ITEM NO. 3 ULLMAN SAILS LOFTS MIXED-USE AND RESIDENTIAL (PA2017-059)
Site Location: 410 and 412 29th Street
SUMMARY: A coastal development permit, conditional use permit, minor site development
review, and tentative tract map to demolish an existing 9,600 -square -foot
commercial building and construct a new mixed-use structure with 1,145 square
feet of retail/office floor area and one 2,360 square foot dwelling unit and construct
three residential dwelling units ranging from 2,485 square feet to 2,515 square feet.
A conditional use permit approval is necessary to reduce the required retail/office
parking requirement by four spaces. A deviation of the subdivision design standards
is necessary in conjunction with the tentative tract map to allow a lot width of less
than 40 feet.
ACTION: The Planning Commission approved the project as recommended.

ITEM NO. 4 MARINERS' MILE REVITALIZATION MASTER PLAN (PA2016-081)
Site Location: Mariners' Mile (West Coast Highway between Dover Drive
and Newport Boulevard)
SUMMARY: In 2011, the City Council recognized the need to revitalize Mariners' Mile and
designated it as one of six "revitalization areas" in Newport Beach. The Mariners'
Mile Revitalization Master Plan serves as a roadmap for revitalization of the
corridor and provides guidance on how future change associated with the
revitalization can result in the best outcome for residents, business and property
owners, employees, and visitors. The Planning Commission is tasked with
providing a recommendation for adoption of this document to the City Council. If
adopted by the City Council, the Mariners' Mile Revitalization Master Plan (PA2016-
081) will supersede the Mariners' Mile Strategic Vision and Design Framework
adopted by the City Council on October 10, 2000.
ACTION: Staff withdrew consideration of the Mariners' Mile Master Plan. No action was
required.

1. Conduct a public hearing;
2. Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to
Section 15332, Class 32 (Infill Development Projects) Projects) of the CEQA Guidelines,
because it has no potential to have a significant effect on the environment; and

3. Adopt Resolution No. approving Coastal Development Permit No. CD2017-025,
Conditional Use Permit No. UP2017-005, Minor Site Development Review No. SD2017-003,
and Tentative Tract Map No. NT2017-001.

Section15262 (Feasibility and Planning Studies) of the CEQA Guidelines, California Code of
Regulations, Title 14, Chapter 3, because the project involves possible future actions, which
the agency, board, or commission has not approved, adopted, or funded which do not require
the preparation of an EIR or negative declaration but do require consideration of environmental
factors;
3. Adopt Resolution No. recommending City Council adoption of the Mariners' Mile
Revitalization Master Plan.
