RE: The proposed Avon Street Traffic Signal - Newport Beach, (Mariner's Mile)
Dear Honorable Mayor and City Council
This letter is in regard to the proposed removal of the current signal at Tustin Ave. that
will be moved to the entry of Avon Street along Mariner's Mile in Newport Beach. The
traffic signal change, has only one purpose and that would be to support the proposed
Newport Village project at the tax -payers expense.
The existing residents and business owners located near this 1.3 stretch of highway,
should not have to suffer the consequences of removing the signal at Tustin only to
replace it at Avon Street.
In addition, the project contains inappropriate mass, density and heights, which could
potentially entail the widening of Pacific Coast Highway. (Please note, this being is
vehemently opposed to by The Coalition To Protect Mariner's Mile).
Pacific Coast Highway is also the "main street" of Newport Beach providing access to
many neighborhoods and business districts. This area along Pacific Coast Highway
provides access to local businesses and the waterfront, as well as, ingress/egress to
adjacent bluff -top neighborhoods that house three schools attended by approximately
4,300 children in Newport Heights.

If the signal is scheduled to be removed, there would be an increase in traffic on
Riverside and thus into Newport Heights. This would create a community deficit if Avon
is allowed to route traffic into a local street serving as an obvious by-pass avoiding PCH.
The proposal should meet the test of "added value" that enhances community safety.
The proposal should also not be for the benefit of an individual, a development project
or its investors.
This project is incompatible to the surrounding communities of Bayshores, Lido isle,
Newport Heights and Cliff Haven. The community is not going to suffer, because of the
applicants proposal to open Avon as a through -way to support this project. The inland
parcel does not contain secondary access, therefore, Avon would have to be "punched"
through for emergency access.
Furthermore, the traffic analysis has not been completed or the environmental impacts
studied; therefore, the Community opposes any consideration allowing Avon to
effectively serve as a secondary access.
On behalf of Cliffhaven Community association, we insist that, when and if, Tustin is
being considered to be closed, a full public hearing must be held. Both the business
community and residents alike are very concerned with this being done to
accommodate a proposed project which hasn't even received a complete application,
letter from the City.
It is our opinion and the opinion of more than 3,000 stakeholders, that this traffic signal
alteration is not in the best interest of the community.
We feel that this proposed project has to be completely redesigned and re -engineered
in its current state.
