Department 24 hours prior to the scheduled meeting.
If in the future, you wish to challenge in court any of the matters on this agenda for which a public hearing is to be conducted, you
may be limited to raising only those issues which you (or someone else) raised orally at the public hearing or in written
correspondence received by the City at or before the hearing.

APPEAL PERIOD: An appeal may be filed with the Director of Community Development or City Clerk, as applicable, within
fourteen (14) days following the date the action or decision was rendered unless a different period of time is specified by the
Municipal Code (e.g., Title 19 allows ten (10) day appeal period for tentative parcel and tract maps, lot line adjustments, or lot

1. Burnham Residence Coastal Development Permit No. CD2017-048
(PA2017-108)
Site Location: 2502 Crestview Drive
Project Summary
A Coastal Development Permit (CDP) to allow the demolition of an existing
single-family residence and attached garage and the construction of a new
one-story, 2,315 square foot single-family residence with an attached garage. The
project also includes hardscape, drainage, and landscaping. The proposed

residence complies with all applicable development standards including height,
setback, and floor area limits.
CEQA Compliance
The project is categorically exempt under Section 15303, of the State CEQA
(California Environmental Quality Act) Guidelines - Class 3 (New Construction or
Conversion of Small Structures).
Recommended Action
1. Conduct a public hearing;
2. Find this project exempt from the California Environmental Quality Act
(CEQA) pursuant to Section 15303 under Class 3 (New Construction or
Conversion of Small Structures) of the CEQA Guidelines, because it has
no potential to have a significant effect on the environment; and
3. Adopt Draft Zoning Administrator Resolution No. _ approving Coastal
Development Permit No. CD2017-048.
2. 626 Seaward Road Lot Merger No. LM2017-003 (PA2017-071)
Site Location: 626 Seaward Road
Project Summary
A lot merger application and request to waive the parcel map requirement for
three parcels under common ownership. The merger would combine three legal
lots into a single parcel and allow for an addition across the existing interior
property line.
CEQA Compliance
The project is categorically exempt under Section 15315, of the State CEQA
(California Environmental Quality Act) Guidelines - Class 15 (Minor Land
Divisions).
Recommended Action
1. Conduct a public hearing;
2. Find this project exempt from the California Environmental Quality Act
(CEQA) pursuant to Section 15315 under Cass 15 (Minor Land Divisions)
of the CEQA Guidelines, because it has no potential to have a significant
effect on the environment; and
3. Adopt Draft Zoning Administrator Resolution No._ approving Lot Merger
No. LM2017-003.
3. Promontory Point Apartments Sign Program No. CS2017-005 and
Modification Permit No. MD2017-002 (PA2017-028)

Project Summary
The applicant is requesting approval of a new comprehensive sign program to
establish updated design parameters for site signage. Additionally, a modification
permit is requested for the following: an increase in maximum allowed sign area
for one replacement entry monument sign, an increase in maximum allowed sign
height for one replacement monument sign at Jamboree Road and East Coast
Highway, and an increase in maximum sign area and height for a new monument
sign on East Coast Highway. The existing sign program was established in 1991
with Modification Permit No. MD3884. If approved, the proposed Comprehensive
Sign Program and Modification Permit would supersede Modification Permit No.
MD3884 and MD3884 Amendment No. 1.
CEQA Compliance
The project is categorically exempt under Section 15311, of the State CEQA
(California Environmental Quality Act) Guidelines - Class 11 (Accessory
Structures).
Recommended Action
1. Conduct a public hearing;
2. Find this project exempt from the California Environmental Quality Act
(CEQA) pursuant to Section 15311 under Class 11 (Accessory Structures)
of the CEQA Guidelines, because it has no potential to have a significant
effect on the environment; and
3. Adopt Draft Zoning Administrator Resolution No. _ approving Comprehensive
Sign Program No. CS2017-005 and Modification Permit No. MD2017-002.
V. PUBLIC COMMENTS ON NON -AGENDA ITEMS
Public comments are invited on agenda and non -agenda items generally considered to be
within the subject matter jurisdiction of the Zoning Administrator. Speakers must limit
comments to three (3) minutes. Before speaking, we invite, but do not require, you to state
your name for the record. The Zoning Administrator has the discretion to extend or shorten the
speakers' time limit on agenda or non -agenda items, provided the time limit adjustment is
applied equally to all speakers. As a courtesy, please turn cell phones off or set them in the
silent mode.
