TITLE: Central and Mariners Libraries Restrooms Rehabilitation Project —
Notice of Completion — Contract No. 8135-1 (Project No. 15F02)
ABSTRACT:
On November 22, 2016, City Council awarded the Central and Mariners Libraries
Restrooms Rehabilitation Project (Contract No. 8135-1) to New Dynasty Construction
Company for a base $429,810.00 contract plus a $43,190.00 contingency amount for
unforeseen work. The work is now complete and staff requests City Council project
acceptance and contract close out.
RECOMMENDATION:
a) Accept the completed work and authorize the City Clerk to file a Notice of
Completion for the project. On November 22, 2016, the City Council found this
project exempt from the California Environmental Quality Act (CEQA) pursuant to
Section 15301(a);
b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the
Notice of Completion has been recorded in accordance with applicable portions of
the Civil Code; and
c) Release Faithful Performance Bond one (1) year after acceptance by the City
Council.
FUNDING REQUIREMENTS:
Funds for the construction contract were expensed from the following account:

DISCUSSION:
The Central Library and the Mariners Branch Library were constructed more than twenty
and ten years ago, respectively. The public restrooms in these two buildings are heavily
used and have not been renovated since they first entered service. In addition to the
aesthetics, the Facilities Maintenance Master Plan identified a number of items such as
partitions, sinks, flooring, countertops, lighting and fixtures that need to be either
updated or replaced. Accordingly, this project removed all of the original improvements
and completely remodeled these facilities from bare walls and floors.
Upon construction, the project team discovered numerous pre-existing issues that were
not apparent during the design nor building permit plan check. A summary change
order was issued to cover the extra cost and work days of these unforeseen repairs.
They included (in the Central Library) the pip lining of a disjointed and poorly functioning
sewer line below the existing post -tensioned concrete floor; the replacement of a
clogged drain line behind the walls in one of the public restrooms; the repair of several
metal studs where their lower sections were completely corroded between wet walls;
the installation of a large water supply shutoff valve for each of restrooms so that the
water can be turned off for restroom areas and the rehabilitation work to proceed; the
installation of an automatic door opener per building inspection. In the Mariners Library,
the complete reconstruction of the concrete restroom floors and the installation of
moisture barriers to contain the recurrent migration of moisture from the ground, and the
installation of water supply shutoff valves. This unforeseen repair work accounted for
two-thirds of the total $34,118.70 change order amount. The remaining one-third of the
total change order amount was staff -directed items modifications including the addition
of baby changing stations; wall mosaic coverings to discourage markings; and the
sealing of floor tiles to provide enhanced public service and to reduce future
maintenance and serviceability costs on items.

On November 22, 2016, City Council found this action exempt from the California
Environmental Quality Act (CEQA) pursuant to 15301(a) of the CEQA Guidelines for
Existing Facilities because the in-kind and in-place rehabilitation of the existing interior
restrooms will not result in a physical change to the environment, directly or indirectly.
NOTICING:
This agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
