Wish to thank you kindly Por your letter of the lath of February. Am
writing you this letter to cament on the contents of your letter
relative to cooperation between the Planning Cmmissions of the Cities
of Costa kesa and Newport Beach.
I am happy to advise that a few months ago our Planning Cammission
initiated joint collaboration on mutual planning problems of Costa mesa
and Newport, Beach. We have already bsAy one informal joint meeting and
we are planning another one within the next thirty { 30) days in an off ort
to el=inAte, as much a a Possible, disarepancies or adverse zoning regu-
lations between the two o tlea.
I am also happy to advise that with the encouragement of our local Planning
00=ission Staff, the Orange County Planning Commission is joining with
Costa Mena and Rewport Beach Planning Commissiona in these informal joint
conferences. It is the hope of all of us that a good zoning pattern may
be developed on a regional basis for this entire area..
At the present tine each c)f the Planning Commissions are extending the
courtesy to the other of consulting on problems that may occur outside
of the individual Planning Commissions city limits but within their
sphere cf influence. In pausing I m1ght state that the two local
Panning Co=.iasions have received encouragement frcm the two City
Councils in cur efforts to co-ordinate our zoning problems,

Thanks indeed for your letter of the lith with enclosures.
This situation seems to point up the greater need for col-
laboration between the adjoining Cities.
In this case we conformed with the Costa Mesa City require-
ments on our subdivision, and then fake the possibility of
being hurt by the planning of our home City controlling the
property ao; oss the street,
If the two Cities do not become one, we hope at least that
the two Planning Commissions will work more closely to-
gether.

I am in receipt of your letter of February let and I have been endeavoring
to find the opportunity to discuss this matter with you personally, I am
informed that you are out of the City for this week and as I am leuving
on a trip East in a few days, an taking this means of answering your
letter. I appreciate the merits of the contents of your letter of
January 29th to the Orange County Planning Commission, I zhall endeavor
in this letter to briefly outline the situation that presented itself to
our Planning C ission regarding that area as followal-
When the property owners in the area who had already been
annexed to the City of Newport Beach applied for annexations
they did so with the plea that it would be zoned for manu-
facturing, When the particular property owned by Mr. Boyd,
to which you refer to in your letter, applied for annexation
a strong desire was expressed that it would be zoned for
manufacturing. This particular property of which Mr. Boyd'
is a part is now in litigation to determine whether it
shall be annexed to Costa fess, or Newport Beach.
When all these property owners involved 9ppliod for annexa-
tion, the local Planning Commission began studies for the
purpose of developing another section to our Zoning Code
that would have more controls as to use and type of buildings
and be more restricted than the present M-1 Zone under our
presenu Zoning Code,
Our Planning Ccmission took tho manufacturing ievelopment
that is being made on the Stanford University Campus at
Palo Alto as a model, We discussed this proposed new zone
with manufacturers in they area annexed to Newport Beach and
learned that they were very interested in a very restricted
m&nufaoturing zoning ordinance. We explored our new
ordinance with representatives of the Heslipot Corporation
to determine their ideas in cases they eventually should be
annexed to Newport Beach. We found that all these firms
are very particular as to the type of manufacturing and the

type of buildings that may be used in their neighborhood
As a result of this investigation and the studies of the
development on the Stanford University Campsie, Maanuf aactu
District Zoning designated as ftl-A District was drawn u
wsas approved by the City Council.
I am enclosing herewith as copy of this now M -1-A Zoning
Ordinance for your study.
We also wish to bring to your attention that Chapter 5
of our present atoning code also applies wherein all
plans for buildings in this M -1-A District must be
approved by the Architectural Control Committee of the
Ccamission.
When Hr. Boydaszd application was presented to the Orange
County Planning Ccmmlsalon for this proposed development
at the Southwest Corner of 18th and Placentia, it was
referred to our Planning Staff. It was conditionally
approved provided that Mr. Boyd would develop his pro-
perty in accordance with provisions of our M -1-A Zoning
if this property eventually was :annexed to the City of
Newport Beach. He signed a letter to this offset and
this is on file in the Planning Department at City Hall.
Therefore, if this property is annexed to the City of
Newport Beach, he will be bound to coaply with the
restrictions under the M -Z -A zoning.
Our Commission tools about the only position they could take under the
circumstances for the reason that manufacturing plants were already in
tho annexed area and proposed annexations, and the Commission felt
that the proper thing to do was to provide the best restricted manu-
facturing zone possible ago that the manufacturing district overall
would not downgrade any other property and on the other hand it hoped
that it would upgrade adjoining properties.

County Planning Commission, having to do with our
Tract Number 2824 at the Northeast corner of 18th
and Placentia and the application from the owner
Of the Property diagonally across fram our pro-
perty to 'Lone to m-1, I believe is self-explanatory.
Could you make this copy of letter a part of your
Official Plaxaning Commission files, as we understa-ad
that should this property come into Newport Beach, the
opinion has been expressed that there would be no
objection to its being M-1.
In attempting to conform with all the rules and regu-
lations of the various communSties, we also asked if we
shouldn't make our property, now Tract Number 2924, M-1
and were denied that right, and upon the theory that it
would downgrade the neighborhood. Then we go ahead and
conform to that ruling, don't fight it, put in good
offside tract improvements, and thea low and behold we're
raced with the threat of being downgraded by one of our
neighboring property owners.
I hope that you do riot find our viewpoint unreasonable,
and we oi' coursewould appreciate any support we can get
frca the Newport Beach Planning Commission.

635 to create a controlled manufacturing zone to be known as an M 1 A
District.
2. On motion of Commissioner Capelin, seconded by Comm. Reed and carried
the final reading of the revised draft dated October 9, 1956 was waived.
3. Two public hearings were held on September 20, 1956 and October 11, 1956.
There were no verbal or written protests received by the Commission, and
this amendment to the zoning ordinance was approved by Oiw Planning
f ons'tiltants, RAHN, WESE and ASSOCIATES.
A recommendation was made by the Commission that the Revised Draft
dated 0ct)ber 9, 1.956 of the proposed Controlled Nanufactu
ring to be known as an M-1 A District be submitted to the City Council for

change. On October 11, 1956 a memorandum was addressed to the Planning
Commission signed by the City Clerk which set forth in part '° On motion

Dear Mr. Longmoor:
I have discussed in detail, with Mr. Wise,
your letter addressed to the Planning Commission dated
September 18th, and which contained your thoughts about
certain parts of the M -1-A District regulations.
It is true that Professional Offices,
Medical and Dental Offices and Clinics would be accessory
uses to a Manufacturing District. However, in the case of
Newport Beach, because of the unique design, use of land,
street and highway facilities, location of hospital, etc.,
Mr. Wise feels that such operations should not be excluded
but could be controlled better by requiring a use permit.
It is also felt that the small amount of traffic generated
by these uses, which would be few, would not affect the area.
We agree that "Fabrication of Plastic Pro-
ducts" is a better designation than the original, as is the
phrase "compatible and similar in character".
"Finished Paper Products" meant the assemb-
ling and construction of paper products, and not the manufac-
turing, i.e. assembling of cardboard boxes, etc.
The formula for off-street parking is without
question an awkward one, but it is a true, tried rule which
accomplishes what it was designed to do. It covers all types
of businesses, uses, sizes of parcels, etc.
The idea of owners trucks space can be in-
cluded by rewording Item 3 as follows:
