TITLE: Big Canyon Restoration and Water Quality Improvement Project -
Notice of Completion for Contract No. 8111-1 (Project No. 15X12)
ABSTRACT:
On September 13, 2016, City Council awarded Contract No. 8111 to construct features
to improve water quality in Big Canyon Creek and replace invasive plants with native
vegetation on the six -acre site. The work is now substantially complete and staff
requests City Council acceptance and close out of the contract.
RECOMMENDATIONS:
a) Accept the completed work and authorize the City Clerk to file a Notice of
Completion for the project. On May 10, 2016, the City Council adopted Resolution
No. 2016-58 adopting Mitigated Negative Declaration No. ND2016-001 (SCH#
2016031011), pursuant to the California Environmental Quality Act (CEQA) and City
Council Policy K-3;
b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the
Notice of Completion has been recorded in accordance with applicable portions of
the Civil Code; and
c) Release Faithful Performance Bond one (1) year after acceptance by the City
Council.
FUNDING REQUIREMENTS:
Funds for the construction contract were expensed from the following accounts:

The work necessary to complete this contract included constructing a storm water
drainage piping and structures to capture storm flows from Jamboree Road and direct
flows to a bio -retention cell infiltration system, constructing a bypass system for Big
Canyon creek to isolate groundwater flows under Jamboree Road, diverting
groundwater flows with high selenium concentration to the sanitary sewer, creating a
trail system, installing an improved access road from Jamboree Road, providing an
irrigation system for the six -acre site and planting native plants. The contracted work
has now been completed to the satisfaction of the Public Works Department.

The project was substantially complete, including planting, as of June 19, 2017. The
contractor will complete its 120 -day plant establishment and maintenance requirements
on October 19, 2017.
ENVIRONMENTAL REVIEW:
On May 10, 2016, City Council adopted Resolution No. 2016-58, A Resolution of the
City Council of the City of Newport Beach adopting Mitigated Negative Declaration No.
ND2016-001 (SCH# 2016031011) for the Big Canyon Habitat Restoration & Water
Quality Improvement Project (PA2016-046), Attachment C, pursuant to California
Environmental Quality Act, State CEQA Guidelines and City Council Policy K-3).
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
