The City Arts Commission meeting is subject to the Ralph M. Brown Act. Among other things, the Brown Act requires
that the special meeting City Arts Commission agenda be posted at least seventy-two (72) hours in advance of the
meeting and that the public be allowed to comment on agenda items before the Commission and items not on the
agenda but are within the subject matter jurisdiction of the City Arts Commission. The Chair may limit public comments
to a reasonable amount of time, generally three (3) minutes per person.
The City of Newport Beach’s goal is to comply with the Americans with Disabilities Act (ADA) in all respects. If, as an
attendee or a participant at this meeting, you will need special assistance beyond what is normally provided, we will

The City provides a yellow sign-in card to assist in the preparation of the minutes. The
completion of the card is not required in order to address the City Arts Commission. If the
optional sign-in card has been completed, it should be placed in the tray provided at the podium.
The City Arts Commission of Newport Beach welcomes and encourages community

detailed staff reports on each of the items recommending an action. There will be no separate
discussion of these items prior to the time the City Arts Commission votes on the motion
unless members of the City Arts Commission request specific items to be discussed and/or
removed from the Consent Calendar for separate action. Members of the public who wish to
discuss a Consent Calendar item should come forward to the lectern upon invitation by the
Chair.

Jim Mosher commented that the bulk of the items on the agenda were committee reports,
on which the public could not really comment until they were presented. He hoped the committee reports would be reports rather than items to be voted on, which were not agendized.
Susan Cramer corrected the March minutes to reflect her comments regarding the City
Arts Commission coordinating with the proposed Newport Village development for
placement of art. She inquired regarding an opportunity for public input for the fifth Concert on the Green. The City Arts Commission should consider placing art in several new
apartment buildings with malls connected to them.
V. CONSENT CALENDAR
A. Approval of Minutes of the March 8, 2018 City Arts Commission Meeting
1. Draft of 03/08/2018 Minutes
Vice Chair Greer requested "which will be paid from the 2018-2019 programming budget"
be replaced with "and will be included in the 2018-2019" in Item VI.A.4 on page 2. The final sentence of the first paragraph under Item VI.B.5 should be "[t]wenty percent of sale proceeds returned to the Newport Beach Foundation is to support the City Arts
Commission programming." The final paragraph of Item VI.B.5 should be "[i]n answer to questions, Vice Chair Greer clarified that the subcommittee appoints a juror for the Art
Exhibition. The juror and subcommittee view artworks received. The juror studies art

works presented the morning of the Art Exhibition and renders a decision. The
subcommittee may reject offensive subject matter." The final paragraph of Item VI.B.8 should state "Vice Chair Greer reported the committee has been cautious in its recommendations to exhibit artworks at the Civic Center areas that are exposed to more
sunlight than others." Commissioner Divine requested the second paragraph of Item V.B.3 state "[e]ach lecture
will encompass one art piece in the park and cover the inspiration of each artist."
Motion made by Commissioner Baker, seconded by Commissioner Glabman, and carried
(6-0-0-1) to approve the draft Minutes for the meeting of March 8, 2018 as amended.

B. Consent Calendar Items
2. Financial Report - Review of financial information.
Library Services Director Hetherton reported accounts are on track to fund all
commitments, and the budget is healthy.
In response to Vice Chair Greer's inquiry, Library Services Director Hetherton advised that the City Council has not yet approved funding for the Sculpture Exhibition Phase IV in the upcoming budget. Visit Newport Beach funds are a possible source for the project. Vice
Chair Greer encouraged Commissioners to contact the Council to support the project. She thanked Mr. Hetherton for representing the City Arts Commission in budget discussions.
3. Cultural Arts Activities - Monthly review of cultural arts activities from the Library Administrative Office for upcoming Library and City arts events and
services.
Library Services Director Hetherton reported many events sponsored by the City Arts
Commission are underway. A James Strombotne exhibition is returning to the Central Library in July. Jolie magazine held a photo shoot with the Sculpture Exhibition in Civic Center Park. Winners of the photo contest will be announced later in May, and awards
may be presented at the June meeting. Commissioners should select three submissions from the ones that received the most votes and provide their selections to Vice Chair Greer. Winners will be printed in the Indy and Daily Pilot. Commissioner Divine's lecture
series on the individual pieces in the Sculpture Exhibition continues at the Central Library. Staff will promote the series more. The series has been well received by the public.
Motion made by Vice Chair Greer, seconded by Commissioner Bendetti, and carried (6-0-0-1) to approve the Consent Calendar.

VI. CURRENT BUSINESS
A. Items for Review and Possible Action 4. Newport Beach Arts Foundation Donation – Staff recommends that the
City Arts Commission accept a donation of $5,000 from the Newport Beach Arts Foundation to sponsor the June 17 Concert on the Green.
Library Services Director Hetherton reported the Newport Beach Arts Foundation has offered to donate $5,000 to the City Arts Commission to help sponsor the June 17 Concert
on the Green. This is a great opportunity for the Arts Foundation to promote its activities
and to build community engagement.
Virginia Hayter, Newport Beach Arts Foundation President, added that the Newport Beach
Arts Foundation is requesting permission to encourage people in the audience to sponsor a concert. The night of the June 17 concert only, angel pins will be given to anyone who
donates $100 or more, and those donations will go directly to the City Arts Commission. Motion made by Vice Chair Greer, seconded by Commissioner Glabman, and carried (6-
0-0-1) to accept a donation of $5,000 from the Newport Beach Arts Foundation to sponsor the June 17 Concert on the Green.

B. Monthly Reports
5. Newport Beach Art Exhibition Ad Hoc Subcommittee – Commissioner
Judy Chang, Commissioner Arlene Greer, Commissioner Miriam Baker
Janis Dinwiddie, Dinwiddie Events, reported the Art Exhibition will include food service
and a wine and beer garden. Following presentation of awards, lemonade and cookies will be complimentary for the public. She is working with Art in Motion for Kids to provide
children's art activities.
Vice Chair Greer advised that the event is being promoted in The Navigator, Local Arts,
Newport Beach Independent, Current, The Times-Orange County, and the Daily Pilot,
emails, Facebook and Instagram posts, and City facilities. Commissioner Baker is working on providing a resident sculptor for the event. There should be a resident painter onsite
as well. She thanked the Arts Foundation for their donation of $2,000 to the City Arts Commission to help pay for the services of a photographer and a step and repeat. Artists will submit their work on Friday afternoon and Saturday morning. Throughout the day,
members of the Arts Foundation will conduct sales of the art. Twenty percent of sales are given to the Newport Beach Arts Foundation, and those funds support the City Arts
Commission's arts programming.

Commissioner Divine volunteered to be resident sculptor for the event should Commissioner Baker's sculptor not be available. Vice Chair Greer requested she meet with Commissioner Baker for further discussion.
6. Performing Arts Ad Hoc Subcommittee – Commissioner Judy Chang,
Commissioner Arlene Geer, Commissioner Michelle Bendetti
Commissioner Bendetti thanked the Newport Beach Arts Foundation for sponsoring the
June 17 Concert on the Green, and clarified that although there several musicians in both
groups, the Frank Sinatra Big Band and the Tijuana Dogs are different bands.
Vice Chair Greer attended the Corona del Mar Residents Association annual meeting
where people were very excited about the Tijuana Dogs and Sinatra concerts.
7. Performing Arts on the Balboa Peninsula Ad Hoc Subcommittee –
Commissioner Barbara Glabman, Commissioner Arlene Greer, Commissioner Michelle Bendetti
Commissioner Glabman reported Southland Sings will perform on September 23 at 5:00 p.m. Four singers and five musicians will entertain for approximately 90 minutes.
8. Sculpture in Civic Center Park Exhibition Phase IV Ad Hoc

Vice Chair Greer reported the committee will meet soon.
Commissioner Glabman reported the deadline for submitting entries to the photo contest
has passed. There are many exciting submissions. Fifteen of the 200 submissions are
available for Commissioners to select three. She hoped to have one winner that provides a sense of place, one that is artistic, and one that includes people in the photo. She
requested Commissioners utilize their social media to direct people to view the
submissions.

Vice Chair Greer announced the Newport Beach Arts Foundation and the City Arts Commission are invited to a private tour of the Hilbert Museum.
Library Services Director Hetherton agreed to organize the time and date of a tour.
Vice Chair Greer noted the Art Exhibition call for artists closes on May 25. She requested Commissioners encourage artists to apply; to spread cards around town; and to assist
with the event.

Cultural Arts Activities for May 2018
2018 Sculpture Photo Contest
To encourage the public awareness of the Sculpture Exhibition in Civic Center Park, the City Arts Commission
recently sponsored a photography contest. The winning entries were selected from over 200 photographs that
were submitted showing one or more of the sculptures on display in the Sculpture in Civic Center Park
Exhibition. According to contest committee chair, Commissioner Barbara Glabman, “Selecting winners was a
difficult task. We appreciated the participation by so many talented individuals of all ages and we were
impressed by the diversity of style and originality in the submissions.”
The Newport Beach City Arts Commission is pleased to recognize the following individuals for their
outstanding entries to the 2018 Sculpture Photo Contest, who were selected for the best representation of
the following three categories:
Creativity:

Human Element:
“Flying Fish” by Gabriel Encinas
Prizes include gift certificates donated by local restaurants Modo Mio Rustic Italian Kitchen, Bluewater
Grill, and Bistango, and will be awarded at the June 14, 2018 City Arts Commission meeting.

Uncommon Goods: Artist Book as Object
The Newport Beach City Arts Commission hosted
an exhibition featuring a reinterpretation of the
book by 25 University of California, Irvine student
artists. Students researched the history and
creative production of the artist's books at the
special collections department of UCI’s Langston
Library. There they explored the infinite
possibilities of constructing and organizing data,
or in some cases interweaving visual narratives,
using unusual materials, color, line, and
form. Their collective activity underscores what
Johanna Drucker, visual theorist and cultural
critic, suggests that “artist's books became a
developed art form in the 20th century. In many ways, one could argue that the artist's book is the
quintessential 20th-century art form. Artists' books appear in every significant movement in art and
literature and have provided a unique means of realizing works within all of the many avant-gardes,
experimental, and independent groups whose contributions have defined the shape of 20th-century
artistic activity.”
The exhibition was on display on the 2nd floor of the Central Library from April 7 through May 5, 2018.
Sculpture Lecture Series: a look at the artists and works of Phase III of the Sculpture in Civic Center
Park Exhibition
City Arts Commissioner Grace Divine – artist, art lover, historian and critic – hosted the latest installment
of her 9-part series of lectures on Phase III of the Sculpture at Civic Center Park Exhibition. Each lecture
will cover a different sculptor, and will include the artist's history and inspiration, as well as a look into
the art style, technique and process used to create the art. On May 7, Grace discussed Cultural
Pedestrians by Sue Quinlan.

An Evening with James and Emily Strombotne
On May 24, in the Friends Room, James and
Emily Strombotne discussed their
collaboration on his latest book, "Behind the
Brushtrokes". The Strombotnes have
collaborated to create a visually beautiful and
thought-provoking art book. Behind the
Brushstrokes dives deeply beneath the surface
of a collection of hand-selected paintings to
find inspiration and insights into life.
In Behind the Brushstrokes, James and Emily have created a touching narrative about fathers and daughters,
about life and art, and about strength and confidence.
James S. Strombotne is an acclaimed American painter and Newport Beach resident. Strombotne notes
some of his early influences as Jan Vermeer and Pablo Picasso, yet states his work transcends any
traditional categorization. Described as "visionary" and "poetic", Strombotne strives to master the
medium portrayed in a truly contemporary composition.
Strombotne's paintings can be found in the permanent collections of museums across the United States,
including the Museum of Modern Art in New York, the Whitney Museum of American Art, The Hirshhorn
Museum, the San Francisco Museum of Modern Art, the Los Angeles County Museum of Art, and the Art
Institute of Chicago. His work is also included in many well-known private collections, most notably the
Jack Nicholson collection, which includes twenty of Strombotne's major pieces.
The exhibition of Strombotne's work is presented by the Newport Beach City Arts Commission and will
be on display May 7 through July 6, 2018.

TITLE: Proposal for Southland Sings Concert in Peninsula Park
RECOMMENDATION:
Staff requests that the City Arts Commission approve a recommendation by the Performing Arts on the Balboa
Peninsula Ad Hoc Subcommittee for a live performance by Southland Sings on September 23 in Peninsula Park.
FUNDING REQUIREMENTS:
The proposed budget for Fiscal Year 2018/19 allocates $15,500 from the Balboa Performing Arts Theater Fund
to the City Arts Commission budget.
DISCUSSION:
In May 2015, the Balboa Performing Arts Theater Foundation dissolved and distributed their remaining assets,
$175,000, to the Newport Beach Arts Foundation with the stipulation that the City Arts Commission use the
money for performing arts in the City of Newport Beach with a preference for the Balboa Peninsula.
Staff met with the City Manager and Finance Department staff for budget discussions in January 2018. On
behalf of the City Arts Commission, staff requested funding from the Balboa Performing Arts Theater
Foundation Fund to contract live Shakespeare performances. This request was included in the City Manager’s
proposed budget, which Council will review for approval on June 12.
The Ad Hoc Subcommittee was unable to identify a suitable vendor for Shakespeare performances, and the
committee focused on live musical theater instead. The committee identified Southland Sings, who in previous
years received Cultural Arts grant funding from the City Arts Commission and performed in the Civic Green as
part of the Concerts on the Green series in 2014, as a potential vendor.
Southland Sings is a non-profit 501 (c) (3) corporation dedicated to providing live opera and musical theatre
productions, educational assemblies and music composition workshops for children and adults of all ages.
Meetings with Southland Sings Artistic Director Ann Noriel, the Ad Hoc Subcommittee, and staff were
productive. Southland Sings has agreed to perform a repertoire of musical theater for a fee of $7,450, which
will include six vocalists, the band, and all rehearsal, musical direction, and rehearsal site rental. Staff will
contract sound engineering and staging, and will market the event.
Staff has reserved Peninsula Park for Sunday, September 23.
Staff will contract Southland Sings pending approval of the Fiscal Year 2018/19 budget.
