• In 2013, City had four 1989 Act BIDS and discussed:
1. Remain 1989 Law BIDs
2. Reform as 1994 Law BIDs
3. Disband and form merchant associations
• Two became merchant associations
• Balboa Village Merchants Association
• Balboa Island Marketing
•Two remained 1989 Law BIDS
• Corona del Mar BID
• Newport Beach Restaurant Association
