Please allow this written letter to serve as my protest to the proposed sewer rate increase to be
discussed at the public hearing on September 12, 2017. I am a resident and property owner in
the City of Newport Beach residing 1738 Tradewinds Lane.
The proposed sewer service charge increase of 90% over the next 5 years is not in line with
anticipated inflation and should be managed with better efficiencies and controls. In addition,
the proposed sewer use charge increase of 54% over the next 5 years is not in line with
anticipated inflation and should be managed with better efficiencies and controls.
I find these extreme proposed sewer rate increases to be the result of mismanagement and lack of
oversight in regards to expenses and capital spending. I am requesting that the City Council
reconsider these rate increases and work with the Revenue Division to propose a sewer rate
increase plan that conforms to more typical growth rates and inflation.

I am hereby protesting the proposed increases in our sewer rates from 2018 to 2022, which
more than doubles the rate we are paying currently, based on your table in your flier regarding the
hearing on September 12, 2017.
Per my enclosed water bill, I am paying a total of $16.85 per month for sewer alone, numbers
far higher than those on your "current" column. For example, you list "Sewer Use Charge (HCF)" at
$0.35 in the "current" column, while my bill shows it to be $3.85.
Additionally, contrary to Proposition 13, there is a sewer charge on my annual property tax bill
(OCSD sewer user fee) in the amount of $450.80, up from the previous year of $431.20, for an increase
of $19.60 that you can arbitrarily add without going to the voters or having public hearings.
Add up this kind of money by all the parcels in Orange County, and the amount of money we are
already paying for sewer service (not counting water usage, fees and service charges) is staggering.
On these grounds I hereby protest any planned increases by the OCSD or the city or any other
entity as to sewage charges on my parcel, listed above.

Concerning: Increase in Water Rates
Dear Newport Beach City Council:
I am protesting the increase in rates because I suspect it is going to be used to buoy -up
the unfunded pension costs. I will pay for costs of repairs or replacement of system
components but not for the level of pension and medical coverage that is not afforded
those in private industry. Private sector employees rarely get more that 15 — 20% of their
final salary as a pension benefit (if any at all) and probably no medical coverage. With
union pressure you have approved unreal salaries and benefits which we have no say in.
With legal support from unions these benefits have theoretically been locked in and not
challengeable. So, whether the public can afford it or not, the public employees get paid
because the money comes from deep pockets (taxes). That is not the way to run a
business. If the companies earnings are down then benefits are down, or insurance kicks
in. All of these grandiose benefits should be paid for by those receiving the benefits if
they can afford it. The unions should be made responsible for covering what they are
promising employees.
I am also against paying higher water rates because you have told us to cut back which
directly effects water revenue.
