Balboa Island Water Main Replacement (Phase 1) — Award of
Contract No. 7173-1 (16W11)
Staff has now received construction bids for the Balboa Island Water Main Replacement
Phase I Project, and requests City Council's approval to award the construction contract
to T.E. Roberts, Inc.
RECOMMENDATIONS:
a) Find this project exempt from the California Environmental Quality Act) pursuant to
Sections 15302 (replacement of existing facilities involving negligible expansion of
capacity) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter
3, because it has no potential to have a significant effect on the environment;
b) Approve the project drawings and specifications;
c) Approve Budget Amendment No. 18BA-020 appropriating $1,574,200.00 from the
unappropriated Water Capital Fund balance to Account No.
70201931-980000-16W11;
d) Award Contract No. 7173-1 to T.E. Roberts, Inc. for the total bid price of
$1,563,400.00, and authorize the Mayor and City Clerk to execute the contract; and
e) Establish $156,000.00 (approximately 10 percent) contingency amount to cover the
cost of unforeseen work not included in the original contract.

Upon approval of the Budget Amendment, there is sufficient funding for this project in
the following fund:

At 10 a.m. on November 7, 2017, the City Clerk opened and read the following bids for
this project:
The Balboa Island Water Main Replacement - Phase I project replaces older cast iron
water mains identified in the Water Master Plan located on Opal Avenue, Collins
Avenue and Balboa Avenue. This is the first phase of three projects that will focus on
replacing deteriorated water distribution and transmission mains on Balboa Island that
were installed in the 1940's and have reached their design life. During last year's
budget process, only the design and a nominal placeholder amount were placed in the
Capital Improvement Program budget for Balboa Island. A budget amendment for
construction of the project from the Water Capital Fund was anticipated at that time that
would go forth with the award contract now that the design scope and corresponding
construction cost is known.
The low bid amount is 11 percent below the Engineer's Estimate of $1,750,000.00. The
disparity between the engineers estimate and the low bid is appears to be due to
favorable bids for street pavement replacement and trench dewatering bid items. The
low bidder, T.E. Roberts, Inc. possesses a California State Contractors License
Classification "A" as required by the project specifications. A check of the contractor's
references indicates satisfactory completion of similar projects for the City of Newport
Beach and other public agencies. Work necessary to complete this contract consists of
removing interfering portions of existing deteriorated cast iron water mains and installing
new PVC pipe, valves, fire hydrants, water services, pavement restoration, traffic control
and appurtenant work as required by the contract.

Project phasing has been developed to minimize impacts to the community. For
example, no work will be scheduled during the boat parade and the week of Christmas.
Preliminary construction such as potholing and valve replacement work at isolated
locations will begin in December in order to facilitate water main construction, but will
have a minimal effect on traffic due to its small construction zone footprint and nature of
the work. Public Works staff has performed initial outreach with the Balboa Island
Improvement Association and residents and will continue communication and outreach
throughout the project.
Water main construction will require street closures and traffic detours, but the
contractor will be required to keep all cross street traffic flowing at all times. A detailed
schedule is to be prepared by the contractor following award, which can be adjusted to
address concerns for businesses and residents in the project area.
Pursuant to the contract specifications, the Contractor will have 125 working days to
complete the work.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this project exempt from the California
Environmental Quality Act (CEQA) pursuant to Section 15302(c) (reconstruction of
existing facility involving negligible or no expansion of capacity) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential to have a significant effect on the environment.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
