HomeMy WebLinkAbout00 - Public Comments - HandoutP[CEM /g, /g I 'AV 17 PLIPAlic C/0-MWIMf CAANP- CITIZENS AGAINST AIRPORT NOISE AND POLLUTION MISSION STATEMENT: Create community -wide action to obtain cooperation from the FAA, Congress, The County of Orange, The City of Newport Beach and the individual airlines for the implementation of permanent solutions to the increased noise and air pollution, stemming from John Wayne Airport (JWA) operations, destroying our way of life and endangering our health and well-being. WHO WE ARE: We are an organization of concerned citizens representing numerous Orange County communities encompassing thousands of residents and growing. We are devoted to a community -wide reduction of airline noise and air pollution. Through acting together as a united and educated front, we will create a large assemblage of residents who have the power and unity to work with the FAA, Federal Government, County, City, JWA and the airlines toward the goal of protecting our community. OBTAINABLE GOALS: 1. Create JWA departures (both instrument and/or visual) that are steeper, slower and continue to the highest altitude possible; while exiting the "Departure Corridor" to the ocean. Require all departing aircraft to utilize that the airlines return to using the KSNA Special Noise Abatement Departure Procedure, utilized in the past or one similar. 2. Require all aircraft to reduce take off power to the lowest usable climb thrust operationally necessary after departure; to ensure the least amount of noise and pollution to the communities below. 3. Require all departing aircraft to remain within a (to be developed) defined "Departure Corridor" following the contours of the Back Bay water areas until intersecting noise monitor #7 and then on to the shoreline, avoiding overflight of any populated areas to the maximum extent possible whether on an instrument or visual departure. This can be accomplished both visually by the pilots and via onboard navigation systems utilizing FAA developed: non RNAV, RNAV or RNAV (RNP); Standard Instrument Departure procedures as operationally necessary and feasible. In addition, no early vectors approved by the tower to departing aircraft until clear of the "Departure Corridor." 4. Unless aircraft can maintain continuous climb to a higher cleared altitude, no addition climb clearances approved until clear of the "Departure Corridor" by an agreed to distance, so as to avoid additional applications of climb thrust from cruise thrust over populated areas. 5. Additionally, seek to minimize general airport noise, by limiting such things as: aircraft Auxiliary Power Unit operation times, no early engine starts for taxi and require all airlines to utilize single engine taxi unless required for operational necessity. Bottom Line: Ask the FAA and airlines to fly as quietly and as pollutant -free as possible to be respectful of our communities and health! PLANS TO ACCOMPLISH GOALS: • Meet with Federal Government, FAA, The County of Orange, The City of Newport Beach, the airlines and John Wayne Airport Representatives. • Implement social, broadcast and print media campaigns. • Educate and rally more residents and communities impacted by FAA's NextGen and airport noise and pollution. • Work with other cities, states and organizations that are impacted to gain updated information and knowledge. • Continue dialogue with Quiet Skies Caucus. • Explore legal action. • Urge residents to contact FAA, JWA, City, County, State and Federal officials. • Organize public awareness meetings and rallies throughout the County. MOTTO: It can be done. It has been done. It should be done!
