Background
• Harbor Operations provided by the County of Orange since 1950s
• 1973 —City /County enter into agreement for Harbor Patrol Operations
(1975 —County assigns duties to OCSD)
• In additional to Law Enforcement, OCSD tasked with:
➢ Management/oversight of the 1220 onshore &offshore moorings on City
Tidelands
➢ Enforcement of the City Harbor Municipal Code (Chapter 17)
• April 2017 - City provides 90 -day Notice to County to terminate contract for
mooring administration
• Transitioned July 1, 2017
Our Objectives
✓ More customer -oriented services
✓ Friendlier on -water approach
✓ Better problem solving — derelict vessels,
excessive wake, etc.
✓ Consolidating management of Marina
Park marina, moorings, BYB & Harbor
oversight

Recruited, Hired and Trained 13 part-time Harbor Service Workers
Refurbished/Outfitted existing City Vessel and 2 (leased) Catamaran Style Vessels

• Relocated 10 City Moorings within 2 mooring fields for visitors
