PROCEDURE POLL014ED BY PLANNING Ct I:38ii1i�l 1. Property was posted on August 10, 1959 2. 64 notices were mailed to property owners within 300' of property proposed to be rezoned. 3. Notice of one public hearing was duly published 3n the Newport harbor Press on August 7, 1959 4. Hearing was conducted on August 20, 1959. FINDINGS OF PLANNING C(ROaISSION: The land use unit of the Master Plan adopted by the City Council in 1958 proposes that property on the north side of Balboa Blvd., between 15th and 19th Street should be rezoned R-4. The Commission eras:of the opinion that the subject application should be denied although the Master ]Maar proposes the rezoning to an R-4 District for the reason that the density and the traffic in this area is already heavily congested. The Commission was of the further opi cion that the rezoning may take ;place at a later date.when the traffic pattern on Newport Blvd. between the Three Arches and McFadden Place has been revised in accordance with plans nava under study. RECOMMENDATIONS OF PLANNING COMMISRION. The Planning Commission recommends to the City Council that Amendment No. 74, being .a petition to rezone hots 1 to 18, Block 118, to an R-4 District be denied.
