CALL TO ORDER — The meeting was called to order at 3:30 p.m.

II. REQUEST FOR CONTINUANCES
10/12/2017
Gregg Ramirez, Senior Planner, requested that Item 1 be removed from the Zoning Administrator's calendar
to allow the applicant to re -design the project. He indicated that new public notice would be provided in
accordance with the Municipal Code when a new hearing date is selected.
The Zoning Administrator asked if anyone present wanted to speak on this item. There was none.
The Zoning Administrator granted staff's request and removed the item for the calendar. He noted that since
this item was not continued to a date certain, additional public notice will be required when the item returns to
the agenda.

IV. PUBLIC HEARING ITEMS
ITEM NO. 1 Bengtson Residence Coastal Development Permit No. CD2017-024 (PA2017-058)
Site Location: 111 8th Street Council District 1
Removed from calendar.
ITEM NO.2 416 Marguerite Avenue Tentative Parcel Map No. NP2017-019 (PA2017-170)
Site Location: 416 Marguerite Avenue Council District 6
Liane Schuller, Contract Planner, provided a brief project description stating that the applicant is requesting
approval of a Tentative Parcel Map for condominium purposes. The project site was originally improved with
a single-family residence, which has been demolished. Site work is underway for the construction of a
new duplex that complies with all current development standards. Approval of the parcel map would allow
each unit to be sold individually as condominiums.
Applicant Justin Henderson stated that he had reviewed the draft resolution and agrees with all of the
required conditions of approval.
The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment
the public hearing was closed.

ITEM NO.3 Rooney Residence Coastal Development Permit No. CD2017-012 (PA2017-029)
Site Location: 2451 and 2455 Marino Drive Council District 3
David Lee, Planning Technician, provided a brief project description stating that the applicant requests a
Coastal Development Permit to demolish two existing single-family residences and construct a new 7,764 -
square -foot single-family residence with an 838 -square -foot attached garage. Mr. Lee stated that the lot is
zoned as Single -Unit Residential (R-1), and that the property currently consists of two separate legal lots with
a single-family residence on each lot. Mr. Lee explained that the two lots were approved to be merged by the
Zoning Administrator on July 28, 2016 under Lot Merger No. LM2015-006. Mr. Lee stated that the proposed
development is consistent with the Zoning Code standards, including parking, height, setbacks, and floor
area. He explained that a Water Quality Management Plan was reviewed and approved by the City's
Engineer Geologist, and that a drainage system will be installed to ensure the project does not impact water
quality. Mr. Lee explained that the language on Finding B of the Resolution was revised to reflect the fact that
the project was located between the first public road and the sea.
In response to a question from the Zoning Administrator regarding email comments from Mr. James Mosher,
Mr. Lee reiterated that the project was consistent with the certified Local Coastal Program.
Applicant Mary Rooney, stated that she had reviewed the draft resolution and agrees with all of the required
conditions.
The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment
the public hearing was closed.

ITEM NO.4 Hallock Residence Coastal Development Permit No. CD2017-071 (PA2017-172)
Site Location: 117 29th Street Council District 1
David Lee, Planning Technician, provided a brief project description stating that the applicant requests a
coastal development permit to allow the demolition of an existing duplex and construction of a new 2,852 -
square -foot duplex with an attached two car garage and two covered carports. Mr. Lee stated that the lot is
zoned as two -unit residential (R-2), and that the proposed development is consistent with the zoning code
standards, including parking, height, setbacks and floor area. Mr. Lee explained that since the development is
set back approximately 290 feet from the mean high water line, a water quality management plan and
construction pollution prevention plan were not required and that a drainage system will be installed to ensure
that the project will not impact water quality. Mr. Lee stated that the project is not located between the nearest
public road and the sea or shoreline. It will not affect public recreation, access, or views.
Applicant William Guidero, on behalf of the owner, stated that he had reviewed the draft resolution and
agrees with all of the required conditions.
The Zoning Administrator opened the public hearing.
One member of the public, Dominic Trinandy, spoke and inquired about the City's standards for construction
hours, and if construction policies will be enforced for this project. Mr. Lee stated that the project is
conditioned to ensure that the project is subject to all applicable City ordinances, policies, and standards.
There were no other public comments
