TITLE: Central Avenue Public Dock Project — Notice of Completion for
Contract No. 8197-1 (Project No. 17H12)
ABSTRACT:
On April 11, 2017, City Council awarded Contract No. 8197-1 for Central Avenue Public
Dock Project to Associated Pacific Constructors, Inc. (APC). The required work is now
complete and staff requests City Council acceptance and close out of the contract.
RECOMMENDATION:
a) On April 11, 2017, City Council found this action exempt from the California
Environmental Quality Act (CEQA) pursuant to Class 4 Section 15303 Class 3 New
construction or Conversion of Small Structures of the CEQA Guidelines, California
Code of Regulations, Title 14, Chapter 3, because it has no potential to have a
significant effect on the environment;
b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the
Notice of Completion has been recorded in accordance with applicable portions of the
Civil Code; and
c) Release Faithful Performance Bond one (1) year after acceptance by the City Council.

DISCUSSION:
The Central Avenue Public Dock is located adjacent to the Newport Boulevard bridge
near Lido Marina Village. Primary users of this dock are expected to be small dinghies
from local anchorage and other smaller craft who will visit local businesses. The plaza
area revitalization is currently in construction under a separate contract.
The recently installed public dock offers the following features:
• The 50 -foot gangway maximizes accessibility to the greatest extent possible. In
addition, its diagonal position to the float relative to the seawall also minimizes the
extension of the float into the adjacent navigational channel,
• Eleven cleats spaced along the backside of the float for small dinghies. A 20 -foot
vessel may dock on either end of the float, and at least three to four smaller
20 -foot vessels may dock on the bayward side of the float,
• The float is 84 -feet long and 10 -feet wide to better accommodate side -tied 20 -foot
vessels, and
• A new guardrail system providing added safety to the Central Avenue Plaza.

Contract No. 8197-1, Cental Avenue Public Dock has now been completed to the
satisfaction of the Public Works Department. A summary of this contract's construction
cost is as follows:
Original Bid Amount: $232,100.00
Actual Cost of Bid Items Constructed: $232,100.00
Total Change Orders: $ 15,750.00
Final Contract Cost: $247,850.00
Two change orders were issued totaling $15,750.00, a 6.8 percent increase over the
original contract amount, and were within the contingency allowance. The change orders
included changes to the guardrail system, adding a top rail to the gangway, skim coating
the new bulkhead section, and additional sawcutting along the bulkhead.
