CALL TO ORDER – The meeting was called to order at 3:30 p.m. Staff Present: Jim Campbell, Zoning Administrator Liane Schuller, Contract Planner II. REQUEST FOR CONTINUANCES Liane Schuller, Contract Planner, requested that Item 4 be continued to the Zoning Administrator hearing of February 15, 2018, in order to concurrently process a parcel map and coastal development permit, per NBMC Section 20.50.030. The February 15, 2018 meeting date will provide sufficient time to re-notice the project, and to modify the staff analysis and project conditions. The Zoning Administrator granted staff’s request and continued the public hearing until February 15, 2018. III. MINUTES ITEM NO. 1 Minutes of December 14, 2017 Action: Continued to the January 25, 2018, Zoning Administrator Meeting IV. PUBLIC HEARING ITEMS ITEM NO. 2 302 Iris Avenue Residence Tentative Parcel Map No. NP2017-021 and Coastal Development Permit No. CD2017-095 (PA2017-220) Site Location: 302 Iris Avenue Council District 6 Liane Schuller, Contract Planner, provided a brief project description stating that the applicant is requesting approval of a tentative parcel map and associated coastal development permit for condominium purposes. An existing duplex has been demolished and a new two-unit development is currently under construction. The Tentative Parcel Map will allow each unit to be sold individually. The new development complies with all current applicable development standards, and the Parcel Map complies with the standards and approval requirements of the City’s Local Coastal Program Implementation Plan. The Zoning Administrator discussed several additional facts in support of the findings and the correction of a typographical error in one of the conditions. Nanci Glass of Nicholson Construction on behalf of the property owner was present and noted her agreement with the conditions of approval. The Zoning Administrator opened the public hearing. Jim Mosher asked for clarification on where the first public road, as designated by the California Coastal Commission, is for this part of Corona del Mar. The Zoning Administrator answered that the first public road is Ocean Boulevard. This road is part of the appeal and jurisdiction map certified by the Coastal Commission. Action: Approved ITEM NO. 3 Gabriel Residence Coastal Development Permit No. CD2017-068 (PA2017-166) Site Location: 941 Via Lido Soud Council District 1 Liane Schuller, Contract Planner, provided a brief project description stating that the applicant is requesting a coastal development permit (CDP) to demolish an existing single-family residence and to construct a new single-family residence and attached garage. The project includes landscape, hardscape and subsurface drainage facilities, all within the confines of the private property. The proposed development complies with the standards and approval requirements of the City’s Local Coastal Program. Approval of the CDP will not affect the public’s ability to access, use, or view the coast and nearby recreational resources. The Zoning Administrator described several additional facts in support of findings for approval. He also indicated that the condition requiring a waiver of rights to future shoreline protection needed to be changed to reflect the applicability to structures further bayward of the existing bulkhead. Charles D’Arcy of D’Arcy & Associates Architecture, Inc., on behalf of the Owner, stated that he had reviewed the draft resolution and agrees with all of the required conditions including the changed findings and condition as described. The Zoning Administrator opened the public hearing. Shauna Conzelman, a neighbor to the site, expressed concerns about the site’s proposed subterranean construction as it is near the water, and asked for clarification if the “garage” named in the application is actually a basement. Liane Schuller, Contract Planner, responded that there is basement with a car storage area. This is not a required area, though it does serve as additional car storage. The Zoning Administrator asked for clarification on the depth of the garage. Charles D’Arcy responded the project has the required clearance for tandem parking, 35 feet. Technically, the project has a two-car garage in tandem and, separate from that, there is a tandem space in a vertical fashion, more than what the Code requires. Ms. Conzelman further questioned the procedures in place about subterranean construction activity. Ms. Schuller explained once the coastal development permit is approved, structural plans will be submitted to the Building Department for review to ensure the project is constructed in a fashion that meets regulations and that protects the site and neighboring properties. The Zoning Administrator added that the deep excavation is focused to the middle of the property further away from the adjacent properties than the minimum setbacks, which adds a safety element to the excavation of the project. He noted the City takes every step to ensure safety through the preparation of plans by qualified people, checking those plans, and periodic building inspections. Mr. Conzelman spoke in support of the project design. Jim Mosher asked about the appeal process. The Zoning Administrator responded that a fee is required for an appeal of a coastal development permit to the Planning Commission or City Council, but there is no fee for an appeal to the Coastal Commission. The Zoning Administrator responded that no such handout exists and that perhaps an architect or engineer could advise her as the information she seeks is provided in applicable provisions of the Building Code. Seeing that no one from the public wished to comment further the public hearing was closed. Action: Approved ITEM NO. 4 1820 West Ocean Front Residence Coastal Development Permit No. CD2017-100 (PA2017-233) Site Location: 1820 West Ocean Front Council District 1 Continued to February 15, 2018. E. PUBLIC COMMENTS ON NON-AGENDA ITEMS None. F.
