TITLE: FY 2016-17 Traffic Signal Rehabilitation Project — Notice of
Completion for Contract No. 8337-1 (Project 17T01)
ABSTRACT:
On March 28, 2017, City Council awarded Contract No. 8337-1 for the Fiscal Year 2016-2017
Traffic Signal Rehabilitation Project to Elecnor Belco Electric, Inc. The required work is
complete and staff requests City Council acceptance and close out of the contract.
RECOMMENDATION:
a) Accept the completed work and authorize the City Clerk to file a Notice of Completion
for the project. On March 28, 2017, City Council found this project exempt from the
California Environmental Quality Act (CEQA) pursuant to Section 15301 Class 1 (c);
b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the
Notice of Completion has been recorded in accordance with applicable portions of the
Civil Code; and
c) Release Faithful Performance Bond one (1) year after acceptance by the City Council.

DISCUSSION:
This year's project consisted of the following components:
Rehabilitation of the Jamboree Road / Bison Avenue and the Newport Center Drive
East / Santa Rosa Avenue traffic signal intersections.
Installation of new internally illuminated street name sign (IISNS) custom panels with
the City sail logo along the remaining six (6) Newport Center Drive intersection
locations.
Installation of two (2) Rectangular Rapid Flashing Beacon (RRFB) systems at the
crosswalk on Eastbluff Drive north of Alba Street, in front of Corona del Mar High
School and the crosswalk on the west leg of the Via Lido / Via Oporto intersection.

The project experienced delays due to two construction items that needed to be resolved prior
to project acceptance. Firstly, the contractor and City worked collaboratively to resolve
questions regarding fabrication and installation of a large traffic signal system component at
the Jamboree Road / Bison Avenue intersection. Secondly, due to unmarked utilities, it was
required to revise the installation locations of large traffic signal system components. This
necessitated the restoration of two curb access ramps on the commercial side of Newport
Center Drive East with custom decorative concrete bands.

ENVIRONMENTAL REVIEW:
On March 28, 2017, City Council found this action exempt from the California Environmental
Quality Act (CEQA) pursuant to Section 15301 Class 1 (c) (maintenance of existing public
facilities involving negligible or no expansion of use) of the CEQA Guidelines, California Code
of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on
the environment.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of the
meeting at which the City Council considers the item).
