Nutrient TMDL
Nutrients and Algal Blooms
• Original Issue: Excessive Nutrients causing Algal Blooms in Creek & Bay
• Nutrient TMDL Adopted in 1998
• Requirement - Reduce Nitrogen and Phosphorus Loads by 50% relative to 1990-
1997 Loads
• Reduce Summer Loads by 50% by 2007
• Reduce Winter Loads by 50% by 2012
• Treatment Methods Established:
Nursery Irrigation runoff Recirculation and Reuse
Education of Landscape Maintenance and Gardener Services
• Upstream Natural Treatment Systems
• All Targets are Currently Being Met
Organochlorine Compounds TMDL
Issue: Toxicity Associated with Organocholorine Compounds (OCs)
i.e. DDT, PCBs, Toxaphene and Chlordane (Legacy Pesticides)
OCs TMDL Established in 2007
NPDES Permit Requires Sampling of Bay Sediments for Toxicity
The Good News
Sources of Legacy Pesticides in the Upper Watershed are
Disappearing
OCs Appear to be Declining in the Bay Sediments
Fecal Coliform Indicator Bacteria (FIB) TMDL
FIB TMDL Adopted in 1999
Originally Four Permanent Water Quality Postings in the Bay
TMDL is for Fecal Coliform Only
TMDL Currently Does Not Exclude Natural Sources* of Indicator

Harbor Dredging (cont.)
Future Harbor -Wide Channel Dredging
• Developing Larger Harbor Project Objectives and Scope
• Conceptual Project Introduction Meeting with the
Corps of Engineers on February 16, 2017
• Current Thoughts for Consideration:
➢ Remove 650,000+ cy of Material above Federal "Design Depth"
➢ Remove Material over Longer Duration using Smaller Suction
Dredge Equipment (If Permitable)
➢ Looking at Disposal into the Nearshore/Beach Zone (If Permitable)
➢ Will Need Harbor -Wide Sediment Testing & Disposal Plan
