Reds Attack
Oil Tank .Farm
Near Saigon
SAIGON <UPl) -Communist forces
launched heavy attacks early today
on a sprawling petroleum tank farm
on Saigon·s southern outskirts in their
second consecutive early morning
raid. The attack came after a bombing
pause of North Vietnam went into
errect.
U.S. orficials said two h u g e
petro!eum tanks were set ablaze and
a third was in danger or igniting
at Nha Be, about three miles south
of the city. Nha Be is the main
fuel storage area for Saigon and sur-
rounding provinces Emd is the site
or a major port facility.
The spokesman said two outposts
at the tank farm came under heavy
fire . Similar attacks were made
before dawn Monday when the Com·
munists also rocketed Long Binh, the
headquarters complex for US. Army
fo1 cea in Vietnam.
•.medcan spokesman &aid U S.
p1anes, following the bombing pause
ordered by JohMon. restricted their
targets to supply dumps lo North Viet-
ne1m's southern Panhandle and just
a!;ove the demilitarized zone.
Air Force jets hit the dumps at
d.iwn near the port of Dong Hoi,
4-0 miles above the North-South Viet·
nam border where a North Viet·
namese Army esllmated by U. S.
intelligence to number 70,000 was bal-
tPrirtg at an allied anti-Invasion line.
The spokesmen said the fi nal strike
deep into North Vietnam before
Johnson's order went Into effect hit
the Lang Giai railroad yard only 18
miles from the Red ChJna border.
The fina l strike, by A1r Force pilots,
came nt dawn Sunday. About the same
time Navy jets hit the Hanoi radio
receiver station, six mlles south of
the North Vietnamese capital.
It was 10 a m Monday morning
in Saigon when Johnson made hts
American broadcast. He said U. S.
ships and planes would halt their bom-
bardment or North Vietnam except
around the area above the border
demillt.1rized zone IDMZl.
"That's the most explicit guidance
we·v, receivt'd so far.'' a U. S.
spokPsman said It ah10 was the third

McCarthy Vows to Hike
Campaign Against RFK
MILWAUKEE, Wis. (AP) -Presi·
dent Johnson has suddenly stripped
Wisconsin's presidential primary of
its feature coot~st, and Sen. Eugene
J. McCarthy vowed today an all-out
effort in campaigns ahead -with
Sen. Robert F. Kennedy the rival.
Wisconsin votes Tuesday. But with
Johnson out or the race for the
Democratic presidential nomination,
McCarthy said the voters or other
states must register "a different
choice" now.
I n d i a n a, Nebraska, Oregon and
California will be the testing grounds,
the Minnesota senator said. In those
states. McCarthy and Kennedy, a
powerful contender with parallel views
on Vietnam, meet headoo in
primaries.
McCarthy said he will wage those
campaigns "as thoroughly and as hard
and as effectively as I can." .,.
Voluntary Withhold Tax
Suggested by Gov. Reagan
'
Sf' CRAMENTO CAP) - G o v .
Reagan suggests that Califomitns who
want to withhold ~ate income taxes
from their paychecks be allowed to
dQ so through a voluntary system
similar to ''Christmas clubs" run by
banks.
Reagan put forth the proposal Sun-
da}' night in a ·•report to the people"
01 tax matters broadcast on radio
and television throughout the state.
H~ made ti clear he still opposes
the idea or withholding. but said
"perhaps there is a way lo m a k e
t'ie payment easier "
At the same time. tht governor
announced he Is putting off until 1969
the No. I legislative goal he had
sought this year -major reform
of thP entire tax structure. It had
become evident that legislators were
not inclined t.o quick action on the
program this yetr, and the ad·
n.i.nistration appeared to be having
tr<>uble sh1ping the plan.
With just two weeks beforr the
deadline to pay last year's state t •xes.
Reagan went before the earner&· .. and
microphones mindful of tht' com.
plaints pourtnit into Sacramento ovtr
the size of the mcomt' tax hike earned
in bis $1 billion tax rc:1se bill enacted
in 1967.
''Most of you are gomg to be pu7.71Ml
-and angry ... I share your anger
that we had to ram~ taxM:' he
declared at the oul~et.
On withholding. Reagan ~aid he has
dit ected top state oHicials "to attempt
tC' work out a voluntary system by
which the taxpayer could If he wanted
to, have an amount deducted from
his paycheck. as many do now with
other payro'I deduction plans, and pay
into a savings account of his own,
similar to a Christmas savings club,
as a means of accumulating in ad-
vc::nce the amount necessary to pay
the slate mco. e tax."
Reagan said this lets the money
remam 10 the worker's possession if
te needs it for so;nethlng elff, and
he aJso would draw interest.
If this works for the income tax,
he added. he will "strongly recom-
mend" a simllar arrangement ror the
property taxp&yer.
Reagan said he still wtU ask these
tax rPvtsions from legislators this
year, even if a full package is put
off:
-A constitutional amendment re·
quiring a two-thirds legislative vote
tc raise &ny tax.
-Formation o( a Revenue Depa.rt·
menl to consolid&te tax collections.
-Another try at passege of a con·
st1tutional amendment n a r r c '· I y
defeated by voters in 1966, letting
taxpayers figure their stau tax on
the basis of the federal tax.·
Meanwhile the -.uUtor of the
governor's proposal for carrying out
th\. $155 million in property tax relief
authorized by the 1967 sessiot; an·
nounced changes in the plall.
Republican Assemblyman John G.
Venemoo of Modesto proposed these
.amendments·
-A property tax relief fund wlll
be set up and will grow in future
years in the same proportion as the
snles tax grows.
-The original proposal for the codfl·
ties tll pick up the bill for some
lhings now paid by the state is in
general abandoned
-A minimum of 20 percent red uc·
tions will be guarlilllteed qch of the
58 counties, replacing 1be original pro·
posal of a flat mimnuuu ol '4(1,000
for each county.

Plans for a four-lane eecond deck on the Golden Gate Bridge, submitted to di·
rectors of the bridge district by a New York engineering firm, would bQ<>st
traffic capacity from 29 million to 55 million vehicles a year and would take
three years to coostruct. Tucked away wit.bin the existing framework, the
new deck (top) would not disturb the "grace and beauty" of the span. Proposed
new toll plaza (bottom) would have 271.anes to accommodate traffic.
