RESOLUTION NO. 2017-73
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH, CALIFORNIA, ESTABLISHING
THE BLUE RIBBON COMMITTEE TO ASSIST IN THE
REVIEW OF THE CURRENT GENERAL PLAN
WHEREAS, in 2006 the City of Newport Beach ("City") adopted a new General
Plan;
WHEREAS, the General Plan provides a framework for the City's future
development and requires review and comprehensive updates from time -to -time to
ensure it meets State law and matches the desires of the community;
WHEREAS, the City Council recognizes the contemplation of a comprehensive
General Plan update requires active community participation prior to initiation of any such
update; and
WHEREAS, the City desires to create a Blue Ribbon Committee to provide an
open and transparent opportunity for the public to engage and participate in reviewing the
City's current General Plan.
NOW, THEREFORE, the City Council of the City of Newport Beach resolves as
follows..
Section 1: The City Council does hereby create the Blue Ribbon Committee to
assist the residents, City staff, Planning Commission, and City Council in reviewing and
exploring the possibility of updating the Community's General Plan. The Blue Ribbon
Committee shall automatically sunset, without further action, upon the initiation of a
General Plan update by the City Council.
Section 2: A full description and listing of responsibilities of the Blue Ribbon
Committee is set forth in Exhibit A, which is attached and incorporated herein by
reference.
Section 3: The City Council does herby waive City Council Policy A-2 (Boards,
Commissions, & Committees) to allow existing committee or commission members to
participate in the Blue Ribbon Committee.
Section 4: The recitals provided in this resolution are true and correct and are
incorporated into the operative part of this resolution.
Section 5: If any section, subsection, sentence, clause or phrase of this resolution
is, for any reason, held to be invalid or unconstitutional, such decision shall not affect the
validity or constitutionality of the remaining portions of this resolution. The City Council
hereby declares that it would have passed this resolution, and each section, subsection,
sentence, clause or phrase hereof, irrespective of the fact that any one or more sections,
subsections, sentences, clauses or phrases be declared invalid or unconstitutional.

Section 6: The City Council finds the adoption of this resolution is not subject to
the California Environmental Quality Act ("CEQA") pursuant to Sections 15060(c)(2) (the
activity will not result in a direct or reasonably foreseeable indirect physical change in the
environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378)
of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it
has no potential for resulting in physical change to the environment, directly or indirectly.
Section 7: This resolution shall take effect immediately upon its adoption by the
City Council, and the City Clerk shall certify the vote adopting this resolution.

EXHIBIT A
BLUE RIBBON COMMITTEE
AUTHORIZATION: Established by Resolution No. 2017-73 adopted on the 14th of
November, 2017.
MEMBERSHIP:
The following membership criteria shall apply to the Blue Ribbon Committee:
1. The Blue Ribbon Committee shall consist of up to ten (10) members.
2. Membership shall be limited to City residents, property owner or business owner that
operates in the City.
3. Membership may be composed of the following categories and no member may
represent more than one (1) category:
a. One (1) resident, property owner, or business owner from each City Council
District;
b. One (1) member from an appointed Commission or Committee; and
c. Up to two (2) City Council Members.
4. Prospective members shall submit a complete application for an appointive position
to the City Clerk. The Mayor's appointees shall have discretion on whom to appoint to
the Blue Ribbon Committee, which appointment shall be made at an open and public
City Council meeting.
TERM: Unless removed earlier by the City Council, the membership term shall end
upon the initiation of a General Plan update by the City Council.
MEETINGS: The Blue Ribbon Committee shall hold meetings at such frequency as
required by its workload.
BROWN ACT: The Blue Ribbon Committee shall be subject to the Ralph M. Brown Act. A
quorum shall be comprised of the attendance of a majority of the appointed
members at a Blue Ribbon Committee meeting (e.g., if there are only ten (10)
appointed members, the attendance of six (6) members shall be required to
comprise a quorum).
PURPOSE AND RESPONSIBILITIES:
The purpose of the Blue Ribbon Committee is to provide opportunities for public participation
and to review the community's current General Plan in an open and transparent manner. The
Blue Ribbon Committee shall:
1. Strive to create a balanced, effective, conscientious, and civic -minded group, that
actively engages to discuss the community's vision and related policies established in
the current General Plan, which may need to be refreshed;
2. Act in a professional and courteous manner towards fellow Blue Ribbon Committee
members, residents, and other persons that appear before the Committee; and
3. Report back to the City Council with recommendation (s).
