1st Hearing May 170 1956
2nd " June 21, 1956 - The Commission moved that
due to the complex problems involved in the Zoning of this
area that an opinion be'secured from. our Planning Consultants,
Hahn, Wise, and Associates and that a 3rd hearing be held on
July 19, 1956.
3rd Hearing - July 19, 1956 Recommendations of Hahn, mise and
associates were received and submitted to the Commission.
RECON4ENDATIONS OF PLANNING :
That entire area except all of Lot # 47 and Portion of Lot
37 be zoned as an R-1 District.
Lot # 47 and Portion of Lot # 37 remain in an "Unclassified"
District.
Front yard set' acks shall be established as 30" minimum and
401 maximum,
All houses now existing with front yard setbacks in excess of 40"
be regarded as conforming to front yard setback requirements

The Planning Commission of the City of Newport Beach has under eort-
sideration the zoning of your property. `When this district in which
your property is located was annexed to the City of Newport Beach,
our temporary zone called the "Unclassified Zone" took effect and
applies until the Planning Commission works out a permanent zone for
your District.
Your District was in the Residential Zone under the County Ordinance.
Our zoning ordinance has 4 classes of Residential Zones. The
Cowdasion has made a survey of your District which shows the uses of
property now in existence. Your present property uses are within the
scope of possibly- 4 of these classes of zoning, EncloLed herewith
are excerpts from the Zoning Ordinance uses permitted in each of these
4 zones.
It is requested that you fill out the attached questionaire and return
to the City Hall, City of Newport Beach, Attention of the Planning
Commission.
The next meeting of the Planning Commission is June 21, 1956 at 8;00
PPS in the City Hall Council Chambers. The Commission will appreciate
your attendance at this meeting so that the zoning of your area can
be discussed with. you.
Your assistance in helping �;e Commission to properly zone your
Listrict will be appreciated.

Uses Permitted:
(a) Single family dvellirgs.
(b) One accessory building only if constructed simultaneously
with or :absequent to the main building on the same lot.
(c) Accessory uses normally incidental to single family dwel:i-
Ings. This is not to be construed as peraitting commercial uses.
TWO FANM RESIDENCES OR DUPLEX RESIDENTIAL (R-2)
Uses Permitted:
(a) Single family dwellings,
(b) Two detached single family dwellings or one duplex.
THREE MM RESIDPICES, ONE TRIPLEX, OR ONE DUPLEX RESIDENTIAL (R-3)
Uses Permitted:
(a) Single Family Dwellings.
(b) Not more than three detached single family dwellings, one
triplex, or one duplex

A Land Use study and investigation of the Seaqui,st Annexation has
resulted in the following statistics:
The area contains 127 various sized parcels of
land considered as building sites. This total
includes
1. Sites improved, with buildings ..... 121
a Commercial buildings ....... 1
b Multiple Units ............. 4
c Duplexes 4
d Single Family Dwellings .... 112
2. Vacant or unimproved parcels of
land 6
In a recent inquiry conducted by the Planning Department eighty-
three (83) property owners submitted no comment the balance
showing the following preferences:
1. Single .family zoning .............. 16
2. Duplex residential 19
3. Restricted Multiple Family
residential 2
4. multiple residential 7
A Land Use study of the surrounding vicinity within the present City
Limits indicates that the majority of improved parcels are under
single family use in accordance with the established zoning for that
area.
In consideration of the above conditions our recommendations for the
annexation in question are foran R--1, Single Family District with
the exception of the Southwest corner of «N?sti.n Avenue and Sixteenth
Street, 300' and 530' frontages respectively. It is suggested that
this area remain in an Unclassified District because of the present
use of the land and the size and shape of the parcels which do not
lend themselves to an R-1 District.
It is our belief that the majority of the nineteen property owners
who requested duplex zoning are under the misconception that such
a district would increase the value of their properties. However,
they themselves actually have no intentions of converting their own
units to such use.
Over ninety-two percent of the present buildings were constructed
for one unit and could not be converted into any other type witrout
extensive reconstruction. Also, off-street parking as required for
each apartment could not be supplied. These factors, if anything
but single family zoning is enacted, will, over a period of time,
cause a deterioration in property values rather than an increase.
It has been mentioned but not proved that portions of the land hrtve
deed restrictions permitting single family dwellings only. Thus
must be taken into consideration even though such restrictions are
not enforced by the City.
