The use charge identified on the City's Municipal Services bill as HCF (one HCF equals 748 gallons), is the volumetric charge passed on to our customers and is a direct reflection of what the City pays OCWD for the water. The City received a letter from the OCWD on May 31, 2017 informing us that the Green Acres Project wholesale water rate will be increasing from $478 per Acre -Foot (AF) to $738 per AF effective July 1, 2017. In HCF terms that means our current cost is $1.10 per HCF going to $1.69 per HCF. At the conclusion of the rate study and public hearing on August 12, 2014, our City Council established a recycled water commodity charge of $0.89 per HCF based on predicted rates set by OCWD. This is your current charge. Our City Municipal Code (section 14.13.010) states that if the City's cost of recycled water increases by more than the projected rate to purchase water from OCWD, the commodity charge will be adjusted annually to reflect the City's cost to purchase water from OCWD. It also goes on to say the commodity charge shall be effective January 1st of each year and charged according to the fee schedule adopted by resolution of the City Council. On November 14, 2017, the City Council adopted Resolution No. 2017-69 establishing a new commodity rate effective January 1, 2018. Please note that there will not be an adjustment for undercharging prior to January 1, 2018 and the proposed fixed rates will increase in accordance with the schedule identified in the proposition 218 notice and public hearing on August 12, 2014. In accordance with California Code Section 53756, the City is required to provide no less than 30 days' notice of an increase if a pass-through of the costs are implemented. In compliance with this code and our Municipal Code, the City is formally notifying you that the rates will change on January 1, 2018. The below rate table reflects the current and new rates. It is important to note that OCWD may change the rate next year and staff will again seek City Council approval if a change is necessary.
