• Edison controls the schedule, design, construction, Rule 20
process and flow (quantity and rate) of information
• "Plant betterments" and "Edison Wants" are
Included in 20A and 20B designed systems.
Edison Transparency
• Edison projects are "confidential proprietary information"
• "We strive to be transparent and straightforward when we
discuss our business performance" oo
• Edison is the expert and to be trusted
• Yes — we have the conduit plans
• However, limited information given to the City (a few line
items and a few pieces of paper for all 5 projects)
• Costs, cost efficiency, betterments can not be verified
Edison Cost Overruns
• Design is expensive, 33% of construction estimate
• Centralized and non-public bidding process
• Very limited pool of bidders
• Received bids on January 2, 2018
• System upgrades are added in
• Current standards are required
• Construction inflation is a concern for all agencies
• Overhead Loader of 42% is also added?
• Overhead maybe added in multiple times
• Cost effectiveness, value engineering process is unknown
California Public Utilities Commission
• 1967, initiated the Rule 20 undergrounding program
Rule Changes over the years
2016, noted $1billion in unused 20a allocations
• 2017, initiated a rule change to audit Utilities Rule 20a
Program
• Overall 20a audit is underway, performed by each Utility
• Edison has successfully argued that its information is
confidential; CPUC has generally consented
• CPUC is willing to assist
