TITLE: 2017-2018 Playground Improvement Project—Award of Construction
Contract No. 8494-1 (18P01)
ABSTRACT:
Staff has received construction bids for the 2017-2018 Playground Improvements project
and is requesting City Council approval to award the construction contract to R.E. Schultz
Construction, Inc. (R.E. Schultz) of Orange, California.
RECOMMENDATION:
a) Find this project exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15302(c) (Replacement or Reconstruction), on the basis that the
project consists of the replacement or reconstruction of existing public facilities,
involving no expansion of capacity, of the CEQA Guidelines, California Code of
Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect
on the environment;
b) Approve the project drawings and specifications;
c) Award Contract No. 8494-1 to R.E. Schultz Construction, Inc. for the total bid price of
$211,735.00, and authorize the Mayor and City Clerk to execute the contract; and
d) Establish approximately $21,265.00 (approximately 10 percent), contingency amount
to cover the cost of unforeseen work not included in the original contract.
FUNDING REQUIREMENTS:
The current adopted budget includes sufficient funding for this project in the following
funds:

At 10:30 a.m. on September 6, 2017, the City Clerk opened and read the following bids
for this project:

The low bidder, R.E. Schultz, possesses a valid and current California State Contractor's
License Classification "A" as required by the Project specifications. A check of the
Contractor's references indicates satisfactory completion of similar projects for the City
and other public municipalities including the Cities of Laguna Niguel, Alhambra, and
Poway. R.E. Schultz's total bid amount is essentially the same as the $210,000.00
Engineer's Estimate.
The work necessary for the completion of this contract consists of removing and disposing
of existing deteriorated playground improvements; furnishing and installing flexible play
surface systems and a synthetic turf play system; constructing a concrete mow curb;
transporting, placing, and grading sand; removing offending tree roots; installing tree root
barriers; and other incidental items to complete the work in places required by the contract
documents. The design was closely coordinated with the Recreation & Senior Services
Department. The playgrounds included in this contract are located at the following parks:
West Newport Park at Orange Street, Irvine Terrace Park, Begonia Park and Coastal
Peak Park.
Pursuant to the contract specifications, the contractor will have 30 consecutive working
days to complete the work. Liquidated damages are set to $500.00 per calendar day in
case of tardy completion.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this Project exempt from the California
