Brown Act. Among other things, the Brown Act requires that the special meeting City Arts Commission agenda be posted at least seventy-two (72) hours in advance of the meeting and that the public be allowed to comment on agenda items before the Commission and items not on the agenda but are within the subject matter jurisdiction of the City Arts Commission. The Chair may limit public comments to a reasonable amount of time, generally three (3) minutes per person. The City of Newport Beach’s goal is to comply with the Americans with Disabilities Act (ADA) in all respects. If, as an attendee or a participant at this meeting, you will need special assistance beyond what is normally provided, we will attempt to accommodate you in every reasonable manner. A considerable amount of funds remain in the professional and technical services budget. The programming budget contains $44,836, and the professional services budget has a balance of $22,045. 3. Cultural Arts Activities - Monthly review of cultural arts activities from the Library Administrative Office for upcoming Library and City arts events and services. Library Services Director Hetherton noted the lighting of Burnt Matchstick and the Central Library's exhibition of Phyllis Paxton's work. The exhibition is slightly different from prior exhibitions. Motion made by Vice Chair Greer, seconded by Commissioner Divine, and carried (6-0- 0-1) to approve the Consent Calendar. Appoint an Ad Hoc Subcommittee for 2018 Newport Beach Art Exhibition – Staff requests that Chair Chang appoint an Ad Hoc Subcommittee tasked to plan and implement the 2018 Newport Beach Art Exhibition. Chair Chang appointed Arlene Greer, herself, and Miriam Baker to the 2018 Newport Beach Art Exhibition Ad Hoc Subcommittee. 5. Proposal for Shakespeare on the Balboa Peninsula – The Shakespeare on the Balboa Peninsula Ad Hoc Subcommittee recommends that the City Arts Commission approve a proposal to stage Shakespeare performances by the Alchemy Theatre on the Balboa Peninsula in autumn 2018. Library Services Director Hetherton reported the video clip of Alchemy Theatre did not provide a good sense of their productions. He had requested additional video clips but had not received them. Commissioners need to review additional clips in order to make an informed decision. He recommended the City Arts Commission continue the item in order to review additional video clips. Continuing this item will not delay the process for requesting funding. Commissioners agreed to continue this item. 6. City Arts Commission Support for OC River Park Presentation of the Film Tony – Staff recommends that the City Arts Commission approve a Newport Beach City Arts Commission Regular Meeting Minutes January 11, 2018 Page 3 3 proposal by Vice Chair Greer to sponsor a screening of the film Tony at Marina Park on February 22, 2018. Phil Greer, Orange Coast River Park Board Member, reported that the Orange Coast River Park is presenting a film entitled Tony, which deals with homeless issues in Southern California. As the homeless problem becomes more profound, homeless people will be found in the Sculpture Garden and other art installations. The City Arts Commission can be a cosponsor with the Newport Beach Film Festival and the Orange Coast River Park, and no monetary contribution is required. Susan Cramer remarked that the film screening was planned prior to an Orange County attorney deciding to run for office and basing his campaign on homelessness. (Inaudible) is an option of replacing river walk homeless people as well as providing a symphony. Vice Chair Greer stated the screening will bring more awareness to the community. The Police Department is involved with a question-and-answer session regarding the screening. Motion made by Vice Chair Greer, seconded by Chair Chang, and carried (6-0-0-1) to approve the City Arts Commission's sponsorship of the screening of the film Tony. Exhibition of Art in the Central Library – Under the recommendation of the Art in Public Places Ad Hoc Subcommittee, staff requests that the Arts Commission approve the work of artists Ed Olen, Agnes Schenk, Joe Cladis, and Raphaele Cohen-Bacry for display in the Central Library. Library Services Director Hetherton reported that the Central Library calendar of art exhibitions has an opening for March. Staff provided artist applications to the ad hoc subcommittee, who recommended four artists to the City Arts Commission for exhibition. In response to Commissioners' questions, Library Services Director Hetherton advised that staff sent letters to high school art departments regarding applications. Ms. Schenk's work depicts flowers and spring-like scenes, which will fit the March-April timeframe. Ms. Schenk's work was displayed in the Central Library a few years ago and received favorable press and comments. Inspired by peeling posters scattered around the streets of Paris, artist Phyllis Paxton has created an exhibition of colorful mixed media collages that combines fragments of old posters blended with acrylics to form a coherent hybrid of traditional art and modern graphics. The exhibit is titled “New Works: Acrylic on Canvas with Found Paper.” Phyllis Paxton is an Irvine-based mixed-media artist whose work is inspired by her love of the graphic arts and her early work producing commercial art for various advertising agencies in the United States. She states, “My love of Paris and other great cities of Europe combined with my graphic arts experiences have led me to develop my own painting style. The layers of my paintings are like the complex layers of these historic cities. As layers are peeled away, these remnants from urban landscapes provide fresh appeals to our senses.” The exhibition will be available for viewing during library operating hours, Monday through Thursday, 9 a.m. to 9 p.m.; Friday and Saturday, 9 a.m. to 6 p.m. and Sunday, 12 p.m. to 5 p.m. More information about cultural arts programs in the City of Newport Beach, go to the City’s Cultural Arts webpage at www.newportbeachca.gov/CulturalArts. 2 of 2 "THE FOUR SEASONS" OIL PAINTINGS BY AGNES SCHENK: MARCH 5 - MAY 4, 2018 Shown above: Agnes Schenk beside one of her beloved paintings. (Photo courtesy of Jennifer Mathews, Coastline Pilot) Newport Beach City Arts Commission presents an exhibition by painter Agnes Schenk. Ms. Schenk previously exhibited at the Newport Beach Central Library in 2015, with enthusiastic response from the public. Approximately thirty years ago, "Aggie" – as she prefers to be called – returned to an early love for oil paint, brushes, and canvas. Her early art instruction while in high school in Missouri, was by Ursuline nuns educated at the Sorbonne in Paris. Those early lessons forced her to focus on drawing and details of hands and faces. After mastering the pencil, she was then allowed to progress with charcoal, then watercolor and finally to oil. This classic method of careful attention to composition laid the framework for her now well-known paintings of flowers in all their glory. Aggie studied under several master painters such as local artists Frank Tarallo, Bill Alexander and Gary Jenkins. Later, she joined Jonathan Burke and Roger Armstrong's classes at Laguna College of Art & Design. At 90, Aggie continues to attend painting groups twice a week, allowing nothing to get in the way of her creativity. The exhibition will be on display during library operating hours, March 5 through May 4, 2018. DISCUSSION: In May 2015, prior to dissolution, the Balboa Performing Arts Theater Foundation distributed their remaining assets, $175,000, to the Newport Beach Arts Foundation with the stipulation that the City Arts Commission use the money for staging performing arts in the City of Newport Beach with a preference to the Balboa Village. The Newport Beach Arts Foundation turned these funds over to the City of Newport Beach for City Arts Commission programming in June 2015. Accessing these funds requires City Council approval. In order to access these funds, the Shakespeare on the Balboa Peninsula Ad Hoc Subcommittee has developed a plan to stage a performance in autumn 2018 at a venue on the Balboa Peninsula. Staff will submit this funding request to the City Manager for inclusion in the Fiscal Year 2018/19 budget. The committee has identified Alchemy Theatre as the most suitable vendor. The committee evaluated three other companies: the New Swan Theatre, Shakespeare by the Sea, and Shakespeare OC. The New Swan Theater has stated that the cost and logistics of staging a performance off site are prohibitive. Shakespeare by the Sea is unable to stage performances at any time other than the summer. The Recreation Department has requested that the Arts Commission stage the performance in the fall or spring due to traffic and parking congestion on the Peninsula during the summer months. Shakespeare OC had expressed some initial interest in a collaboration with the City Arts Commission, but have not responded to requests for a meeting. Alchemy Theatre, based in Santa Ana, is a small yet active theatre company that has staged Shakespeare performances in Huntington Beach’s Central Park, and other venues, including the Fullerton College Sculpture Garden, and the Westminster Community Playhouse. Mr. Jeff Lowe, founding ensemble member of Alchemy Theatre Company, stated the cost of staging a performance on the Balboa Peninsula at $3,500.00 per performance. Ideally, Alchemy would present two performances, a tragedy and a comedy, staged on successive evenings, as Shakespeare by the Sea did when the City contracted them for live Shakespeare performances in the past. City staff and 2 of 2 Alchemy have identified October 6 and 7, 2018, as potential dates, with Peninsula Park as a potential venue. Additional costs include sound engineering, portable restrooms, insurance, and marketing, estimated at $8,500.00. Alchemy will provide sets, staging, and costumes. Staff estimates that the total cost of the proposed event is $15,500. The Shakespeare on the Balboa Peninsula Ad Hoc Subcommittee has had the opportunity to review video and still photographs of selected performances. Pending City Arts Commission approval, staff will ask the City Manager to include funds from the Balboa Performing Arts Theatre Foundation in the Cultural Arts budget for fiscal year 2018/19. TO Newport Beach City Arts Commission FROM: Library Services Department Tim Hetherton, Library Services Director 949-717-3810, thetherton@newportbeachca.gov PREPARED BY: Tim Hetherton TITLE: 2018 Concerts on the Green RECOMMENDATION: Staff recommends that the City Arts Commission approve the performers recommended by the Performing Arts Ad Hoc Subcommittee for the summer 2018 Concerts on the Green series. FUNDING REQUIREMENTS: Performance fees and sound engineering for the June 18 post-Newport Beach Arts Exhibition concert are approximately $6,250.00 to be expensed from the City Arts Commission Fiscal Year 2017/18 programming budget. Performance fees and sound engineering for 3 summer concerts is estimated at approximately $19,000.00, to be expensed from the City Arts Commission 2018/19 programming budget. DISCUSSION: The City Arts Commission presents live music on the Civic Green during the summer months. Because of an infusion of funds into the 2017/18 programming budget due to the City Arts Commission returning Cultural Art Grant funds back to the Commission, there are adequate funds to stage a concert after the 2018 Newport Beach Art Exhibition on June 16 as well. The Performing Arts Ad Hoc Subcommittee recommends performers to the City Arts Commission for approval. Staff negotiates a fee with the performers, coordinates the use of the Green, publicizes the events, and hires a sound engineering contractor for the performances. The performers submitted for approval for summer 2018 are:  Tijuana Dogs (party/dance/rock band)  Desperado (tribute to the Eagles)  Springsteen Experience (tribute to Bruce Springsteen)  I AM KING – The Michael Jackson Experience (Michael Jackson tribute) The concerts will again feature food trucks, as they did in 2016 and 2017.
