IV. PUBLIC HEARING ITEMS
ITEM NO. 2 Bakshi Residence Coastal Development Permit No. CD2018-022 (PA2018-057)
Site Location: 127 Jade Avenue Council District 5
Liane Schuller, Contract Planner, provided a brief project description stating that the applicant is requesting
approval of a coastal development permit to demolish existing non -conforming duplex and to construct a
new three-story, 2,329 -square -foot, single-family residence with an attached two -car garage. This project
was continued from the ZA hearing of May 1011, so that the applicant could provide evidence to the Public
Works Department in support of the applicant's request to maintain an existing driveway access from the
street, as opposed to moving vehicular access to the alleyway. The City's Traffic Engineer subsequently
determined that the alleyway lacks sufficient width to facilitate safe vehicular access from the alleyway
and that the driveway access from the street may be maintained.
The project site is located in the R -BI Zoning District, at the intersection of Jade and Park Avenues. The
proposed residence is consistent with all applicable Zoning Code standards, including parking, height,
setbacks and floor area restrictions. The site is located approximately 140 feet from the bay front, and is
separated from the bay by Jade Avenue, East Bay Front alleyway, a row of homes, and the Bay Front
promenade. Lateral public coastal access is provided by the Bay Front promenade and public beach, and
vertical access is provided at various street -ends throughout the island, including Park Avenue
immediately adjacent to the project site.
The project maintains a building envelope consistent with the zoning of the site and the pattern of
neighborhood development, and will therefore not degrade the visual quality of the Coastal Zone or result
in adverse impacts to public views.

Applicant Brandon Lindsay of Brandon Architects, on behalf of the Bakshis, stated that they had reviewed
the draft resolution and agree with all of the required conditions.
The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment
the public hearing was closed.

ITEM NO. 3 Graystone Residence Coastal Development Permit No. CD2018-040 (PA2018-088)
Site Location: 2121 Seville Council District 1
Liane Schuller, Contract Planner, provided a brief project description stating that the applicants are
requesting approval of a coastal development permit to demolish an existing single-family residence and
to construct a new three-story, 2,997 -square -foot, single-family residence with an attached 502 -square -
foot, two -car garage. The project site is located in the R-1 Zoning District, and the proposed residence is
consistent with all applicable Zoning Code standards, including parking, height, setbacks and floor area
restrictions.
The project site is an inland lot, and does not currently provide nor does it inhibit public coastal access.
Lateral coastal access is provided by the public beach area approximately 600 feet south of the project
site, which may be accessed via Channel Road or M Street. The project complies with all applicable LCP
development standards and maintains a building envelope consistent with the zoning of the site and the
pattern of neighborhood development. The project will therefore not degrade the visual quality of the
Coastal Zone or result in adverse impacts to public views.
The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment
the public hearing was closed.
Action: Approved
ITEM NO. 4 Sailhouse Orange Condominiums Tentative Parcel Map No. NP2018-014 and Coastal
Development Permit No. CD2018-046 (PA2018-104)
Site Location: 210 Orange Street Council District 2
Liane Schuller, Contract Planner, provided a brief project description stating that the applicant is requesting
approval of a coastal development permit and a tentative parcel map to demolish an existing single-family
residence and construct a new three-story, 3,164 -square -foot, two -unit condominium with attached
parking in the R-2 Zoning District.
While the proposed structure represents an increase in density and building height from the existing and
nearby development, the project has been designed to comply with all applicable development standards.
The Zoning Code standards dictate a maximum floor area based upon the buildable area of a given lot.
In this instance, a maximum floor area of 3,402 square feet is allowed; and the proposed structure is
3,164 square feet in size, 238 square feet under the allowed. The third level enclosed area is limited to
340 square feet and 298 square feet is proposed. An open volume area of 255 square feet is required
and 365 square feet is proposed (43% greater than required).
Staff has received several emails, expressing concern with the height of the proposed structure. Copies
of written correspondence have been placed into the record, forwarded to the Zoning Administrator, and
distributed to the public at this meeting.

Property owner Pat Patterson stated that he had reviewed the draft resolution and agrees with all of the
required conditions.
The Zoning Administrator opened the public hearing. George Leslie, a homeowner in the neighborhood,
asked for confirmation of the building height and whether proposed parking was at grade level. Don Simey,
215 Colton Street, asked whether both third level decks had the same finish surface level and if the larger
deck was to be at the rear. Jeff Breese expressed concern with noise, the development of three-story
structures and parking. Ms. Schuller answered the questions related to height, decks and parking.
Zoning Administrator Alford explained the limited scope of the coastal development permit hearing, which is
whether the project is consistent with all applicable LCP development standards and policies.
There were no other public comments.

ITEM NO. 5 Clemons Residence Coastal Development Permit No. CD2018-030 (PA2018-070)
Site Location: 10 Linda Isle Council District 5
David Lee, Assistant Planner, provided a brief project description stating that the applicant is requesting a
coastal development permit for the demolition of an existing single-family residence and the construction of a
new 4,360 -square -foot single-family residence with an attached 3 -car garage. Mr. Lee stated that the project
is consistent with the standards of the zoning code and local coastal program implementation plan. Mr. Lee
stated that the development was located along the water, and that a Bulkhead Conditions Report, Coastal
Hazards Analysis report, and Water Quality Management Plan were prepared for the project. Mr. Lee
discussed that the project is not located between the nearest public road and the sea or shoreline and does
not impede existing public access opportunities or public views.

ITEM NO.6 Kaberna Residence Coastal Development Permit No. CD2018-023 (PA2018-058)
Site Location: 1012 Bay Avenue Council District 1
Makana Nova, Associate Planner, provided a brief project description stating that the applicant is requesting
approval of a coastal development permit to demolish existing single-family residence and construct a
new three-story, 3,658 -square -foot, single-family residence with an attached 428 -square -foot two -car
garage. The project also includes a request to reinforce the existing bulkhead and cap it to an elevation
consistent with the Harbor Resources standard of 10.0 feet (MLLW) or 9.82 feet (NAVD88). The project
site is located in the R-1 Zoning District on the Balboa Peninsula. The proposed residence is consistent
with all applicable Zoning Code development standards including parking, minimum finished floor
elevation (9.0 feet (NAVD88), height, setbacks and floor area restrictions.
Ms. Nova indicated that adequate vertical access to the waterfront is available near the site at the street
ends along 101h and 111h Streets. Adequate lateral public coastal access is provided in the area to the
public beach to the northeast at the street end of 101h street and along the 12 -foot wide boardwalk to the
south along West Ocean Front. The nearest public viewpoint is Veteran's Memorial Park, more than

2,000 feet from the property and the development is not expected to impede public views since it is
located on a previously developed site.
Ms. Nova noted that because the subject property is located on the Bayfront, the draft resolution includes
conditions of approval requiring a waiver of future protection and an acknowledgement of coastal
hazards. She identified that staff believes the required findings can be made for this request and therefore
recommends approval of the requested Coastal Development Permit.
Applicant, Brandon Lindsay of Brandon Architects, on behalf of Kevin Kaberna, stated that he had reviewed
the draft resolution and agree with all of the required conditions.
The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment
the public hearing was closed.

ITEM NO. 7 Haupert Residence Coastal Development Permit No. CD2018-011 (PA2018-025)
Site Location: 1555 Ocean Boulevard Council District 1
Rosalinh Ung, Senior Planner, provided a brief project description stating that the applicant requests a
coastal development permit to allow the demolition of an existing single-family residence and construction of
a new three-story 2,865 -square -foot, single-family residence with an attached 572 -square -foot, two -car
garage.
The site is an approximately 2,458 square foot lot in the R-1 Zoning District on the Balboa Peninsula. The
proposed residence is not located near coastal view roads, as designated in the Coastal Land Use Plan. The
project site is an inland lot that does not currently provide nor does it hinder public coastal access. Vertical
access to the beach is available at two nearby street ends, G and I Streets. The proposed residence is
consistent with all applicable Zoning Code and LCP Implementation Plan standards, including parking,
height, setbacks and floor area restrictions and maintains a building envelope consistent with the zoning
designation and the pattern of neighborhood development. The project will therefore not degrade the visual
quality of the Coastal Zone or result in adverse impacts to public views.
Staff recommends approval of coastal development permit.
Applicant, Ana Saghse of Jay S. Crawford Architects, stated that she had reviewed the draft resolution and
agreed with all of the required conditions.
The Zoning Administrator opened the public hearing. Seeing that no one from the public wished to comment
the public hearing was closed.
Action: Approved
