CALL MEETING TO ORDER – 5:03 P.M. II. ROLL CALL Commissioners Present: Arlene Greer, Vice Chair Michelle Bendetti, Secretary Miriam Baker, Commissioner Grace Divine, Commissioner Barbara Glabman, Commissioner Marie Little, Commissioner Commissioners Absent: Judy Chang, Chair Staff Present: Tim Hetherton, Library Services Director Francine Jacome, Administrative Support Technician III. NOTICE TO THE PUBLIC IV. PUBLIC COMMENTS Jim Mosher commented that the bulk of the items on the agenda were committee reports, on which the public could not really comment until they were presented. He hoped the committee reports would be reports rather than items to be voted on, which were not agendized. Susan Cramer corrected the March minutes to reflect her comments regarding the City Arts Commission coordinating with the proposed Newport Village development for placement of art. She inquired regarding an opportunity for public input for the fifth Concert on the Green. The City Arts Commission should consider placing art in several new apartment buildings with malls connected to them. V. CONSENT CALENDAR A. Approval of Minutes of the March 8, 2018 City Arts Commission Meeting 1. Draft of 03/08/2018 Minutes Vice Chair Greer requested "which will be paid from the 2018-2019 programming budget" be replaced with "and will be included in the 2018-2019" in Item VI.A.4 on page 2. The final sentence of the first paragraph under Item VI.B.5 should be "[t]wenty percent of sale proceeds returned to the Newport Beach Foundation is to support the City Arts Commission programming." The final paragraph of Item VI.B.5 should be "[i]n answer to questions, Vice Chair Greer clarified that the subcommittee appoints a juror for the Art Exhibition. The juror and subcommittee view artworks received. The subcommittee may reject offensive subject matter." The final paragraph of Item VI.B.8 should state "Vice Chair Greer reported the committee has been cautious in its recommendations to exhibit artworks at the Civic Center areas that are exposed to more sunlight than others." Commissioner Divine requested the second paragraph of Item V.B.3 state "[e]ach lecture will encompass one art piece in the park and cover the inspiration of each artist." Motion made by Commissioner Baker, seconded by Commissioner Glabman, and carried (6-0-0-1) to approve the draft Minutes for the meeting of March 8, 2018 as amended. AYES: Greer, Bendetti, Baker, Divine, Glabman, Little NOES: None ABSTENTIONS: None ABSENT: Chang B. Consent Calendar Items 2. Financial Report - Review of financial information. Library Services Director Hetherton reported accounts are on track to fund all commitments, and the budget is healthy. In response to Vice Chair Greer's inquiry, Library Services Director Hetherton advised that the City Council has not yet approved funding for the Sculpture Exhibition Phase IV in the upcoming budget. Visit Newport Beach funds are a possible source for the project. Vice Chair Greer encouraged Commissioners to contact the Council to support the project. She thanked Mr. Hetherton for representing the City Arts Commission in budget discussions. 3. Cultural Arts Activities - Monthly review of cultural arts activities from the Library Administrative Office for upcoming Library and City arts events and services. Library Services Director Hetherton reported many events sponsored by the City Arts Commission are underway. A James Strombotne exhibition is returning to the Central Library in July. Jolie magazine held a photo shoot with the Sculpture Exhibition in Civic Center Park. Winners of the photo contest will be announced later in May, and awards may be presented at the June meeting. Commissioners should select three submissions from the ones that received the most votes and provide their selections to Vice Chair Greer. Winners will be printed in the Indy and Daily Pilot. Commissioner Divine's lecture series on the individual pieces in the Sculpture Exhibition continues at the Central Library. Staff will promote the series more. The series has been well received by the public. Motion made by Vice Chair Greer, seconded by Commissioner Bendetti, and carried (6-0-0-1) to approve the Consent Calendar. CURRENT BUSINESS A. Items for Review and Possible Action 4. Newport Beach Arts Foundation Donation – Staff recommends that the City Arts Commission accept a donation of $5,000 from the Newport Beach Arts Foundation to sponsor the June 17 Concert on the Green. Library Services Director Hetherton reported the Newport Beach Arts Foundation has offered to donate $5,000 to the City Arts Commission to help sponsor the June 17 Concert on the Green. This is a great opportunity for the Arts Foundation to promote its activities and to build community engagement. Virginia Hayter, Newport Beach Arts Foundation President, added that the Newport Beach Arts Foundation is requesting permission to encourage people in the audience to sponsor a concert. The night of the June 17 concert only, angel pins will be given to anyone who donates $100 or more, and those donations will go directly to the City Arts Commission. Motion made by Vice Chair Greer, seconded by Commissioner Glabman, and carried (6- 0-0-1) to accept a donation of $5,000 from the Newport Beach Arts Foundation to sponsor the June 17 Concert on the Green. Newport Beach Art Exhibition Ad Hoc Subcommittee – Commissioner Judy Chang, Commissioner Arlene Greer, Commissioner Miriam Baker Janis Dinwiddie, Dinwiddie Events, reported the Art Exhibition will include food service and a wine and beer garden. Following presentation of awards, lemonade and cookies will be complimentary for the public. She is working with Art in Motion for Kids to provide children's art activities. Vice Chair Greer advised that the event is being promoted in The Navigator, Local Arts, Newport Beach Independent, Current, The Times-Orange County, and the Daily Pilot, emails, Facebook and Instagram posts, and City facilities. Commissioner Baker is working on providing a resident sculptor for the event. There should be a resident painter onsite as well. She thanked the Arts Foundation for their donation of $2,000 to the City Arts Commission to help pay for the services of a photographer and a step and repeat. Artists will submit their work on Friday afternoon and Saturday morning. Throughout the day, members of the Arts Foundation will conduct sales of the art. Twenty percent of sales are given to the Newport Beach Arts Foundation, and those funds support the City Arts Commission's arts programming. Newport Beach City Arts Commission Regular Meeting Minutes May 10, 2018 Page 4 4 Commissioner Divine volunteered to be resident sculptor for the event should Commissioner Baker's sculptor not be available. Vice Chair Greer requested she meet with Commissioner Baker for further discussion. 6. Performing Arts Ad Hoc Subcommittee – Commissioner Judy Chang, Commissioner Arlene Geer, Commissioner Michelle Bendetti Commissioner Bendetti thanked the Newport Beach Arts Foundation for sponsoring the June 17 Concert on the Green, and clarified that although there several musicians in both groups, the Frank Sinatra Big Band and the Tijuana Dogs are different bands. Vice Chair Greer attended the Corona del Mar Residents Association annual meeting where people were very excited about the Tijuana Dogs and Sinatra concerts. 7. Performing Arts on the Balboa Peninsula Ad Hoc Subcommittee – Commissioner Barbara Glabman, Commissioner Arlene Greer, Commissioner Michelle Bendetti Commissioner Glabman reported Southland Sings will perform on September 23 at 5:00 p.m. Four singers and five musicians will entertain for approximately 90 minutes. 8. Sculpture in Civic Center Park Exhibition Phase IV Ad Hoc Subcommittee – Commissioner Arlene Greer, Commissioner Judy Chang, Commissioner Miriam Baker Vice Chair Greer reported the committee will meet soon. Commissioner Glabman reported the deadline for submitting entries to the photo contest has passed. There are many exciting submissions. Fifteen of the 200 submissions are available for Commissioners to select three. She hoped to have one winner that provides a sense of place, one that is artistic, and one that includes people in the photo. She requested Commissioners utilize their social media to direct people to view the submissions. VII. CITY ARTS COMMISSION ANNOUNCEMENTS OR MATTERS WHICH MEMBERS WOULD LIKE PLACED ON A FUTURE AGENDA FOR DISCUSSION, ACTION OR REPORT (NON-DISCUSSION ITEM) Vice Chair Greer announced the Newport Beach Arts Foundation and the City Arts Commission are invited to a private tour of the Hilbert Museum. Library Services Director Hetherton agreed to organize the time and date of a tour. Vice Chair Greer noted the Art Exhibition call for artists closes on May 25. She requested Commissioners encourage artists to apply; to spread cards around town; and to assist with the event. VIII.
