Brown, City Clerk PHONE: 949-644-3005 TITLE: Appointments of New City Arts Commissioners to Fill Unscheduled Vacancies ABSTRACT: Due to the resignations of Jennifer Van Bergh and Lynn Selich from the City Arts Commission, the City Council has the opportunity to fill the vacant positions pursuant to City Council Policy A-2 (Board, Commission and Committee Appointments), City Charter Sections 702 and 705, and the Maddy Act. RECOMMENDATION: a) Determine that the action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because it will not result in a physical change to the environment, directly or indirectly; and b) Appoint two individuals to fill the unexpired balance of Jennifer Van Bergh's and Lynn Selich's terms on the City Arts Commission. FUNDING REQUIREMENTS: There is no fiscal impact related to this item. DISCUSSION: On June 6, 2017, Commissioner Jennifer Van Bergh resigned from her seat on the City Arts Commission, and on July 14, 2017, Commissioner Lynn Selich resigned from her seat on the City Arts Commission. Their terms are scheduled to expire on June 30, 2020 and June 30, 2021, respectively. Pursuant to City Charter Sections 702 and 705, and City Council Policy A-2, the City Council's appointees to the City Arts Commission will serve the balance of Ms. Van Bergh's and Ms. Selich's unexpired terms. 17-1 Appointments to the City Arts Commission August 8, 2017 Page 2 According to the Maddy Act and City Council Policy A-2, the City Clerk prepared and posted a Notice of Unscheduled Vacancy for Ms. Van Bergh's vacancy on Thursday, June 15, 2017, and for Ms. Selich's vacancy on Wednesday, July 19, 2017, in the City Clerk's Office, at the Central Library, on the bulletin board in the City Council Chambers, and on the City's webpage, and published the Notice in the Daily Pilot on Saturday, June 17, 2017 for Ms. Van Bergh's vacancy and on Saturday, July 22, 2017 for Ms. Selich's vacancy. As of August 1, 2017, the City Clerk's Office received 16 applications to fill the two vacant seats. Copies of the applications are attached hereto as Attachment A. Appointment Process Pursuant to Council Policy A-2, appointments to the City Arts Commission will take place in the following manner: A. The City Council will vote on the appointments simultaneously. The voting will be by paper ballot and the City Clerk will tabulate and announce the results, including the vote tally. B. Each member of the City Council will cast two votes on the paper ballot. In order to be appointed, the nominees must receive at least four votes. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. Lacing acrylic with unique textures and gold leaf, her visually exciting technique produces a fluid three dimensionality that almost jumps off the canvas while drawing the viewer into its depths. Never a trend follower, and inspired by Medieval illuminated manuscripts and the more contemporary Klimt, Kathy's use of gold leaf first evolved when a client commissioned a series of orchid paintings. To coordinate with their decor, she added texture and gold leaf. Her'Gold Orchid II' received Judges' Choice Award in Newport Beach, California in 2007. Kathy grew up near Disneyland in Southern California and knew she would be an artist from the age of five. She garnered art awards through grammar and high school receiving the Bank of America Achievement Award in Art at graduation. Though also passionate about piano and ballet, two-dimensional art was her ultimate calling. After her first year in art school at California State University Fullerton, and fueled by a love of the Renaissance Period, she toured Europe absorbing the art and architecture of Paris, Rome, Florence, Switzerland and Greece. Later she would sketch and paint in Ireland, China and Canada. She transferred to California State University Long Beach and received a Bachelor of Arts degree in Art History in 1976. On scholarship at the then Laguna Beach School of Art, she continued her studies in life -drawing. Her work was shown in that gallery - stylized renderings in charcoal. Never lacking commissions since her teens, Kathy's impressive body of work includes the mastery of calligraphy, multitudes of detailed watercolor/pen & ink home portrait commissions, murals, illustration and graphics, Plein Air painting, faux stained glass, periods highlighted by swan, castle, beach and botanical commissions, as well as oil portraiture. Over the years, she has participated in many juried art shows and exhibitions collecting fans everywhere. In her twenties, Kathy worked for a high-end gallery in Tustin, California learning the nuances of selling art, framing and contemporary styles. While working at that gallery, she was commissioned by Warren Sheets, Designer, to do a large pink and purple swan watercolor for display at the Pacific Design Center in Los Angeles for his Room of the Month. During that time she was able to spend a thrilling few days at a Picasso exhibition encompassing four floors of the Metropolitan Museum of Art in New York City. Success selling her original detailed watercolor and ink botanicals to interior decorators allowed her to finally quit her day job. In 2007, Kathy entered the retail world. Combining her business sense with her layers of artistic skills, she now owns Kathy's Art, Etc. - Home of Kathy Kehoe Bambeck Gallery & Kathy's Postal Plus in Big Bear Lake, California. Kathy's work caught the eye of one of Thomas Kinkade's long time representatives, Lynn Lawson, who has advised and encouraged her in her art. Kathy considers her talent a spiritual gift, complimenting her life's purpose. She grew up inspired by her talented Uncle John - a contemporary of Diego Rivera in Los Angeles, and her Grandma Kehoe - first among women accepted into The Chicago Institute of Art - who had a passion for Winslow Homer. "If you study the early works of artists such as Picasso, Monet, Leger or Mondrian," Kathy believes "you will see a mastery of the hard core basics of art: drawing, design, color theory, perspective. "She strongly feels that these skills, along with that passionate spark, are the foundation for ALL good painting, even abstract. As a teacher once told her, "Learn the basics, then forget them and tap into your personal truth and create!" That is exactly how Kathy Kehoe Bambeck's recent abstract work has evolved. Kathy lives on the Balboa Peninsula in Newport Beach, California, with her husband Robert. With art studios in Newport Beach and Big Bear Lake, she makes time for a few select art students with a desire to first learn the fundamentals of art. This firm would assist in laying out a "Revised Master Plan" with attainable short and long-term milestones for harvesting a robust and ongoing flow of funds for the Arts Foundation well into the future. Perhaps through corporate or individual philanthropy, we could eventually have a "Center for the Arts" building. Pick up any local magazine or newspaper to see ways in which the vast existence of wealth among Newport Beach residents and businesses alike here in Newport Beach are making a difference with their volunteer donations and endowments to certain charitable organizations. Chances are the Arts Foundation can more fully tap into this pool of citizen resources within the community, asking them to participate in the support of their own City's Arts Foundation. We all know the saying "ask and you shall receive". "The innovative cities of the coming age will develop a creative union of technology, arts and civics," —Sir Peter Hall, renowned geographer and authority on the economic, demographic, .cultural and management issues facing cities EDUCATE NEWPORT BEACH BUSINESSES AS WELL AS RESIDENTS ABOUT THE ARTS COMMISSION AND ARTS FOUNDATION through a brief but well thought out printed piece for mailer and handout, describing its purpose and importance for citizen donorship. Include a brief survey and opportunity for specific comments/suggestions. • Consult with a PR firm to put together a short film that talks about the Arts Commission and Arts Foundation, explaining how the growth and success of our Arts Programs are reliant on individual donations from our community members. This film would be presented just before the Concert on the Green performances and special guest speaker events. • Launch a useful Arts Commission / Arts Foundation website and include a page that allows on-line donations. • Become active with Social Media. • Ask local Prominent Businesses for endowment participation ... they expect this. • Ask residents to donate. Layout simple and convenient options for citizens to donate any amount, any time. Options could be to make Annual, Quarterly or Monthly Pledges; even simply donate on an unscheduled basis as they wish. • When was the last time the City of Newport Beach sent a mass mailer to all its residents, explaining how the many "free" arts events provided throughout the year is costly and cannot be solely supported through City funds, but rather must rely upon private donations? • The best time to ask anyone for a donation is when he or she is enjoying direct benefits of doing so. Junior and High School as well as College students would be eligible for membership, as long as they fulfilled a certain amount of volunteer work at arts events as well as direct participation with fund raising. • The focus of student participation would be those active or interested in the arts - music, dance, and all other forms of fine arts. • Engage leaders from The Newport Mesa Unified School District (NMUSD), to help develop a Program that would specifically put together fund raising performances and art fairs for community attendance. Karen Yelsey, President of NMUSD Board of Education is a long time friend of mine. I believe I could actively enlist her to offer guidance as to the best means of presenting the Student Membership concept to Schools' faculty and students, in order to maximize interest and participation. • Student participation will instill in them, the importance and value of supporting the Arts Foundation of our city, and likely inspire parents to be volunteers and donors. The proceeds would go to the Arts Foundation. • Rather than pay for artists to lend their works of art to the City, allow artists to rent space from the City. After all, when an artist's work is displayed in a City Park or a wall within the Library or City Hall, it is no different than a Billboard Advertisement for the Artist to attract business. The proceeds of this would be turned over to the Arts Foundation. • Ask local Artists to hold fund raising events at their Galleries to benefit the Arts Foundation. • Engage local businesses (large and small) in holding fundraisers to benefit the Arts Foundation. 3of4 17-47 • Assign "Donor Walls" outdoors at the City Hall, where donors' plagues can be placed in Donor Level Sections (using flower names, metals, etc. to designate donor levels). • Hold annual ticket donation "Citizens for the Arts Gala" where outstanding donors are given special recognition. It would focus on corporate, private wealth endowments, and any other outstanding donors. A Dinner and Dance event, with donated Silent and Live Auction items that are created by local artisans only and open for all citizens to attend. • Give Annual Awards recognizing outstanding local artists, students, volunteers and donors. • Send a letter of thanks for every donation made ... let them know how much it means. 1 am unclear as to what the City Council Members feel qualifies an individual to be chosen as an Arts Commissioner. I believe we can increase dollars spent from tourism by creating a greater participation in the Newport Beach art scene.
