CALL MEETING TO ORDER – 5:00 P.M. II. ROLL CALL Commissioners Present: Arlene Greer, Vice Chair Miriam Baker, Commissioner (arrived at 5:06 p.m.) Grace Divine, Commissioner Barbara Glabman, Commissioner Marie Little, Commissioner Commissioners Absent: Judy Chang, Chair Michelle Bendetti, Secretary Staff Present: Tim Hetherton, Library Services Director Francine Jacome, Administrative Support Technician III. NOTICE TO THE PUBLIC IV. PUBLIC COMMENTS Jim Mosher suggested the Performing Arts Ad Hoc Subcommittee recommend more performers than the number of performances so that discussion could occur during the public meeting. V. CONSENT CALENDAR A. Approval of Minutes of the January 11, 2018 City Arts Commission Meeting 1. Draft of 01/11/2018 Minutes Motion made by Commissioner Glabman, seconded by Commissioner Divine, and carried (4-0-0-3) to approve the draft Minutes for the meeting of January 11, 2018 as presented. AYES: Greer, Divine, Glabman, Little NOES: None ABSTENTIONS: None ABSENT: Chang, Bendetti, Baker B. Consent Calendar Items 2. Financial Report - Review of financial information. Library Services Director Hetherton reported staff received a large invoice from Academy Electric for the lighting of Burnt Matchstick; however, there are sufficient funds to cover Newport Beach City Arts Commission Regular Meeting Minutes February 8, 2018 Page 2 2 payment of the invoice. The professional services budget also contains sufficient funds for the hanging and maintenance of art and transcription of minutes. The programming budget is robust due to the infusion of funds from the Cultural Arts Grant. 3. Cultural Arts Activities - Monthly review of cultural arts activities from the Library Administrative Office for upcoming Library and City arts events and services. Library Services Director Hetherton advised that the Sculpture Garden Photography Contest will begin soon. In March, Aggie Schenk's series of paintings of the four seasons will be on exhibition in Central Library. The reception for Ms. Schenk is scheduled for April 5 from 5:00 to 7:00 p.m. In response to Vice Chair Greer's inquiry, Library Services Director Hetherton indicated Joe Lewis' art will likely be displayed in late February or early March and remain on display until Mr. Lewis requests it be removed. Commissioner Baker arrived at 5:06 p.m. Motion made by Vice Chair Greer, seconded by Commissioner Divine, and carried (5-0-0-2) to approve the Consent Calendar. AYES: Greer, Baker, Divine, Glabman, Little NOES: None ABSTENTIONS: None ABSENT: Chang, Bendetti VI. CURRENT BUSINESS A. Items for Review and Possible Action 4. Proposal for Shakespeare on the Balboa Peninsula – The Shakespeare on the Balboa Peninsula Ad Hoc Subcommittee recommends that the City Arts Commission approve a proposal to stage a Shakespeare performance on the Balboa Peninsula in autumn 2018. Commissioner Glabman reported that after reviewing additional video of Alchemy Theatre Company's performances, the subcommittee felt Alchemy's was not the right fit at this time. The subcommittee is open to suggestions for other performing arts activities on Balboa Peninsula. Vice Chair Greer clarified that the Balboa Performing Arts Theater Foundation provided $175,000 to the Newport Beach Arts Foundation for staging performing arts on Balboa Peninsula. Commissioner Divine suggested inviting local residents of all ages to perform a theatrical monolog or dialog regarding life in Newport Beach, with videographers recording the performance. Newport Beach City Arts Commission Regular Meeting Minutes February 8, 2018 Page 3 3 Library Services Director Hetherton concurred with Vice Chair Greer that the subcommittee should discuss ideas for performances and make recommendations to the City Arts Commission. Commissioners agreed to continue the item to the March meeting when the subcommittee can provide a progress report. 5. 2018 Concerts on the Green – Staff recommends that the City Arts Commission approve the performers recommended by the Performing Arts Ad Hoc Subcommittee for the summer 2018 Concerts on the Green series. Vice Chair Greer reported the subcommittee recommends four Concerts on the Green in 2018, one of which will occur in June and be funded in the fiscal year 2017/18 budget. The remaining three concerts will be funded in the fiscal year 2018/19 budget in the amount of $19,000. The subcommittee recommends performances by Tijuana Dogs in June, Desperado in July, Springsteen Experience in August, and I Am King in September. Motion made by Commissioner Glabman, seconded by Commissioner Baker, and carried (5-0-0-2) to approve the performers recommended by the Performing Arts Ad Hoc Subcommittee for the 2018 Concerts on the Green series. Shakespeare on the Balboa Peninsula Ad Hoc Subcommittee -- Commissioner Barbara Glabman, Commissioner Arlene Greer, Commissioner Michelle Bendetti Vice Chair Greer noted the earlier report by Commissioner Glabman. 7. Performing Arts Ad Hoc Subcommittee – Commissioner Judy Chang, Commissioner Arlene Geer, Commissioner Michelle Bendetti No additional report. 8. Newport Beach Art Exhibition Ad Hoc Subcommittee – Commissioner Judy Chang, Commissioner Arlene Greer, Commissioner Miriam Baker Vice Chair Greer shared the subcommittee's planning considerations for the 54th Newport Beach Art Exhibition to be held on June 16. The Tijuana Dogs concert will be held at the end of the Art Exhibition. Food trucks will be present during the Art Exhibition. Commissioner Little suggested utilizing food trucks other than those at the 2017 Art Exhibition. Vice Chair Greer requested Commissioners provide suggestions to Library Services Director Hetherton. Art in Public Places Ad Hoc Subcommittee – Commissioner Judy Chang, Commissioner Arlene Greer, Commissioner Miriam Baker Vice Chair Greer noted exhibitions at Central Library. Commissioner Glabman shared the purpose of the Photo Contest for the Sculpture Garden. She hoped Commissioners will participate and encourage others to participate in the Photo Contest. Library Services Director Hetherton reported that materials are available on the Library's website. The flyers are ready, and the press release has been disseminated. An e-blast is scheduled for February 10. The winners could be announced at the Newport Beach Art Exhibition. Winning photographs will be displayed online and in the Library. This is an opportunity for the City Arts Commission to expose people to cultural and artistic experiences and for people to participate and create art. Commissioner Divine discussed posting all submissions online, presenting a certificate or small prize to all entrants, and possible categories for entries. Vice Chair Greer encouraged Commissioners to "like" and share the contest on Facebook. Virginia Hayter suggested Photo Contest winners be announced during the concert after the Newport Beach Art Exhibition. The number of teenagers and fashion people who take photos in the Sculpture Garden is surprising. Susan Cramer remarked that upcoming cultural activities can offer healing after the recent tragedies. Groups can be encouraged to select a photo for submission to the Photo Contest. VII. CITY ARTS COMMISSION ANNOUNCEMENTS OR MATTERS WHICH MEMBERS WOULD LIKE PLACED ON A FUTURE AGENDA FOR DISCUSSION, ACTION OR REPORT (NON-DISCUSSION ITEM) Commissioner Glabman requested an agenda item regarding alternate performing arts events on Balboa Peninsula. Commissioner Divine suggested the idea of a video/performance event by Newport Beach residents on Balboa Peninsula. VIII. PUBLIC COMMENTS ON NON-AGENDA ITEMS Virginia Hayter had suggested to the Arts Foundation that it sponsor a fifth Concert on the Green as a way to augment the City Arts Commission budget and to encourage sponsorship by other entities. Perhaps the City Arts Commission could consider the idea. Jim Mosher advised that earlier in the week the Newport Beach Community Development Director announced renovation of the Balboa Theater can proceed. However, previous approvals of the project appear to have expired and may need to be reviewed by the Newport Beach City Arts Commission Regular Meeting Minutes February 8, 2018 Page 5 5 Planning Commission. In addition, the Coastal Commission is concerned that visitors to Balboa Theater may interfere with visitors to the beach. IX. ADJOURNMENT – 5:58 P.M.
