Brown Act. Among other things, the Brown Act requires that the special meeting City Arts Commission agenda be posted at least seventy-two (72) hours in advance of the meeting and that the public be allowed to comment on agenda items before the Commission and items not on the agenda but are within the subject matter jurisdiction of the City Arts Commission. The Chair may limit public comments to a reasonable amount of time, generally three (3) minutes per person. The City of Newport Beach’s goal is to comply with the Americans with Disabilities Act (ADA) in all respects. If, as an attendee or a participant at this meeting, you will need special assistance beyond what is normally provided, we will attempt to accommodate you in every reasonable manner. Library Services Director Hetherton reported revenues and expenses are tracking budget projections. The programming budget is robust because of the Cultural Arts Grant. Cultural Arts Activities - Monthly review of cultural arts activities from the Library Administrative Office for upcoming Library and City arts events and services. Library Services Director Hetherton noted the Agnes Schenk exhibit is open in the Central Library gallery. Staff has received 22 submissions for the photo contest. Arts OC and the Weekly are promoting the contest. Commissioner Divine's lecture series for the Sculpture Exhibition will begin in April. Commissioner Divine reported she is presenting the lectures as an independent volunteer. Each lecture will encompass the art piece in the park and cover the inspiration of each artist. Motion made by Commissioner Baker, seconded by Commissioner Bendetti, and carried (4-0-0-3) to approve the Consent Calendar. Alternate Performer for August 12, 2018 Concert on the Green – Staff requests that the City Arts Commission approve the Performing Arts Ad Hoc Subcommittee recommendation of Tijuana Dogs for the August 12 Concert on the Green. Vice Chair Greer advised that I Am King—the Michael Jackson Experience is unable to perform a concert in Newport Beach. The subcommittee has recommended Tijuana Dogs as an alternate performer, and Tijuana Dogs has agreed to perform an eclectic repertoire of rock and pop. Performance fees and sound engineering for the concert is estimated at approximately $5,750, which will be paid from the 2018-2019 programming budget. Susan Cramer inquired about the date of the previous Tijuana Dogs performance. Vice Chair Greer indicated Tijuana Dogs performed in August 2017. Motion made by Vice Chair Greer, seconded by Commissioner Baker, and carried (4-0-0- 3) to approve an August 12, 2018 Concert on the Green by Tijuana Dogs. The first concert will be big band music, while the second concert will be rock and roll. B. Monthly Reports 5. Newport Beach Art Exhibition Ad Hoc Subcommittee – Commissioner Judy Chang, Commissioner Arlene Greer, Commissioner Miriam Baker Vice Chair Greer reported that the call for artists has been released. The subcommittee intends to request financial assistance from the Newport Beach Arts Foundation for a photographer, live music, and a step-and-repeat. On the day of the event, the community will have an opportunity to talk with artists. Artists will be honored and award winners announced during a reception. Food will be available for attendees. Twenty percent of sale proceeds is returned to the Newport Beach Arts Foundation. Commissioner Little arrived at 5:15 p.m. In answer to Commissioner Baker’s question, Vice Chair Greer clarified that the subcommittee appoints a juror for the Art Exhibition. The juror and subcommittee members view artwork as it is received, but the juror judges the artwork the morning of the Art Exhibition. The subcommittee can reject pieces based on amateur quality, bad art, and offensive subject matter. 6. Performing Arts Ad Hoc Subcommittee – Commissioner Judy Chang, Commissioner Arlene Geer, Commissioner Michelle Bendetti Vice Chair Greer indicated that the subcommittee will discuss a fifth concert funded by the Newport Beach Arts Foundation as part of Concerts on the Green at its next meeting. 7. Shakespeare on the Balboa Peninsula Ad Hoc Subcommittee – Commissioner Barbara Glabman, Commissioner Arlene Greer, Commissioner Michelle Bendetti Vice Chair Greer reported that the subcommittee has suggested staff contact Southland Opera and Laguna Playhouse to learn of their interest in providing programming. Library Services Director Hetherton added that the subcommittee may provide a recommendation in April. 8. Art in Public Places Ad Hoc Subcommittee – Commissioner Judy Chang, Commissioner Arlene Greer, Commissioner Miriam Baker Vice Chair Greer reported that the schedule for exhibitions in Central Library is filled through September 2019. The subcommittee could discuss additional locations to exhibit art. A reception for Agnes Schenk is scheduled for April 5. Vice Chair Greer read Chair Chang's appointment of Vice Chair Greer as Committee Chair, Chair Chang, and Commissioner Baker to a Sculpture Garden Phase IV Ad Hoc Subcommittee. Newport Beach City Arts Commission Regular Meeting Minutes March 8, 2018 Page 4 4 Susan Cramer suggested art be placed in Marina Park for residents of the Peninsula. Jim Mosher remarked that the City's General Plan supports placing art in public facilities. Vice Chair Greer reported that art exhibits are constrained by the amount of light in City facilities. Library Services Director Hetherton added that pieces from the City's art collection are loaned to City employees for their offices. VII. CITY ARTS COMMISSION ANNOUNCEMENTS OR MATTERS WHICH MEMBERS WOULD LIKE PLACED ON A FUTURE AGENDA FOR DISCUSSION, ACTION OR REPORT (NON-DISCUSSION ITEM) Vice Chair Greer requested an agenda item regarding programming of the Balboa Theater performing arts money and the subcommittee's recommendation if available. VIII. PUBLIC COMMENTS ON NON-AGENDA ITEMS Jim Mosher suggested the Council Chambers has a great deal of wall space where artwork could be displayed. Virginia Hayter, Newport Beach Arts Foundation, suggested the City Arts Commission contact private entities in Newport Beach about the possibility of their loaning artwork to the City for display in City Hall. Vice Chair Greer had long hoped for a speakers bureau to share and promote the mission of the City Arts Commission. Susan Cramer suggested the City Arts Commission consider new developments, such as the Lido House Hotel, for exhibition of public art. IX. ADJOURNMENT – 5:50 P.M. The contest, sponsored by the Newport Beach City Arts Commission, was launched to encourage public awareness of the new sculptures in Civic Center Park. The public submitted 200 photographs. Winners will be announced by May 25. Joli Magazine Photo Shoot in Civic Center Park: On March 23, Joli Magazine staged a fashion photo shoot in Civic Center Park with City Hall and the Phase III sculptures serving as a backdrop. According to their website (https://www.jolimagazine.space/about/), Joli Magazine “is written and produced for the sophisticated and worldly audience that defines the affluent Coastal Orange County readership. The superior quality and highly relatable visual and editorial components of each issue will entice readers to look to Joli Magazine as a valuable source for experiencing and savoring the best life has to offer, from local past times to worldwide travel. There are so many new and exciting ways to enjoy life and each issue will feature the quality of life experiences designed to resonate and inspire.” This venture has presented a unique opportunity to promote the sculpture exhibition. Look for the photos in the Spring 2018 issue. “The Four Seasons” Oil Paintings by Agnes Schenk: Newport Beach City Arts Commission presented an exhibition by painter Agnes Schenk, who previously exhibited at the Newport Beach Central Library in 2015, with enthusiastic response from the public. Approximately 30 years ago, “Aggie” –as she prefers to be called – returned to an early love for oil paint, brushes and canvas. Her early art instruction while in high school in Missouri, was by Ursuline nuns educated at the Sorbonne in Paris. Those early lessons forced her to focus on drawing and details of hands and faces. After mastering the pencil, she was then allowed to progress with charcoal, then watercolor and finally to oil. This classic method of careful attention to composition laid the framework for her now well-known paintings of flowers in all their glory. Schenk studied under several master painters such as local artists Frank Tarallo, Bill Alexander and Gary Jenkins. Later, she joined Jonathan Burke and Roger Armstrong’s classes at Laguna College of Art & Design. At 90, she continues to attend painting groups twice a week, refusing to let any ailments get in the way of her creativity. On April 5, a public reception for Aggie was held in the Friends Room at Central Library. Guests had the opportunity to meet the artist, ask questions about her work and mingle with other like-minded guests. The exhibition ran through May 4 and is sponsored by the Newport Beach City Arts Commission. Sculpture Exhibition Lecture series: Commissioner Grace Divine, who served on the Ad Hoc Subcommittee for Phase IV of the Sculpture Exhibition in Civic Center Park, presented the first in a series of lectures, on the individual sculptures featured in the current Exhibition. On April 2 Commissioner Divine lectured on the piece, Be Still and Know by John Merigian. 2 of 2 Lectures will start at 7 p.m. in the Friends Room at the Central Library. Students researched the history and creative production of the artist’s books at the special collections department of UCI’s Langston Library. There they explored the infinite possibilities of constructing and organizing data, or in some cases interweaving visual narratives, using unusual materials, color, line and form. The exhibition will be on display on the 2nd floor of the Central Library during regular operating hours. An opening reception was held on Saturday, April 7 at 12 p.m. in the exhibition area, and some of the artists in attendance and available to discuss their works. The exhibition continues through May 5. Artist James Strombotne goes Behind the Brushstrokes: The Newport Beach City Arts Commission presents an exhibition of paintings by renowned artist James Strombotne at the Newport Beach Central Library May 7 - July 6, and an informal reception and short lecture on Thursday, May 24 at 7 p.m. at the Central Library, 1000 Avocado Ave., Newport Beach. Strombotne, along with his daughter Emily Strombotne, will be there to meet guests and talk about his paintings and their collaboration on a new book, Behind the Brushstrokes. Books will be available for purchase and signing. A nationally recognized American artist, Strombotne had his first one-man show in 1956 in San Francisco at a gallery called Studio 44 on Fillmore Street. He was 21. At that time, he would paint and draw every day. More than 50 years later, he still paints and draws daily. Since that first one-man show, Strombotne has shown his work in more than 100 one-man shows, including 14 retrospectives. His work is housed in many of the finest public collections in the country and is also included in numerous prestigious private collections. In this special exhibit, he continues to captivate audiences with his provocative paintings, drawings, prints and sculpture. DISCUSSION: Founded in 1998, the Newport Beach Arts Foundation, a non-profit 501(c)(3) organization, is the fund- raising arm of the Newport Beach City Arts Commission. The Arts Commission and the Arts Foundation are dedicated to supporting the visual and performing arts in the City of Newport Beach. At their April meeting, the Newport Beach Arts Foundation voted to donate $5,000 for sponsorship of the June 17 Summer Concert. The Arts Foundation requests that the organization receive acknowledgement from the stage to thank the Commission/City for the opportunity to sponsor the event. In addition, the Foundation will offer the same opportunity to sponsor a concert to the audience and make their donation tax deductible through the Arts Foundation. The public will have the opportunity to contribute to the support of City Arts and with the ability to make a designated gift. The public will also have the opportunity, at the June 17 concert, to make a contribution of $100 or more, and receive a crystal "Angel" pin to show their support for City Arts Commission programming. All monies collected through these means will go to City Arts Commission programming, with no funds diverted to any of the administrative or fundraising activities of the Newport Beach Arts Foundation. Pending acceptance of the donation, staff will submit a budget amendment memo to the City Manager. Funds will be deposited in account #01060603-561005, “Private Donations and Contributions”. The funds will be expensed from account #01060603-841004, “Programming”.
