Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Patrick Arciniega, Senior Civil Engineer, parciniega@newportbeachca.gov PHONE: 949-644-3347 TITLE: MacArthur Boulevard Slope Landscaping Project — Notice of Completion Contract No. 8176-1 (151-01) ABSTRACT: On October 10, 2017, City Council awarded Contract No. 8176-1 for MacArthur Boulevard Slope Landscaping Project, to Kasa Construction, Inc. The required work is now complete and staff requests City Council acceptance and close out of the contract. RECOMMENDATION: a) Accept the completed work and authorize the City Clerk to file a Notice of Completion for the project. On October 10, 2017, the project was found to be exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15332; b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the Notice of Completion has been recorded in accordance with applicable portions of the Civil Code; and c) Release Faithful Performance Bond one (1) year after acceptance by the City Council. FUNDING REQUIREMENTS: Funds for the construction contract were expensed from the following account: Account Description Account Number Amount General Fund 01201927-980000-151-01 $218,224.00 Total: $218,224.00 3-1 MacArthur Boulevard Slope Landscaping Project — Notice of Completion Contract No. 8176-1 (151_01) April 24, 2018 Page 2 DISCUSSION: This project landscaped and irrigated a slope area behind Big Canyon Golf Course along MacArthur between San Joaquin Hills Road and Ford Road and converted the irrigation of the MacArthur landscaped median to reclaimed (recycled) water. This is a part of the Landscape Enhancement Program CIP which installs or rehabilitates various landscaping throughout the city. Originally started in 2015, the project was put on hold during the drought. During that time, Public Works and Municipal Operations staff came up with a creative solution to find a reclaimed water source for the slope area and adjacent median to make the project feasible and conserve potable water. The work necessary for the completion of this contract consisted of clearing and grubbing; grading, landscape establishment and maintenance, irrigation improvements, providing as -built drawings and other incidental items to complete the work in places required by the contract documents. The Contractor had 90 consecutive working days to complete the work. Construction began late November and was substantially complete by March 19, 2018. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
