TITLE: Board and Commission Scheduled Vacancies — Confirmation of
Nominees
ABSTRACT:
The annual vacancies on the City of Newport Beach's ("City") Boards and Commissions
will occur on June 30, 2018. The process to fill the vacancies is provided in City Council
Policy A-2 (Boards, Commissions, and Committees). As part of this process, an Ad Hoc
Committee of the City Council interviewed applicants and made appointment
recommendations as provided in this staff report. All vacancies were noticed according
to the Maddy Act and City Council Policy A-2.
RECOMMENDATION:
a) Determine this action is exempt from the California Environmental Quality Act (CEQA)
pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because
this action will not result in a physical change to the environment, directly or indirectly;
b) Direct the City Clerk to re -advertise for the Building and Fire Board of Appeals seats;
and
c) Confirm the nominations made by the City Council Ad Hoc Appointments Committee:

FUNDING REQUIREMENTS:
There is no fiscal impact related to this item.
DISCUSSION:
Pursuant to City Council Policy A-2, Mayor Duffy Duffield established a Council Ad Hoc
Appointments Committee comprised of Mayor Pro Tem Will O'Neill, Council Member
Kevin Muldoon, and Council Member Brad Avery. The Committee was charged with
reviewing applications and making recommendations to the full City Council for the Board
and Commission vacancies scheduled to occur on June 30, 2018.
At the conclusion of the application period (May 9, 2018), the Committee reviewed the
applications on file and conducted interviews with selected applicants on Tuesday,
May 22, 2018.
The City Council will conduct appointments to fill these vacancies at its Tuesday,
June 26, 2018 City Council meeting. All new terms will be effective July 1, 2018, with an
expiration date of June 30, 2022.

ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not
result in a direct or reasonably foreseeable indirect physical change in the environment)
and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential for resulting in physical change to the environment, directly or indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).

I have always been very passionate about the library system. I grew up with my parents taking me to the library every week to visit and
load up on a new supply of books. while I was in college at the University of St, Thomas, i was able to obta in a job at our library for my
student work program and i currently volunteer at my daughter's school library at Harbor Day School. I would love to be a partof the
organization to assist the city's program of maintaining and growing our library system here in Newport Beach. I have served as a
member of the Naranja Nation council for 4 years in a variety of positions. This organization is made up of roughly 200 Dads and 230
daughters sharing many great experiences together during the year. I am very excited to have the opportunity to volunteer my time to a
great cause and could not think of a better place than the Newport Beach Library! I have always told my daughter, when I retire, she will
find working in the library or the local book store! I hope you will consider my application.

Dear Council Members,
1 am a 12 -year resident of Corona del Mar and am proud to raise my 5 -year old son in a city that not only values
artistic expression, but has thoughtfully established a commission to ensure cultural enrichment is a continued
priority. By weaving art into our daily lives, the City Arts Commission has undoubtedly strengthened the fabric of
our community.
I will bring a family -focused point of view to the Commission, advocating for programs and policies which
encourage children and their parents to draw on the rich opportunities afforded in Newport Beach. I have now seen
firsthand the extent to which arts education and programming has diminished in our public schools and I believe we
can efficiently build upon the dynamic resources and programs the City of Newport Beach already has in place to
help bridge this gap. Instilling an appreciation of art in youngest community members will ensure that the cultural
and artistic values we currently champion will remain strong for generations to come.
We are fortunate to live in a city that is overflowing with culinary diversity and I would like to see the culinary arts
incorporated into more programming and events. I know these events have been popular in the past and I believe
they are an effective way to engage a broad spectrum of individuals and community partners.
Lastly, I have a background in nonprofit fundraising and special events that will be beneficial in guiding the
Newport Beach Arts Foundation in its next phase of growth. I have worked with Boards, Guilds, and individual
volunteers and understand and enjoy the complexities of working with volunteer groups in an Arts environment.
I believe this is a transformational moment for the City Arts Commission and the reinvigoration of the Newport
Beach Arts Foundation will reveal new paths and opportunities. I hope to bring my experience and unique
perspective to the City Arts Commission and look forward to serving the City of Newport Beach.

Statement of Interest from 2016 Aaalication
Among my responsibilities as Assistant City Manager, I managed the Human Resources
Department for a year when its position in the organizational structure was being evaluated. I
was Secretary to the Civil Service Board during that time, became familiar with NBMC Chapter
2.24, the Civil Service Rules and Regulations and the Personnel Policies, and worked on
revisions to the latter two. I also considered disciplinary appeals from employees that did not
rise to the level of the Board. Finally, I was the point person for labor negotiations, a role that I
continued to fill for several years. In that capacity, I had frequent contact with representatives of
all the employee associations, both safety and miscellaneous.
My job also included handling many complaints from citizens and business and property owners
on a variety of issues. In all of these circumstances as well as in labor relations issues, I believe
I was good at listening to all sides and finding solutions that respected all parties, and I was
perceptive enough to judge the credibility of information presented to me. I think these are
important qualities for a member of the Civil Service Board.
Now that retirement has given me the time, I have a strong desire to keep using the skills I
developed in my career and give back to the City that is my home.

In the two years I have served on the Civil Service Board, I have had many opportunities to
become more familiar with the operations of the City's Police and Fire Departments through
presentations at regular Board meetings. I also participated in the Fire Operations 101
program, which was a valuable learning experience. I would like the chance to put this
knowledge to further use through continued service on the Board.
In addition, my time on the Board has helped me develop good working relationships with other
Board members, both through regular meetings and our attendance together at Fire and Police
Department appreciation events and the Mayor's Dinner. Given the terms of the other Board
members, there is the potential for the same group to serve together for an additional five years.
I think this continuity would be an asset if the Board were called upon to make decisions on
future disciplinary actions or changes to the Civil Service Rules & Regulations.

Re: Confirmation to re -apply for Another Term to the Harbor Commission
Dear Honorable Mayer Duffield and City Council Members,
Please allow this letter to confirm my acceptance to be considered for re-election to serve on
the Newport Harbor Commission. As a Harbor Commissioner for the past year, it has been an
honor to serve at the direction of the City Council and work closely with the Harbor Resource
Division within the Public Works Department.
I feel fortunate to have been a part of the review, suggested changes, ongoing discussions and
recommendations provided to the City Council for numerous Objectives and agendized items
over the past year, which at a minimum related to:
• Title 17
• Overall Mooring Management
• Sand Replenishment for the Harbor
• Dredging requirements, challenges, code, permitting, etc.
• Upper Bay Water Wheel proposal
• Inauguration of New Harbormaster and Duties
• Central Pier unveiling ceremony, plus establishing vessel size limits and hours
• SUP new safety guidelines
• Numerous reviews of permits, variances or exemptions relating to permitting for new
construction or renovation to existing piers and docks for private shoreside residences
and businesses.
• Countless other agendized items
Additionally, I have served on several sub -committees and supported other Objectives during
the past year, which included:
• Securing approval from the CA Department of Recreation to amend the Harbor Code
• Granting an exception to the harbor speed limit for sanctioned sail racing and human
powered racing events
• Review and input for Harbor Resources Division Staff's presentation of public
information in the Regional General Permit 54 and its Eelgrass Protection and Mitigation
Plan
• Participation of the Harbor Commission's evaluation of three seasonal trials of the West
Lido Island Turning Basin and writing proposed language for the recommendation as a
permanent anchorage

Currently, I chair the Sub -committee for the 2818 Objectives Functional Area 3 —Harbor
Amenities and Capital Improvements. This includes all Mooring Fields, Shore Facilities and
Docks. My scope of work requires a comprehensive review and evaluation of all City owned
harbor capital assets including:
■ Mooring fields
■ Shore moorings
• Public docks
• Marinas
• Shoreside facilities such as Marina Park
• Harbormaster boats
■ Lifeguard boats and equipment
Recommendations will then be agendized for public input and Harbor Commission review
followed with submission of approved recommendations to the City Council overthe coming
year.
My exposure to all the foregoing has provided valuable insight and understanding of all the
Objectives related to Harbor Management and has wel9 prepared me for the task and
challenges that lie ahead.
One of the primary responsibilities of the Harbor Commission is to support the mission and
objectives of the Harbor Area Management Plan. I believe the coming year and few years
ahead present a unique opportunity to mark a distinction of substantial improvement to that
Plan, which I very much would like to be a part of. This includes (i) Ensuring the long-term
welfare of Newport Harbor for all residential, recreatlonal and commercial users, and (ii)
Promoting Newport Harbor as a preferred and welcoming destination forvisitors and residents
alike. It would be a great honor for me to have the opportunity to continue working with the
accomplished and respected current members (and future members) of the Harbor
Commission, Harbor Resources and Public Works and to serve at the direction of the City
Council.

I love this city and grew up on the water sailing my sabot. My stepfather was Bob Poole, the designer and owner of Down East Yachts
and he introduced me to sailing at a young age. My first job was at Newport Harbor Yacht Club at age 16. 1 have spent countless happy

review of the City's municipal codes, specifically Title 17, and the Marine Activities Permit to insure that they are up to
date and relevant. We are very close to finally obtaining an exception to the harbor speed limit for human powered and
wind powered vessels competing is sanctioned events. We are pursuing a dialogue with the charter fleet in an effort to
promote hest practices for commercial vessel operators in the harbor. We will be dealing with noise, pollution
control/cornpliance, and long term berthing. And, we will be drafting a Harbor Plan that can be used independently or
in conjunction with the City's General Plan and Harbor Area Management Plan.

Special Qualifications - My career in commercial real estate development has provided
me with experience in working with city staff and elected officials on complex projects.
My love of the water and my 45+ years of boating have provided me with significant
knowledge of Newport Harbor, it's tremendous potential, and the issues that it faces.
For these reasons, I believe that I am uniquely qualified to continue serving on the
Harbor Commission.
Reasons For Requesting Reappointment - As the current Chairman of the Harbor
Commission, I am pleased and proud of the accomplishments of the Harbor
Commission, especially during this past year. Some of those accomplishments are:

child, and have experienced my lifetime on the harbor from a myriad of perspectives including sailing (and later teaching) in the junior sailing

I have always been passionate about fitness, most recently as an avid runner. Aside from the obvious physical advantages, in my
experience, a consistent fitness program teaches discipline and perseverance and has tremendous emotional benefits. Since leaving my
professional career to be home full time with my children, I have dedicated much time to promoting youth running. My goal has been to
make it fun for children to run, and to experience the satisfaction of setting and achieving running goals. In my workwith Spirit Run, l
have also tried to encourage adults of all ages to walk or run, Including wfth their children. Since 2008, i have worked closely with the
City's Recreation Department staff. I have enjoyed working with therm and have always been impressed with their professionalism and
the many services they provide children and adults. In 2012 the Recreation Department honored me with its Volunteer Merit Award. I

I remain very interested in serving on the Parks, Beaches, & Recreation Commission position. Please

Since I submitted my original application, I have continued to work closely with City staff, in particular
the Recreation and Senior Services Department members, to present the 35th Annual Spirit Run on
March 18, 2018. Every year for almost a decade, Spirit Run has welcomed the Camp Newport Expo
as part of its Youth & Fitness Expo, and it has worked with Parks and Recreation to present the dual
youth running event "Twice the Fun" (Spirit Run plus the Newport Beach Track Meet). New this year,
Spirit Run donated free expo space in its Dog Expo to the Friends of Newport Beach Animal Shelter.
Moreover, in collaboration with City staff, in September, 2017, 1 began pursuing installation of a much
needed water drinking fountain on the Back Bay loop. Approval was given for the fountain in January,
2018. It will be placed at Vista Point Lookout at the corner of Eastbluff Drive and Back Bay Drive. The
drinking fountain has been purchased and it is scheduled to be ready for use by June, 2018. The
fountain will be dedicated to Juan Ramirez, a popular and talented local runner who was killed in
August, 2017 by a hit and run driver while running. Juan frequently ran the back bay loop.

1 have adopted my husband's birthplace and place of business as my own. I love Newport and wish to see it continue to prosper. I would like
to do my part to see this happen. I ran Real Estate at Taco Bell for several years where I was responsible for $100M+ capital budget, 15%+
annual returns, and quadntpling the net new unit growth rate to add 11700+ locations and over $1B in revenue to a mature brand. We did this
while also upgrading the design to fit into local communities and adopt green practices. I believe in the "magic of the AND" as we would say at
Yum! and think it is possible to have great outcomes on tight budgets and fixed timelines. Our son's birth in 2016 has made me an active user
of Newport Beach's many wonderful parks and beaches, where he most likes to "dig, dig, dig" in the sand.
