TITLE: Balboa Island Sea Wall Coping Project — Notice of Completion for
Contract No. 7066-1 (15H11)
ABSTRACT:
On September 26, 2017, City Council awarded Contract No. 7066-1 for the Balboa
Island Sea Wall Coping Project to Bosco Constructors Inc. This project added an
approximate 9 -inch concrete cap height extension to the existing seawall on the north,
south and west sides of Balboa Island. The work is now substantially complete and staff
requests City Council acceptance and close out of the contract.
RECOMMENDATIONS:
a) Accept the completed work and authorize the City Clerk to file a Notice of
Completion for the project. On September 26, 2017, City Council found this project
exempt from the California Environmental Quality Act (CEQA) pursuant to Section
15301 under Class 1 (Existing Facilities) of the CEQA Guidelines, because it has no
potential to have a significant effect on the environment;
b) Authorize City Clerk to release the Labor and Materials Bond 65 days after Notice of
Completion is recorded in accordance with applicable portions of the Civil Code; and
c) Release Faithful Performance Bond one year after acceptance by the City Council.

Funds for the construction contract were expensed from the following account:

This project constructed an approximate 9 -inch high cap on the north, south and west
sides of Balboa Island. With the cap, the top elevation of the south side seawall (up to
the Collins Avenue Bridge) is now 9.0 feet NAVD88 (which is equal to 9.2 feet Mean
Lower Low Water) and 8.5 feet NAVD88 on the north side. The project also repaired
spalls on the existing seawall and replaced approximately 7,000 square feet of sidewalk
along the Boardwalk.
The actual cost of bid items constructed was less than the original bid amount due to
the reduced actual quantities for the spall repairs on the existing seawall. With these
project savings, staff performed reconstruction and raising of the seawall caps at four
other public seawall locations. These locations have been long time maintenance and
flooding problems in the community, often requiring city staff to provide emergency
response where leakage and overtopping of the seawalls during king tides occurred.
The four locations were the public street ends at Channel Place, Finley Avenue, 36th
Street and Lake Avenue on and near Newport Island and the Finley Tract. The
contracted work has now been completed to the satisfaction of the Public Works
Department.

The actual cost of bid items constructed was $1,302,584.00 or 9.8% less than the
original bid amount as the existing seawall spall repairs were found to require fewer
repairs than anticipated.

The project was substantially complete as of June 18, 2017.
ENVIRONMENTAL REVIEW:
On September 26, 2017, City Council found this project exempt from the California
Environmental Quality Act (CEQA) pursuant to Section 15301 under Class 1 (Existing
Facilities) of the CEQA Guidelines, because it has no potential to have a significant
effect on the environment.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
