CALL MEETING TO ORDER – 5:04 P.M. II. ROLL CALL Commissioners Present: Arlene Greer, Vice Chair Michelle Bendetti, Secretary Miriam Baker, Commissioner Grace Divine, Commissioner Marie Little, Commissioner (arrived at 5:15 p.m.) Commissioners Absent: Judy Chang, Chair Barbara Glabman, Commissioner Staff Present: Tim Hetherton, Library Services Director Francine Jacome, Administrative Support Technician III. NOTICE TO THE PUBLIC IV. PUBLIC COMMENTS None V. CONSENT CALENDAR A. Approval of Minutes of the February 8, 2018 City Arts Commission Meeting 1. Draft of 02/08/2018 Minutes Vice Chair Greer entered Commissioner Divine's written comments into the record. Motion made by Vice Chair Greer, seconded by Commissioner Baker, and carried (4-0-0-3) to approve the draft Minutes for the meeting of February 8, 2018 as amended. AYES: Greer, Bendetti, Baker, Divine NOES: None ABSTENTIONS: None ABSENT: Chang, Glabman, Little B. Consent Calendar Items 2. Financial Report - Review of financial information. Library Services Director Hetherton reported revenues and expenses are tracking budget projections. The programming budget is robust because of the Cultural Arts Grant. Cultural Arts Activities - Monthly review of cultural arts activities from the Library Administrative Office for upcoming Library and City arts events and services. Library Services Director Hetherton noted the Agnes Schenk exhibit is open in the Central Library gallery. Staff has received 22 submissions for the photo contest. Arts OC and the Weekly are promoting the contest. Commissioner Divine's lecture series for the Sculpture Exhibition will begin in April. Commissioner Divine reported she is presenting the lectures as an independent volunteer. Each lecture will encompass one art piece in the park and cover the inspiration of each artist. Motion made by Commissioner Baker, seconded by Commissioner Bendetti, and carried (4-0-0-3) to approve the Consent Calendar. AYES: Greer, Bendetti, Baker, Divine NOES: None ABSTENTIONS: None ABSENT: Chang, Glabman, Little VI. CURRENT BUSINESS A. Items for Review and Possible Action 4. Alternate Performer for August 12, 2018 Concert on the Green – Staff requests that the City Arts Commission approve the Performing Arts Ad Hoc Subcommittee recommendation of Tijuana Dogs for the August 12 Concert on the Green. Vice Chair Greer advised that I Am King—the Michael Jackson Experience is unable to perform a concert in Newport Beach. The subcommittee has recommended Tijuana Dogs as an alternate performer, and Tijuana Dogs has agreed to perform an eclectic repertoire of rock and pop. Performance fees and sound engineering for the concert is estimated at approximately $5,750, and will be included in the 2018-2019 programming budget. Susan Cramer inquired about the date of the previous Tijuana Dogs performance. Vice Chair Greer indicated Tijuana Dogs performed in August 2017. Motion made by Vice Chair Greer, seconded by Commissioner Baker, and carried (4-0-0- 3) to approve an August 12, 2018 Concert on the Green by Tijuana Dogs. AYES: Greer, Bendetti, Baker, Divine NOES: None ABSTENTIONS: None ABSENT: Chang, Glabman, Little Newport Beach City Arts Commission Regular Meeting Minutes March 8, 2018 Page 3 3 Commissioner Bendetti advised that with this approval Tijuana Dogs will perform two concerts in 2018, but the two concerts will be vastly different. The first concert will be big band music, while the second concert will be rock and roll. B. Monthly Reports 5. Newport Beach Art Exhibition Ad Hoc Subcommittee – Commissioner Judy Chang, Commissioner Arlene Greer, Commissioner Miriam Baker Vice Chair Greer reported that the call for artists has been released. The subcommittee intends to request financial assistance from the Newport Beach Arts Foundation for a photographer, live music, and a step-and-repeat. On the day of the event, the community will have an opportunity to talk with artists. Artists will be honored and award winners announced during a reception. Food will be available for attendees. Twenty percent of sale proceeds is returned to the Newport Beach Arts Foundation to support the City Arts Commission programming. Commissioner Little arrived at 5:15 p.m. In answer to Commissioner Baker’s question, Vice Chair Greer clarified that the subcommittee appoints a juror for the Art Exhibition. The juror and subcommittee view artwork received, but the juror studies artwork presented the morning of the Art Exhibition and renders a decision. The subcommittee may reject offensive subject matter. 6. Performing Arts Ad Hoc Subcommittee – Commissioner Judy Chang, Commissioner Arlene Geer, Commissioner Michelle Bendetti Vice Chair Greer indicated that the subcommittee will discuss a fifth concert funded by the Newport Beach Arts Foundation as part of Concerts on the Green at its next meeting. 7. Shakespeare on the Balboa Peninsula Ad Hoc Subcommittee – Commissioner Barbara Glabman, Commissioner Arlene Greer, Commissioner Michelle Bendetti Vice Chair Greer reported that the subcommittee has suggested staff contact Southland Opera and Laguna Playhouse to learn of their interest in providing programming. Library Services Director Hetherton added that the subcommittee may provide a recommendation in April. 8. Art in Public Places Ad Hoc Subcommittee – Commissioner Judy Chang, Commissioner Arlene Greer, Commissioner Miriam Baker Vice Chair Greer reported that the schedule for exhibitions in Central Library is filled through September 2019. The subcommittee could discuss additional locations to exhibit art. A reception for Agnes Schenk is scheduled for April 5. Vice Chair Greer read Chair Chang's appointment of Vice Chair Greer as Committee Chair, Chair Chang, and Commissioner Baker to a Sculpture Garden Phase IV Ad Hoc Subcommittee. Newport Beach City Arts Commission Regular Meeting Minutes March 8, 2018 Page 4 4 Susan Cramer suggested art be placed in Marina Park for residents of the Peninsula. Jim Mosher remarked that the City's General Plan supports placing art in public facilities. Vice Chair Greer reported that the committee has been cautious in its recommendation to exhibit artworks at the Civic Center areas that are exposed to more sunlight than others. Library Services Director Hetherton added that pieces from the City's art collection are loaned to City employees for their offices. VII. CITY ARTS COMMISSION ANNOUNCEMENTS OR MATTERS WHICH MEMBERS WOULD LIKE PLACED ON A FUTURE AGENDA FOR DISCUSSION, ACTION OR REPORT (NON-DISCUSSION ITEM) Vice Chair Greer requested an agenda item regarding programming of the Balboa Theater performing arts money and the subcommittee's recommendation if available. VIII. PUBLIC COMMENTS ON NON-AGENDA ITEMS Jim Mosher suggested the Council Chambers has a great deal of wall space where artwork could be displayed. Virginia Hayter, Newport Beach Arts Foundation, suggested the City Arts Commission contact private entities in Newport Beach about the possibility of their loaning artwork to the City for display in City Hall. Vice Chair Greer had long hoped for a speakers bureau to share and promote the mission of the City Arts Commission. Susan Cramer suggested the City Arts Commission consider new developments, such as the Lido House Hotel, for exhibition of public art. IX. ADJOURNMENT – 5:50 P.M.
