The City Arts Commission meeting is subject to the Ralph M. Brown Act. Among other things, the Brown Act requires that the City Arts Commission
agenda be posted at least seventy-two (72) hours in advance of each regular meeting and that the public be allowed to comment on agenda items before the
Commission and items not on the agenda but are within the subject matter jurisdiction of the City Arts Commission. The Chair may limit public comments
to a reasonable amount of time, generally three (3) minutes per person.
The City of Newport Beach’s goal is to comply with the Americans with Disabilities Act (ADA) in all respects. If, as an attendee or a participant at this
meeting, you will need special assistance beyond what is normally provided, we will attempt to accommodate you in every reasonable manner. Please

motion in the form listed below. City Arts Commissioners have received detailed staff reports on each of the
items recommending an action. There will be no separate discussion of these items prior to the time the City
Arts Commission votes on the motion unless members of the City Arts Commission request specific items to be
discussed and/or removed from the Consent Calendar for separate action. Members of the public who wish to
discuss a Consent Calendar item should come forward to the lectern upon invitation by the Chair.

Library Services Director Hetherton reported staff received a large invoice from Academy
Electric for the lighting of Burnt Matchstick; however, there are sufficient funds to cover

payment of the invoice. The professional services budget also contains sufficient funds
for the hanging and maintenance of art and transcription of minutes. The programming budget is robust due to the infusion of funds from the Cultural Arts Grant. 3. Cultural Arts Activities - Monthly review of cultural arts activities from the
Library Administrative Office for upcoming Library and City arts events and services.
Library Services Director Hetherton advised that the Sculpture Garden Photography
Contest will begin soon. In March, Aggie Schenk's series of paintings of the four seasons
will be on exhibition in Central Library. The reception for Ms. Schenk is scheduled for April 5 from 5:00 to 7:00 p.m.
In response to Vice Chair Greer's inquiry, Library Services Director Hetherton indicated Joe Lewis' art will likely be displayed in late February or early March and remain on display
until Mr. Lewis requests it be removed.
Commissioner Baker arrived at 5:06 p.m.
Motion made by Vice Chair Greer, seconded by Commissioner Divine, and carried (5-0-0-2) to approve the Consent Calendar.

VI. CURRENT BUSINESS
A. Items for Review and Possible Action
4. Proposal for Shakespeare on the Balboa Peninsula – The Shakespeare
on the Balboa Peninsula Ad Hoc Subcommittee recommends that the City
Arts Commission approve a proposal to stage a Shakespeare performance on the Balboa Peninsula in autumn 2018.
Commissioner Glabman reported that after reviewing additional video of Alchemy Theatre Company's performances, the subcommittee felt Alchemy's was not the right fit at this
time. The subcommittee is open to suggestions for other performing arts activities on
Balboa Peninsula.
Vice Chair Greer clarified that the Balboa Performing Arts Theater Foundation provided $175,000 to the Newport Beach Arts Foundation for staging performing arts on Balboa Peninsula.
Commissioner Divine suggested inviting people to perform a theatrical monolog or dialog
with videographers recording the performance. The City Arts Commission could prescribe
the topic of the performance. This would be a good way to stimulate younger people.

Library Services Director Hetherton concurred with Vice Chair Greer that the
subcommittee should discuss ideas for performances and make recommendations to the City Arts Commission.
Commissioners agreed to continue the item to the March meeting when the subcommittee can provide a progress report. 5. 2018 Concerts on the Green – Staff recommends that the City Arts Commission approve the performers recommended by the Performing Arts
Ad Hoc Subcommittee for the summer 2018 Concerts on the Green series.
Vice Chair Greer reported the subcommittee recommends four Concerts on the Green in
2018, one of which will occur in June and be funded in the fiscal year 2017/18 budget.
The remaining three concerts will be funded in the fiscal year 2018/19 budget in the amount of $19,000. The subcommittee recommends performances by Tijuana Dogs in
June, Desperado in July, Springsteen Experience in August, and I Am King in September.
Motion made by Commissioner Glabman, seconded by Commissioner Baker, and carried
(5-0-0-2) to approve the performers recommended by the Performing Arts Ad Hoc Subcommittee for the 2018 Concerts on the Green series.

8. Newport Beach Art Exhibition Ad Hoc Subcommittee – Commissioner
Judy Chang, Commissioner Arlene Greer, Commissioner Miriam Baker Vice Chair Greer shared the subcommittee's planning considerations for the 54th Newport
Beach Art Exhibition to be held on June 16. The Tijuana Dogs concert will be held at the end of the Art Exhibition. Food trucks will be present during the Art Exhibition.
Commissioner Little suggested utilizing food trucks other than those at the 2017 Art Exhibition. Vice Chair Greer requested Commissioners provide suggestions to Library
Services Director Hetherton.

9. Art in Public Places Ad Hoc Subcommittee – Commissioner Judy Chang, Commissioner Arlene Greer, Commissioner Miriam Baker
Vice Chair Greer noted exhibitions at Central Library. Commissioner Glabman shared the purpose of the Photo Contest for the Sculpture
Garden. She hoped Commissioners will participate and encourage others to participate in the Photo Contest.
Library Services Director Hetherton reported that materials are available on the Library's website. The flyers are ready, and the press release has been disseminated. An e-blast
is scheduled for February 10. The winners could be announced at the Newport Beach Art
Exhibition. Winning photographs will be displayed online and in the Library. This is an opportunity for the City Arts Commission to expose people to cultural and artistic
experiences and for people to participate and create art.
Commissioners discussed posting all submissions online, presenting a certificate or small
prize to all entrants, and possible categories for entries. Vice Chair Greer encouraged Commissioners to "like" and share the contest on Facebook.
Virginia Hayter suggested Photo Contest winners be announced during the concert after the Newport Beach Art Exhibition. The number of teenagers and fashion people who take
photos in the Sculpture Garden is surprising.
Susan Cramer remarked that upcoming cultural activities can offer healing after the recent
tragedies. Groups can be encouraged to select a photo for submission to the Photo Contest.

Commissioner Glabman requested an agenda item regarding alternate performing arts
events on Balboa Peninsula.
Commissioner Divine requested consideration of a video/performance event on Balboa
Peninsula.
VIII. PUBLIC COMMENTS ON NON-AGENDA ITEMS
Virginia Hayter had suggested to the Arts Foundation that it sponsor a fifth Concert on the Green as a way to augment the City Arts Commission budget and to encourage
sponsorship by other entities. Perhaps the City Arts Commission could consider the idea.
Jim Mosher advised that earlier in the week the Newport Beach Community Development
Director announced renovation of the Balboa Theater can proceed. However, previous approvals of the project appear to have expired and may need to be reviewed by the

Planning Commission. In addition, the Coastal Commission is concerned that visitors to
Balboa Theater may interfere with visitors to the beach. IX. ADJOURNMENT – 5:58 P.M.

TITLE:
Cultural Arts Activities for February 2018
Call for Photos: The Call for Entry for the Sculpture Photo Contest launched this week and is open until
April 15. The Newport Beach City Arts Commission is sponsoring a photography contest to encourage
public awareness of the new sculptures in Civic Center Park. The public is invited to submit photographs
of one or more of the sculptures on display in Civic Center Park, 100 Civic Center Drive, Newport Beach.
Interaction with the sculptures is encouraged, however photos cannot depict any climbing, hanging,
modification or physical abuse of the sculptures.
The contest is open to all, professional and amateur, regardless of age, gender or nationality. Entrants
under 18 years of age require the permission of a parent or guardian. Submissions should be emailed to
arts@newportbeachca.gov. Entries will be accepted from February 1 through April 15, 2018. Complete
entry guidelines and instructions can be found on the website: www.newportbeachca.gov/culturalarts.

Sculpture Exhibition Lecture series: Commissioner Grace Divine, who served on the Ad Hoc
Subcommittee for Phase III of the Sculpture in Civic Center Park Exhibition, will present a series of
lectures, on the individual sculptures featured in the current Exhibition. Some of the lectures will
include the participation of the sculptors. Lectures will start at 7 p.m. in the Friends Room at the Central
Library. The schedule is as follows:

“Paintings For All Seasons” Oil Paintings by Agnes Schenk
We are very excited to have Agnes Schenk coming back as our featured artist in March. Ms. Schenk
debuted her works at the Newport Beach Central Library in 2015, with enthusiastic response from the
public. At 90, Aggie continues to attend painting groups twice a week, allowing nothing to get in the way
of her creativity. We can’t wait to see what she has created.

TITLE:
Alternate Performer for August 12, 2018 Concert on the Green
RECOMMENDATION:
Staff requests that the City Arts Commission approve the Performing Arts Ad Hoc Subcommittee
recommendation of Tijuana Dogs for the August 12 Concert on the Green.
FUNDING REQUIREMENTS:
Performance fees and sound engineering for the August 12, 2018 concert is estimated at approximately
$5,750.00. The funding source for this concert is the City Arts Commission 2018/19 programming
budget.
DISCUSSION:
The City Arts Commission presents live music in the Civic Green during the summer months. The
Performing Arts Ad Hoc Subcommittee recommends performers to the City Arts Commission for
approval. Staff negotiates a fee with the performers, coordinates the use of the Green, publicizes the
events, and hires a sound engineering contractor for the performances.
Staff contacted I AM KING – The Michael Jackson Experience (Michael Jackson tribute) with an offer to
perform at the August 12, 2018 concert. Because of a contractual obligation to the Orange County Fair, I
AM KING is unable to perform a free concert in Newport Beach during the summer of 2018.
Consequently, the Performing Arts Ad Hoc Subcommittee has recommended Tijuana Dogs as an
alternate to I AM KING. Based out of Orange County, California, the Tijuana Dogs have a substantial
local following and perform an eclectic repertoire of rock and pop.
