Brown Act. Among other things, the Brown Act requires that the Board of Library Trustees agenda be posted at least seventy-two (72) hours in advance of each regular meeting and that the public be allowed to comment on agenda items before the Board and items not on the agenda but are within the subject matter jurisdiction of the Board of Library Trustees. The Chair may limit public comments to a reasonable amount of time, generally three (3) minutes per person. The City of Newport Beach’s goal is to comply with the Americans with Disabilities Act (ADA) in all respects. AYES: Johnson-Tucker, Ray, Watkins, King, Coulter NOES: ABSTENTIONS: ABSENCES: VI.CURRENT BUSINESS A.Items for Review 6.Library Materials Selection and Downloadable ServicesCirculation and Technical Processing Coordinator Melissa Hartson willprovide the annual update on Collection Development activities. Circulation and Technical Processing Coordinator Melissa Hartson reported selection of materials begins with the Library's Collection Development Policy. Each librarian is responsible for a specific subject area of selection. Librarians utilize vendor information, publisher reputation, and popularity of an author's previous works, price, selection lists, customer demand, and other tools to select materials. As materials are added to the collection, materials are also removed from the collection. Recent changes to the collection include First in Series stickers, the Lucky Day collection, downloadable audiobooks through Axis 360 and magazines through Flipster, and streaming video through Kanopy. In response to questions, Circulation and Technical Processing Coordinator Hartson explained that Library staff uses vendor lists and professional review journals to determine new subject areas to add to the collection. All new materials will be purchased for the new Corona del Mar Branch. Approximately 13 staff work on collection development. The current budget amount for general materials is $619,740; with donations, the budget increases to $800,000-$1 million. Currently, $65,000 has been set aside specifically for the Corona del Mar Branch collection. Generally one copy of a book is added to the Lucky Day collection and three or four are added to the general collection. Selection of materials is a continuous process. Few materials are purchased at the end of the fiscal year so that financial data can be finalized. 5 Board of Library Trustees Meeting Minutes April 16, 2018 Page 3 Jim Mosher suggested the Collection Development Policy be placed on the website in a web format with links to Library forms. Perhaps the public should have a larger role in the selection of materials as materials are purchased for public use. He inquired about Library patrons' direct access to materials in other libraries in Orange County and the state as stated in the Collection Development Policy. Chair Johnson-Tucker commented that Librarians utilize other sources in addition to journals to develop the collection. Circulation and Technical Processing Coordinator Hartson advised that the public can suggest titles for the Library to purchase, and approximately 25-30 suggestions are submitted weekly. The request form is available on the Library's website. Board Member Watkins did not believe the Board of Library Trustees should be involved in the selection of materials, but suggested that if a Trustee had a burning interest to participate, he/she could be more involved in the collection development process if it would not impede the process. Chair Johnston-Tucker questioned whether the number of staff people determined trustee involvement in other jurisdictions. The Board of Library Trustees receives a detailed report annually, and staff will provide a thorough tour of facilities and processes at a Trustee's request. Technical Processing Supervisor Julie Duncan reviewed the process of purchasing materials from placing an online order through preparing catalog information and preparing materials for placement on the shelf. Shipments are opened on the day of receipt, and individual materials are checked into the Library system within a day or two. Jim Mosher inquired about competitive pricing of materials among vendors and the cost for a vendor making materials shelf ready. Technical Processing Supervisor Julie Duncan advised that pricing is significantly less than retail. The Library pays a cost per item for shelf-ready materials. 7.Further Review of Library FinesLibrary Services Director Tim Hetherton will provide further information onNBPL Policies and procedures regarding library fines as requested by the Board at their March 19, 2018 meeting. Library Services Director Hetherton explained that a customer's account is frozen when the customer owes $5 or more in fines. The number of frozen accounts changes daily as fines are paid and incurred daily. According to the Records Retention Policy, frozen accounts with a balance of less than $20 and inactive for three years are purged. Customers whose accounts have been purged can apply for another Library card. Accounts with balances of $40 or more are submitted to a collection service, Unique Management Services. Notices are sent to customers by mail and email. Customers with frozen accounts cannot use a public computer, but they can access Wi-Fi. Library staff will negotiate the payment of fines in certain circumstances. An inactive account, whether or not it has been frozen, is purged after three years of inactivity. Frozen accounts can be quantified by address, customer type, amounts owed, or last activity. Staff has discussed denying customers with frozen accounts access to public computers when the customers can read a book while in the Library without checking it out. 6 Board of Library Trustees Meeting Minutes April 16, 2018 Page 4 In answer to Board Member Watkins' inquiry, Library Services Director Hetherton preferred to retain the $5 threshold. The Library is a public amenity rather than a business. The consensus of the Board was to retain the $5 threshold. 8.Corona del Mar Branch Project Update Library Services Director Tim Hetherton will update the Board on the Corona del Mar Branch Library replacement project. Library Services Director Hetherton reported that abatement work has begun at the closed Branch. Sale of materials from the Corona del Mar Branch netted Friends of the Library more than $3,000. Branch Librarian Annika Helmuth and Library Clerk Haidee Barker are assigned to Central Library until the Branch reopens. Story Times are being held at Grant Howald Park and Community Youth Center; Songs and Stories are being held at Central Library. The book drop will be moved to the parking lot across from OASIS Senior Center, where concierge service is available. The groundbreaking ceremony has been rescheduled to April 24, and demolition of the building will likely begin April 23. Peter Tauscher is the City contact person for the project. Library staff met with IT staff to discuss outlets, connectivity, and Wi-Fi. Gary Bolin is the onsite project manager. Construction work may not begin prior to 7:00 a.m. during the week and 8:00 a.m. on Saturday. Board Member King suggested Library staff present construction information to the Corona del Mar Residents Association. Chair Johnson-Tucker recommended soundproofing be a primary concern because the fire station will be constructed above the Branch. Board Member Watkins suggested that second story flooring for the fire station be soft materials to dampen sound on the first floor. 9.Lecture Hall Update Chair Johnson-Tucker will provide an update on activities related to effortsto integrate a lecture hall on the Central Library site. Assistant City Manager Carol Jacobs advised that the architect has requested additional changes to the contract. Because of the terms of the contract, the architect may not be willing to execute the contract. 10.Library Services Report of Library issues regarding services, customers, and staff. Library Services Director Hetherton indicated staff returned from the Public Library Association conference in Philadelphia with good ideas about resources and services. Children's Services recently held an interesting and successful program to hatch caterpillars. 7 Board of Library Trustees Meeting Minutes April 16, 2018 Page 5 B.Monthly Reports 11.Friends of the Library Liaison Report Trustee update of the most recently attended Friends of the Library Board meeting. Board Member Coulter shared the story of a volunteer finding $1,600 in a book at the Friends' Corona del Mar book sale. After nine months, the Friends' revenue totals $166,000, which is 8 percent more than the 2017 total for nine months. Book sales through Amazon.com are proceeding nicely. The number of Friends members now stands at 885. The Friends continue to work on 2/$1 book sales and increasing revenue from the recycling program. 12.Library Foundation Liaison ReportTrustee update of the most recently attended Library Foundation Board meeting. Board Member Coulter attended the Library Foundation meeting for Chair Johnson- Tucker. The Foundation approved rules and postponed discussion of the lecture hall until Chair Johnson-Tucker could be present. Toby Larson, NBPL Foundation Board Member, noted Dorothy Larson's term as Chair of the Foundation Board will end on July 1. Cathy Voreyer will be the next Chair. Library Live guest speaker Colson Whitehead is scheduled for April 18. Masha Gessen is scheduled to speak on April 27 and 28. 13.Witte Lectures Committee Liaison Report Trustee update of the most recently attended Witte Lectures Committee'smonthly meeting. Vice Chair Ray reiterated that Masha Gessen will speak as the final Witte Lecture on April 27 and 28. The Foundation is seeking sponsors and speakers for the next series of Witte Lectures. Do you have a formal opening featuring a reinterpretation of the book by 25 UCI student artists? I found a newspaper photo from November 1952 that we think is my husband's brother's former wife (both are now deceased). Her name was Carole Chick and none of the family knew that she once lived in California. Do any personnel records still exist from that period that would give us more information? I'll be happy to send the newspaper photo given an email address I can attach it to. From the notation below the photo, it seems the library had just finished a renovation and was reopening. We think her husband at the time was a Marine, so perhaps was stationed close by. As the unofficial family genealogist, I will be grateful for any help you can give. Staff conducted a comprehensive search of our resources and could not locate a photograph. I contacted the City's Human Resources department to inquire whether they have any records, to no avail. The City's personnel records are kept for 6 years. Hannah, one of our Local History librarians, did find that a remodeled library building opened on November 28, 1952, but there was not a photo to accompany the article. We do get large crowds for our storytimes here at Central and my staff and I are exploring ways to engage the adults during the program and minimize interruptions. Since you are familiar with CDM programs I wanted to make sure that you were aware that during the time CDM is closed for construction we are offering two storytimes at the CYC Recreational Center in Grant Howald Park to accommodate those of you who attended those programs. A Books & Babies storytime is held there every Tuesday at 10:30 am and a Preschool Storytime is offered on Thursday at 11:45 am. It is the goal of the staff here to make sure that you have a positive library experience at all locations. Again, thanks for the concern and suggestion and hope that you and your children continue to join us throughout the week. I can't tell you how wonderful the Dali Ensemble was. What a great event! Hello to all librarians that we appreciate so much, Since our beloved Ms. Janice no longer works at CDM and the branch is closed; we visit the main library alot and will continue through out the summer. We love attending storytime and all special events and shows. Would it be possible that all librarians explain/request at the main library for all adults to seat next to their children without talking or socializing. We value the librarians and their work so very much, but we share the library with sooo many children and adults that it is very hard to be attentive. Thank you!!! This is great information and sounds similar to our implementation. We have a couple of spaces like this in our system presently, but one of the challenges we are facing is how we can expand our offerings in an open space at our main branch and isolate sound as not to disturb other patrons. I am really encouraged by patron engagement with what we have so far and know we can do even better. I am reaching out to see how other library systems handle this. How does your sound lab address the controlling of ambient noise and or vocal recording? Do you have a dedicated space or modular enclosure for the lab? How is it physically arranged? We are looking at modular enclosures but have to navigate things like fire suppression and meeting emergency egress code. Thank you for your response! Our Sound Lab is it’s own room within our Media Lab. It is treated so it is sound-resistant. Most sounds cannot be heard outside of the lab. Sound bleeds through a window in the door but it is very little. Customers who make audible noise that is disruptive to customers or staff are addressed with the general-use policy of the library. If you have an open space, you might enforce headphone usage. You might be looking at an editing/post- production station rather than recording, if noise will be an issue. There is a desk, table and chairs in the lab. Equipment is arranged on top. Natalie asked me to reach out to you. I am happy to hear that Dayton is looking into a space for audio production. The following is from our website: The Sound Lab is equipped with the hardware and software to suit your audio needs, be it editing an album or recording. The Sound Lab includes an iMac computer station, Universal Audio Apollo Quad, ProTools 11, Axiom 49 MIDI keyboard, M-Audio M-Track Plus, an Audio Technica AT2020, AT4047MP and Shure SM57 Microphone, and a Fender Super Champ XD amplifier. More information is here: http://www.newportbeachlibrary.org/services/media-lab Customers use Garageband or Pro Tools, mainly. Logic X is gaining popularity and approved for installation. Given the high- volume of online reservations and familiarity of Garageband and Pro Tools, we have not installed Logic X just yet. We have two customers in-mind for this space: Entry-level and Intermediate/Advanced. Entry level customers generally use the M-Track interface and Garageband. These are designed for entry level users and have a lower price that makes replacement easier. One of our M-Tracks quit working so we easily replaced it. Staff provides overviews, quick-start guides and access to Lynda.com for tutorials. The Apollo Quad is for Intermediate/Advanced users who gravitate toward Pro Tools. Can you think of any specifics that you’d like me to answer? You mentioned a Vocal Booth. That is a great idea for your space. I’d be happy to email or discuss anything over the phone. Like carousel better.I was given your comment regard regarding the location of the Lucky Day Collection. You stated that you liked the carousel better. As this collection is fairly new to the library we are still making the determination as to which location would work best for the Lucky Day books. Although we do not plan on moving the items down to the first floor again we are interested in feedback and comments from users to help us decide what location would best highlight the Lucky Day Collection. Again, we do appreciate your input and use of the library. We really enjoy storytime with Ms. Liz. She is lively, involved, and comes up with fun weekly relevant themes. Good afternoon, I have the JVC camcorder (from tech toys) that is due today. However, I noticed the Mariners library (which is where I checked out the camcorder) closes today at 5pm. Can the camcorder be returned to any Newport Beach branch library, or only Mariners? It is actually the Central Library that is closing today at 5:00 pm due to a special program. The Mariners Branch closes at 6:00 pm as usual. To answer your other question though regarding where you may return Tech Toys…you may return the camcorder to any of the Newport Beach Library branches. When the item is checked in the computer system makes sure it gets returned to the correct location. All you have to do is go to the library.” –Henri Frederic Amiel The industry of human happiness One of the best things about being the Library Services Director for the City of Newport Beach is meeting customers from the community and listening to them explain how much they love our library. While I love hearing these stories, I am also reminded that NBPL is only as strong as the support it receives from the community. When I work with customers who are less than satisfied with the Library, I have learned to listen to their concerns, consider them, and address them. Remaining open to criticism and avoiding a dismissive attitude are especially important in our “house of ideas”. We need to engender the support of these customers as well. Challenges often lead to personal and professional growth. I often tell staff that when it comes to customers, we only say “no” when the answer really is “no”. Our mission statement speaks to our aspiration that the Library "is the cultural, educational, and informational heart of Newport Beach”. We are often the first and sometimes the only contact the public has with the City. First impressions are everything, and we train staff to create a positive and welcoming environment. Our Library has many trained professionals who steer customers toward quality, dependable resources, superb collections, and engaging programs. We may be Librarians, Clerks, and Pages, but we all are gainfully employed in the industry of human happiness. We open our doors daily to offer an environment where people of all ages, backgrounds, and cultures can find a welcoming and supportive environment in which users can engage in lifelong learning, creativity and discovery. We provide access to information, ideas and experiences that make Newport Beach a better place to live, work and play. Everyone is welcome here. Wheelhouse list for Library Trustees: Dorothy Larson reception Date: June 9, 6:00 p.m. Location: Bamboo Courtyard, Central Library The Library Foundation is hosting a reception for Dorothy Larson, whose term as Chair of the Newport Beach Public Library Foundation will end in July. 13 Newport Beach Art Exhibition Date: June 16, 1:00 p.m. - 6:00 p.m. Location: Newport Beach Civic Center Community Room The Newport Beach City Arts Commission hosts their flagship event, the 54th Annual Newport Beach Art Exhibition at the Newport Beach Civic Center. The one-day juried event features over 250 works of art, including painting, mixed media, sculpture and photography. The event is open to the public, giving art lovers the opportunity to view and purchase quality original artwork and enjoy an afternoon with food and live entertainment. NATALIE BASMACIYAN, LIBRARY SERVICES MANAGER Staffing Library Assistant/Full Time Chris Hennigan completed his training in Reference and Adult Services at the Central Library. Chris will be completing the passport training to participate as an Acceptance Agent for NBPL. Library Assistant/Part Time Melonda Moss and Rokhsan Shafiei joined NBPL. They are completing their training in Reference and Adult Services. Melinda will be assigned to the Central Library and Rokhsan will be assigned to the Mariners branch library. Annie Spence Event On April 12th, NBPL welcomed author Annie Spence for an evening program featuring readings from her book, Dear Fahrenheit 451: Love and heartbreak in the stacks: A librarian’s love letters and breakup notes to the books in her life. Ms. Spence, a public librarian in Michigan, spoke passionately about the profession, especially the librarian’s role in helping customers find their voices in society. NBTV filmed the program, and the link to view the program is now live via the City’s website. The program was generously funded by the Friends of the Library in celebration of National Library Week. NBPL Bingo 20 people completed the first NBPL Bingo activity. Participants received a mini booklight upon completing the Bingo sheet. Staff plans to highlight other services, such as databases, on subsequent Bingo sheets. The activity ran the month of April. MELISSA KELLY, SUPPORT SERVICES COORDINATOR Facilities We had a leaky sprinkler pipe in the high ceiling of the Children’s room at the Mariners Library. The repair involved bringing in a lift, draining the fire sprinkler system, replacing the section of pipe and sealing it. Since school was out for Spring Break in mid-April, we closed off the school side of the room on Wednesday, April 18 and the work was completed in one day. Transitions & Training At the beginning of April, I gave basic training to various staff members on handling the Library’s financial accounts and contracts. I foresee a smooth transition in the near future. 14 DEBBIE WALKER, BRANCH AND YOUTH SERVICES COORDINATOR Branches National Library Week (NLW) was celebrated at all locations with special programs and guests at storytimes. Mariners hosted a very popular animal show presented by Wild Wonders and Board of Library Trustee Paul Watkins was the guest reader for Preschool storytime. At Balboa, Board of Library Trustee Janet Ray helped to host Preschool Storytime on Tuesday, April 10 and City Council Member Diane Dixon helped to present Books & Babies on Wednesday, April 11. Books & Babies and Preschool storytimes scheduled at CYC to accommodate CDM Branch customers began during National Library Week. These have been well received and appreciated by the CDM regulars. The test proctoring service done at CDM was shifted to the Balboa Branch where nine exams were proctored during the month. By mid-April the structures housing the CDM library and fire station were leveled and on Tuesday, April 24 City staff, members of City Council, the Board of Library Trustees and local residents assembled on the construction site for the official groundbreaking ceremony. It was a beautiful day to share the excitement and anticipation regarding the new facility which should be completed by July, 2019. In Branch personnel news, part-time Library Assistant Leah Duffy assigned to Mariners gave her notice in early April. Leah had recently earned her MLS degree and took a full-time position with Orange County. PT Library Assistant Duncan Kistler was transferred from Central to Mariners to help fill the spot while newly hired PT Library Assistant Rokhsan Shafief will begin her assignment at Mariners after a two-week training period at Central. Youth Services Honored NLW storytime guests at Central included Councilmember Will O’Neill at Pajama Storytime on Monday, April 9, Board of Library Trustee member Doug Coulter at Toddler Storytime on Wednesday, April 11 and Assistant City Manager Carol Jacobs (along with her own surprise special guest: Fire Chief Chip Duncan) at Preschool storytime on Thursday, April 12. The commitment made by the special storytime guests at all locations for NLW was very much appreciated. NLW wrapped up at Central Library in a big way with a Physic’s Fun show which was very well attended (over 150 in all) and enthusiastically received by those in attendance. Teen Services YAAC members discussed volunteer opportunities available in the coming months including Summer Reading Program. The first of three College Planning programs for high school students and parents was held on Tuesday, April 3 and covered the topic of college planning for Freshmen and Sophomores. 15 MELISSA HARTSON, CIRCULATION AND TECHNICAL PROCESSING COORDINATOR Staffing A recruitment for a Full-Time Library Clerk I opened at the end of the month. The written exam and oral interviews are scheduled for May. We finalized a start date for one of two Library Page candidates. Katherine Robbie will join our team at the beginning of May. We are still waiting on pre-employment paperwork, background and fitness results for a second candidate. Training I hosted our quarterly clerk training this month. We held a brainstorming session for features we want to see in a new ILS. Stuart Sherman, Library Clerk II, spoke about opportunities to promote library services. The event was well attended by City Council, the Board of Library Trustees, City staff, and interested members of the public. PROGRAMMING: Youth and Branch Services Coordinator Debbie Walker reports that children’s programming at the Community Youth Center has gone smoothly with solid attendance. We are very grateful to the Recreation Department for helping us maintain a presence in Corona del Mar during the project. The Library is offering “Books and Babies” on Tuesdays at 10:30 and “Preschool Storytime” Thursdays at 11:45. The hugely popular “Songs and Stories” program has been moved to the Central Library on Fridays at 10:30 where it continues to draw large crowds. TO: BOARD OF LIBRARY TRUSTEES FROM: Library Services Department Tim Hetherton, Library Services Director 949-717-3810, thetherton@newportbeachca.gov PREPARED BY: Tim Hetherton, Library Services Director TITLE: Corona del Mar Branch Project Update – April 2018 24 BOOK DROP: Library and MOD staff installed the CDM book drop at the corner of 5th & Marguerite, near the temporary fire station and across the street from OASIS. It is presently open for use. The drop slot opens into the parking lot so people will drive into the lot rather than stop on the street. Staff will empty the drop every day Monday through Friday. SOUND INSULATION: As a shared facility, the Branch Library/Fire Station couples two different City services in one building. Naturally, there is some concern that the sound emanating from a bustling fire station may disrupt quieter library activities. I consulted City Public Works who advise that there will be sufficient sound insulation for the following reasons:  The sleeping area for Fire Department staff is located above the library so noise above the public area should be minimal. Most of the noise will come from kitchen/dinning/living areas that are above the fire station and maintenance rooms;  Plan details show that the space between the first and second floor have sound batt insulation for noise dampening;  Plan details also show two layers 5/8” acoustic enhanced gypsum board, which is a sound- deadening drywall;  The ceiling tiles will also have noise dampening quality;  Lastly, all ceiling penetrations – fixtures, ducts, etc. - will be caulked and sealed. As a result, normal noise should not be factor. NOTICING: This agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the Board of Library Trustees considers the item). 25 RECOMMENDATION: Staff requests that the Board review and approve a plan for the re-carpeting of the Central Library and Mariners Branch Library. Staff recommends completing the carpet installation for Central Library in phases during normal working business hours. Staff recommends closing the Mariners Library for the duration of the installation project. FISCAL IMPACT: Through the Facilities Maintenance Fund, Public Works is providing the funding to install carpet in selected areas in Central Library and the entire Mariners Branch. DISCUSSION: With the exception of the Popular Library and Media/Sound Lab area, new carpet was last installed in the Central Library in 2006. The carpet that was added during the Central Library expansion in 2013 has not worn well, due to its composition and color, which is easily stained, difficult to clean, and lacking in durability. The Mariners Branch, which opened in 2006, is also overdue for re-carpeting, as that facility has never been re-carpeted. The installers can complete the project at Central during regular public service hours in phases, with areas temporarily cordoned off from public access. Work is scheduled for June 25 - July 11. Installation will be accomplished in the following phases: Phases 1-2: Children’s area Phases 3-4: 1st floor media room, sound lab, conference room and foyer Phase 5-8: 2nd Floor (East side) Phase 9: 2nd Floor circulation area Phase 10-12: 2nd floor (West side) Book stacks will be moved in the children’s section only. Carpet will go around the stacks on the second floor. Staff will remove the books on the bottom of the shelves to allow carpet to go under the stacks. Restrooms on the second floor will remain open during the project. Mariners Branch, however, poses a set of unique issues. While maintaining uninterrupted public service has always been a guiding principle for NBPL, installing carpet during at night and reopening the Mariners Branch is not possible. Because the installers will be moving shelves and furniture from one area of the branch to another, it is impossible to reassemble the public areas in time for the facility to open for public service. Areas of the branch will be used to stage shelving, furniture, and installation equipment. This will impede access to resources and collections and create conditions for the public in which safety becomes a concern. The installers and movers will need 14 consecutive working days to complete the project. In this scenario, the Mariners Branch would close on Saturday, July 14 and re-open on Saturday, July 28. Displaced staff from the Mariners Branch will assist in inventorying the Central Library collection in preparation for the implementation of the new ILS. Mariners’ staff will also assist with evaluating donations, weeding materials in Children’s services, and shifting the mystery collection. During the Mariners closure, 2 staff members will be assigned to the branch from 9 a.m. to 5 p.m. so the public can pick up holds. Pending Board approval, staff will ensure that the public will receive adequate notice regarding the impact of the project. The Media Lab equipment and software provide professional-grade services to meet the needs of the community. This valuable resource, coupled with knowledgeable staff, positions the Library to minimize technological inequality among the public. DISCUSSION: The Media Lab, which is comprised of computer workstations and the Sound Lab, provides specialized software and equipment. Customers may record music, convert media to digital files, and create digital projects. The age range of the primary users is 15-35 years old, which is a segment of the community that may not have access to these resources at other venues. The use of the Media Lab resources is free, thanks to generous funding from the NBPL Foundation. The Media Lab has evolved this past year due to new hardware and services. A second Wacom drawing tablet was purchased, based on customer feedback. The Tech Toys collection of circulating equipment, launched in May 2016, has generated over 500 checkouts. The Tech Toy collection is now housed at the 2nd floor Reference desk for better customer access during business hours. Customers still use the Media Lab to finalize their projects. In the past year, the MAC workstations have logged 2,813 sessions, and the PC workstations 3,399 sessions. The Sound Lab logged 877 sessions. In 2017, attendance at the Tuesdays @ 2 and Let’s Talk Tech classes dropped precipitously as more customers acclimated to accessing Lynda.com for their educational needs. Staff is identifying new programming ideas to feature the Media Lab for 2018. One new program is Digital Tuesday, which launched in February 2018. Staff offers a drop-in technology assistance service to the public during specific hours. Marketing Specialist Katherine Mielke designed and purchased a promotional sign to highlight the service. The sign provides a visible and versatile means to attract customers to staff. Based on the popularity of the Genealogy classes, staff is identifying new ways to teach the classes without the specialized training of a certified Genealogist. Proquest, the vendor for Ancestry Library Edition, provides “train the trainers” webinars. Every member of the Reference and Children’s staff works in the Media Lab to provide service. Some staff provides more in-depth technical assistance due to their specialized training. Library Assistant Greg Johnson recently updated the Media Lab instructional notebook, which staff and customers use for training and technical assistance with the equipment. The Newport Beach Public Library strives to meet the technological, educational, and recreational needs of the community. Thoughtful programming, trained staff, and unique resources positons the Media Lab as a gem of the Library system. Staff requests that the Board determine a designated period from the date of adoption or last amendment to review the policy. DISCUSSION: One of the most important functions of the Board of Library Trustees is to review and set policy for the Newport Beach Public Library system. Since 2014, the Board has examined and revised policies dealing with children in the Library, circulation of materials, the display of materials in the Library, and Wi-Fi access in the Library. Policy review enables the Board to take an in depth look at existing policies to: determine whether the purpose and goal of the policy is still being met; determine if changes are required to improve the effectiveness or clarity of the policy and procedures; and, ensure that appropriate monitoring and ongoing review of the policy is occurring. Policy review also serves to educate newer members of the Board and members of the public on Library policy. Staff suggests that the Trustees begin a program on a rotating basis, which requires the Board to review each Library policy after a designated period from the date – perhaps 5 years - of adoption or last amendment. Library staff will keep track of that timetable and bring the particular policy to the BLT’s attention at the appropriate time. After review, the Board may also wish to state at the end of each Policy: “This Policy will be reevaluated by the Board of Library Trustees periodically as circumstances require and/or every ____ years from the date of adoption or last amendment.” In order to address Library policies that have not been subject to recent review, during FY 2018-2019, the Board may wish to review those Library Policies that have not been addressed recently. As the Board completes the reevaluation process, and in order to keep track of the last reevaluation, staff can add a footnote to the particular Library Policy to the effect (for example): “Reviewed by the Board of Library Trustees on July 16, 2018”. Library policies that have not been subjected to recent review include the following: Internet Use Policy (last reviewed in 2012) Gift and Donor Policy (last reviewed in 2006) Collection Development Policy (last reviewed in 2011) Posted policies for the Media Lab, Library Laptops, and Study Rooms do not include a Board approval or review date.
