TITLE: Central Avenue Plaza Revitalization — Notice of Completion Contract
No. 8197-2 (Project No. 17H12)
ABSTRACT:
On October 10, 2017, City Council awarded Contract No. 8197-2 for Central Avenue
Plaza Revitalization to GMC Engineering, Inc. (GMC). The required work is now complete
and staff requests City Council acceptance and close out of the contract.
RECOMMENDATION:
a) Accept the completed work and authorize the City Clerk to file a Notice of Completion
for the project. On October 10, 2017, City Council found this project exempt from the
California Environmental Quality Act (CEQA) pursuant to Section 15302(c);
b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the
Notice of Completion has been recorded in accordance with applicable portions of the
Civil Code; and
c) Release Faithful Performance Bond one (1) year after acceptance by the City Council.

The Central Avenue Plaza is located adjacent to the recently installed Central Avenue
Public Pier. As a supplemental enhancement to this new public pier, the revitalized
Central Avenue Street Plaza connects the new public pier with Lido Village. The
improvements included specialty paving and hardscape, a new irrigation system and
landscape materials, bike racks, decorative lighting, and updated seating/street furniture.

On October 10, 2017, City Council found this action exempt from the California
Environmental Quality Act (CEQA) pursuant to Section 15302(c) (Replacement of
Reconstruction), on the basis that the Project consists of the replacement or
reconstruction of existing public facilities, involving no expansion of capacity, of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential to have a significant effect on the environment
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
