TITLE: FY 2017-18 Traffic Signal Rehabilitation Project — Award of Contract
No. 7314-1 (Project 18T01)
ABSTRACT -
Staff has received construction bids for the Fiscal Year 2017-2018 Traffic Signal
Rehabilitation Project at the Irvine Avenue and Westcliff Drive intersection and now requests
City Council approval to award the construction contract to California Professional
Engineering, Inc. of La Puente, California.
RECOMMENDATION:
a) Find this project exempt from the California Environmental Quality Act (CEQA) pursuant
to Section 15301 Class 1 (c) (maintenance of existing public facilities involving negligible
or no expansion of use);
b) Approve the project plans and specifications;
c) Award Contract No. 7314-1 to California Professional Engineering, Inc. for the total bid
price of $359,684.00, and authorize the Mayor and City Clerk to execute the contract;
and
d) Establish $36,316.00 (approximately 10 percent) contingency amount to cover the cost
of unforeseen work not included in the original contract.
FUNDING REQUIREMENTS:
There is sufficient funding available for the award of this contract. The following fund will be
expensed:

Public Works operates 123 city -owned traffic signals. Annually, a project is developed to
replace and rehabilitate older traffic signals that have reached the end of their useful life.
On average, two or three intersections are rehabilitated annually as part of this program.
Due to escalating construction costs, only the Irvine Avenue / East 17th Street -Westcliff Drive
traffic signal will be rehabilitated. The work will consist of replacing aging poles, cabinets,
equipment and wiring to maintain the existing traffic signal operation in compliance with
centralized communication to and from the Traffic Management Center (TMC) at the Civic
Center.
At 10 a.m. on March 21, 2018, the City Clerk opened and read the following bids for this
project:
The low bid amount is 4 percent below the Engineer's Estimate of $375,600.00. The low
bidder, California Professional Engineering, Inc., possesses a California State Contractors
License Classification "C-10" as required by the contract documents. A check of the
contractor's references indicates satisfactory completion of similar projects for other public
agencies.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this project exempt from the California
Environmental Quality Act (CEQA) pursuant to Sections 15301 Class 1 (c) (maintenance of
existing public facilities involving negligible or no expansion of use) of the CEQA Guidelines,
California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a
significant effect on the environment.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of the
meeting at which the City Council considers the item).
