I. CALL TO ORDER – The meeting was called to order at 3:30 p.m.

IV. PUBLIC HEARING ITEMS
ITEM NO. 1 1717 East Balboa Boulevard Coastal Development Permit No. CD2017-072
(PA2017-174)
Site Location: 1717 East Balboa Boulevard Council District 1
Liz Westmoreland, Assistant Planner, provided a brief project description stating that the application is for a
coastal development permit to demolish an existing single-family residence and construct a new 3-story
single-family residence. Demolition of the existing residence results in reversion to the underlying legal lot
lines, resulting in two legal lots. Each lot is approximately 2,625 square feet in area. This coastal development
permit addresses the demolition of the existing single-family residence and construction of one single-family
residence on the westerly lot adjacent to 1709 East Balboa Boulevard. The project complies with all
applicable development standards and no deviations are requested. The proposed finished floor complies
with the minimum requirement and the development is separated from the shoreline by East Balboa
Boulevard and several rows of residences. The property is not located within 100 feet of coastal waters and
water quality impacts are not anticipated. Staff recommended approval of CD2017-072 based on the findings
and conditions contained within the draft resolution.
The Applicant’s representative William Guidero, on behalf of the Owner, stated that he had reviewed the draft
resolution and agrees with all of the required conditions.
The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment
the public hearing was closed.

ITEM NO. 2 Hamilton Partners Residence Coastal Development Permit No. CD2017-082
(PA2017-188)
Site Location: 6506 West Ocean Front Council District 1
Liane Schuller, Contract Planner, provided a brief project description stating that the applicant requests a
coastal development permit to allow the demolition of an existing duplex and the construction of a new 2,721-
square-foot single-family residence with an attached garage. Ms. Schuller stated that the lot is zoned as two-
unit residential (R-2), and that the proposed development is consistent with the Zoning Code standards,
including parking, height, setbacks and floor area. Ms. Schuller explained that since the development is set
back more than 200 feet from the water line, no water quality impacts are anticipated. A coastal hazards
analysis prepared for the project concludes that the new residence will be safe from flooding and erosion
hazards for the next 75 years. Ms. Schuller stated that the project will not impact public recreation, access, or
views.
Project architect Eric Aust, on behalf of the project team, stated that he had reviewed the draft resolution and
agrees with all of the required conditions.
The Zoning Administrator opened the public hearing. One member of the public, Jim Mosher, questioned
whether the roof deck as shown on Plan Sheet A4.0 complied with maximum height restrictions. Staff
clarified that the deck is actually lower and behind the surrounding roof structure, as represented on the
Elevation Plans. The applicant further clarified that what appears as picket fencing on the Sections is actually
the board and batten finish on the inside of the mansard roof surrounding the deck area. Mr. Mosher
indicated that his question was adequately addressed.
There were no other public comments and the Zoning Administrator closed the public hearing.

F. ADJOURNMENT
The hearing was adjourned at 3:43 p.m.
