TAX BACKS: It It now
abundanUy clear that the
called Jarvla Amendment Which
wlll be on the 1tatewldo June
ballot hu frighted the flnanclal
trouaen olf'Ol our cltJ and l'OUn·
ty 1ov.-nment.s.
If adopted by the voten~ the Jarvis Amendment will 1llce
back the tu blll of property
owners to a mere one percent of
the market value of their bold·
inl•· Across the 1tate, aucb acUoo
would reduce property tax bUls
by f7 billion. Thia is a conaldera·
ble chunk or cash.
The rub comes in who loses
this money. It wall be the cities
and countlea who depend on
property taxes a1 a primary re·
venueaource.
AND rr JS MOST disquieting
to the Shakers-and-Movers of
our local governments that the
Jarvis measure carries no pro-
vision to replace the lost proper-
ty tax revenue.
Some local city councils and
rounty supervisors have already
liCDbed the temper of the tax-
payers. They eravely fear that
this lax reducUon bonanza may
uctually be approved by the
voter!>.
Arter all, to qualify the Jarvis
Amendment for the state ballot,
more than 1.2 million voters
signed initiative peUUons.
So, In senJina a sort of June
doomsday, the verbal bleeding
and moaning bas already start-
'd from city halls and county
~orrldors across our re1ioo.
The local government func-
tionaries, however, are using a
tactic In altacklne the tax cut
that may have been overworked
by school boards In the past.
When trustees have gathered
to talk about budget cuts, right
away they start by saylng they'll
tcduce bus service or eliminate
the high school football team or
disband the band.
THAT TACTIC In the past has
been calculated to brine out all
the parents of kids who ride the
buses, the athletes' parents and
Ute band boosters club. All plead
for the"achool board to continue
spending for these worthy
causes.
Smua In tbla overwhelmin1
show of •upport, the trustees
continue to spend.
Now that local eovernments
are operating under the shadow
of the Jarvis property tax
whack, similar noises are
being heard. City governments
are talking about bow passage
will force them to lay off cops
and firemen, let streets go to
potholes and other horrors of re-
duction in public -ervlces.
In pu.shins the nacal panic but-
ton, however, some bureaucrats
have become hol1t to their own
petard. Orange County •overn-
ment Issued one memo In w)llch

WASHINGTON (AP)
Consumer pricef rose a
moderate 0 .4 percent in
December, brln1lng the overall
rise in prices In 1m to 8.1 per·
cent, the government reported
today
The inflation rate was about in
line with what the Carter ad·
ministration predicted for the
year and compared with a 4.8
percent price rise in 1978.
The Labor Department
blamed last year's acceleration
of inflation on htgber food prices
during the first half of the year
when severe winter weather af-
fected crops and reduced aup-
plies.
Although inflation was bleher
last year than In 1976, the rate
cooled during the second half of
the year. Consumer prices rose
at a seasonally adjusted 4.6 per.
cent aMual rate durtns the final
three months of 1977, compared
with a 10 percent annual rate ln
the first quarter.
