal Beach to San
Clemente.
If the state offid al \lied the term private, however,
we must agree with tht orillnal interpretation o! New·
port orncials. The dictionary aays private means, "Kept
or removed from public View' or knowledge: not within
the cognizance of people g ally .. "
Through Baldwin's communications with host city
Newport Beach, it was understood he wanted the meet·
lni to be private.
The public is alwa)a better served when Its busines&
is d1Scussed in pubUc view. this seems particularly ap-
plicable to dellberationa that might change •the admini·
strat1on of our coastline, one of California's prime u-
sets.
As a result, a of our city and county officials met
with him out of view of the public or the press. A Fine Start Apparently the closed-door session was not in viola-
tion of state anti-secrecy laws . Any discussion of changes
1n administration of the tidelands, however, is of vital
concern to coastal residents. The public has a right to
know about public business.
Rough drafts of proposed sate legl.slahon. for ex·
ample, propose that on all new state tidet.nds grants,
the state would retain 85 per cent of revenue profits.
Only 15 per cent would remain with local governments.
With the Newport Beacb Uni ted Fund camp11gn for
1965-66 only 12 days old, llready $63,300 bas been
donated toward the $133,858 eoal This is a fine start.
If every resident now pitches m to do his part, New·
port will once again keep ita record inUc:t of never hev·
tng failed to meet a United Fund Campaign goal.
New tidelands legislation is likely to be proposed
under special call at the 1966 session of the Legislature.
The first public hearing before the committee 15 sched·
wed Cor Oct. 26 m Sacramento.
The beneficiaries will au be residents and young-
sters served by United Fund's 22 health. weUan and
youth agencies.
