Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Brad Sommers, Principal Civil Engineer, bsommers(Dnewportbeachca.gov PHONE: 949-644-3326 TITLE: Balboa Peninsula Pedestrian Crossing Improvement Project — Award of Contract No. 7288-1 (Project 18T03) ABSTRACT: Staff has received construction bids for Phase 1 of the Balboa Peninsula Pedestrian Crossing Improvement Project and now requests City Council approval to award the construction contract to Excel Paving (Excel) of Long Beach, California. RECOMMENDATION: a) Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15301 Class 1 (c) (maintenance of existing public facilities involving negligible or no expansion of use); b) Approve the project plans and specifications; c) Award Contract No. 7288-1 to Excel for the total bid price of $386,307.00, and authorize the Mayor and City Clerk to execute the contract; d) Establish $39,000.00 (approximately 10 percent), contingency amount to cover the cost of unforeseen work not included in the original contract; and e) Approve Budget Amendment No. 18BA-034 transferring $225,000.00 from Account No. 01201928-980000-17M12 (Slope Erosion Control/Enhancements) to Account No. 01201927-980000-18T03 (Traffic Signage, Striping, Marking and Crosswalks). FUNDING REQUIREMENTS: The current adopted Traffic Signage, Striping, Marking and Crosswalks project account includes $200,307 to partially fund this project. Approval of a Budget Amendment is requested to transfer $225,000 from the Slope Erosion Control/Enhancements project to this project. The Budget Amendment records and transfers $225,000.00 in expenditure appropriations from 01210928-980000-17M12 (Slope Erosion Control/Enhancements). Funds will be expensed as follows: 6-1 Balboa Peninsula Pedestrian Crossing Improvement Project — Award of Contract No. 7288-1 (Project 18T03) March 27, 2018 Page 2 Account Description Account Number Amount General Fund (18T03) 01201927-980000-18T03 $ 425,307.00 Total: $ 425,307.00 Proposed uses for the funds are as follows: Vendor Purpose Amount Excel Paving Construction Contract $ 386,307.00 Excel Paving Contingency $ 39,000.00 Total: 425,307.00 DISCUSSION: On October 24, 2017, Public Works Staff presented the Balboa Peninsula Pedestrian Crossing Study to the City Council. The study performed a comprehensive review of the uncontrolled crosswalks along the Balboa Peninsula. Although the study found motorists, bicycles and pedestrians on the peninsula generally interact in a safe and efficient manner, it recommend two phases of area -wide traffic control improvements to further enhance pedestrian crossings. Upon completion and acceptance of the study, Staff retained Albert Grover and Associates to design the Phase 1 improvements. Phase 1 improvements focus on revision of the current signing and striping related to pedestrian crossings on Balboa Boulevard and Newport Boulevard. The primary features of the first phase includes restriping of standard crosswalks into high -visibility Continental - style crosswalks as well as installation of new pedestrian advisory signs at crosswalks. During design, the project team determined that it would be beneficial to include localized repaving of the crosswalk areas being restriped and revised crosswalk striping at the signalized intersections so as to further enhance the pedestrian crossings. The benefit of these added items is expected to improve the consistency of the crossings while reducing the potential of conflicts between old striping and new crosswalks. With the addition of improvements at the signalized intersections, the project locations increased from the 38 study intersections to 45 project intersections. Newport Boulevard intersections at Via Lido, Finley Avenue and 32nd Street are not included within Phase 1 due to the ongoing roadway improvements associated with the Lido House Hotel. These locations will be reviewed for inclusion in the second phase of the project. As referenced within the Balboa Peninsula Pedestrian Crossing Improvement Study, Phase 2 improvements are planned to include physical changes to the roadway, such as, curb extensions, additional street lighting and a flashing beacon. Design of Phase 2 is currently planned to begin in the summer of 2018. At 10:30 a.m. on March 7, 2018, the City Clerk opened and read the following bids for this project: 6-2 Balboa Peninsula Pedestrian Crossing Improvement Project — Award of Contract No. 7288-1 (Project 18T03) March 27, 2018 Page 3 The total bid amount submitted by the low bidder, Excel, is 25 percent less than the Engineer's Estimate of $512,000.00. Excel Paving possess a valid and current California State Contractor's License Classification "A" as required by the contract documents. A check of the Contractor's references indicates satisfactory completion of similar projects for the other public agencies including City of Walnut, City of Rancho Santa Margarita, and Burbank Airport. In consideration of the summer season, staff intends to expedite the construction process, to minimize the impact to the peak season. Pursuant to the contract specifications, the contractor will have 40 consecutive working days to complete the work. Liquidated damages are set to $500.00 per calendar day in case of tardy completion. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15301 Class 1 (c) (maintenance of existing public facilities involving negligible or no expansion of use) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
