TITLE: West Coast Highway Landscape Improvements Phase I — Award of
Contract No. 7189-1 (181-11)
ABSTRACT:
Construction bids have now been received for the West Coast Highway Landscape
Improvements — Phase I project. Staff requests City Council's approval to award the
construction contract to All American Asphalt.
RECOMMENDATION:
a) Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to
Class 2 Section 15301 (c) (minor alterations of existing public facilities involving negligible
expansion of capacity) of the CEQA Guidelines, California Code of Regulations, Title 14,
Chapter 3, because it will not negatively impact the environment;
b) Approve the project plans and specifications;
c) Award Contract No. 7189-1 to All American Asphalt for the bid amount of $604,284.50 for
West Coast Highway Landscape Improvements Phase I, and authorize the Mayor and City
Clerk to execute the contract; and
d) Establish a contingency of $60,500.00 (approximately 10% of total bid) to cover the cost of
unforeseen work not included in the original contract.
FUNDING REQUIREMENTS:
There is sufficient funding for this project. The following funds will be expensed:

conditions associated with construction.

Pursuant to the Council's 2011 West Newport Citizen Advisory Panel and Neighborhood
Revitalization Committee's (CAP) vision, staff has introduced priority beautification elements to
the area, which include the undergrounding efforts on Balboa Boulevard from West Coast
Highway to Newport Pier and landscape improvements on Balboa Boulevard, along with
landscape improvements on West Coast Highway from the Santa Ana River to Newport Blvd.
Balboa Boulevard landscaping was completed in 2014.
This construction contract focuses on the first of four planned landscaping phases on West
Coast Highway, extending from Highland Avenue to approximately 700' east of 61 st Street (City
Oil Field entrance). Caltrans has issued a permit for this phase which will include removing
existing vegetation and hardscape on three center medians to accommodate new landscaping,
replacing existing outdated irrigation systems, replacing missing and degraded parkway
landscaping on both sides of the road, and providing a staining restoration treatment for the
existing colored/stamped concrete located within the median.
At 10 a.m. on March 29, 2018, the City Clerk opened and read the following bids for this pro'ect:

The apparent low bidder for this project, All American Asphalt (AAA), submitted a bid 24.5%
percent less than the Engineer's Estimate of $800,000. AAA submitted all the necessary forms
and possesses a Classification "A" California State Contractors License as required by the
project specifications. A check of the contractor's references indicates satisfactory completion
of similar projects for other public agencies. All American Asphalt has also successfully

completed other projects for the City. AAA completed the CdM Entry Improvements in 2016,
and the Irvine Avenue Pavement and Median Rehabilitation in 2017.
Work necessary to complete this contract consists of clearing and grubbing, grading, landscape
establishment and maintenance, irrigation improvements and all other incidental items of work
to complete work in place. All American Asphalt will have 60 consecutive working days to
complete the work once given the notice to proceed. Work is expected to begin in May and
will continue through to mid -summer. Traffic control has been designed to minimize traffic
impacts by using a phased directional approach based on the morning and afternoon peak
traffic patterns.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this project exempt from the California Environmental
Quality Act (CEQA) pursuant to Class 2 Section 15301 (c) (minor alterations of existing public
facilities involving negligible expansion of capacity) of the CEQA Guidelines, California Code
of Regulations, Title 14, Chapter 3, because it will not have an adverse effect on the
environment;
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of the
meeting at which the City Council considers the item).
