CALL TO ORDER — The meeting was called to order at 3:00 p.m.

IV. PUBLIC HEARING ITEMS
ITEM NO.2 Elkayam Residence Coastal Development Permit No. CD2018-047 (PA2018-105)
Site Location: 1801 East Balboa Boulevard Council District 1
David Lee, Assistant Planner, provided a brief project description stating that the request is for approval of a
coastal development permit for the demolition of an existing single-family residence, and the construction of a
new single-family residence with an attached two -car garage. The proposed development is consistent with
the Zoning Code standards, including parking, height, setbacks and floor area. The project is set back
approximately 270 feet from the water, and therefore, does not require a Water Quality Management Plan.
The project is located on the Balboa Peninsula between the nearest public road and the sea or shoreline, but
is designed not to impact public access opportunities and public views.
Applicant Ryan Oldham, on behalf of the Owner, stated that he had reviewed the draft resolution and agrees
with all of the required conditions.
The Zoning Administrator opened the public hearing. One member of the public, Jim Mosher, spoke and
noted grammatical errors in the draft resolution. There were no other public comments.

ITEM NO.3 Taormina Mixed -Use Development Coastal Development Permit No. CD2017-094
(PA2017-217)
Site Location: 424 31st Street Council District 1
Liz Westmoreland, Assistant Planner, provided a brief project description stating that the application is to
demolish an existing office building and construct a new three-story mixed-use development at 424 31s'
Street. The project complies with the previously approved minor site development review approved by the

Zoning Administrator in December of 2016. The project complies will all applicable development standards.
As approved under the site development review, and shown in the current CDP plans, the project would
include a single residential unit on the second and third floors as well as a 745 -square -foot commercial space
at the ground floor. Surface parking is provided for the commercial use and garage parking is provided for the
residential unit. No street parking would be lost as a part of this project, since the existing site has a large
driveway with a corresponding curb cut. The project site is located within the Cannery Village area, within a
neighborhood that contains one and two story commercial and mixed use structures. Nearby buildings are
similar in height and the Cannery area contains many mixed-use buildings. The project design includes
second and third floor setbacks which helps set back massing and living area from the street and maintain a
pedestrian friendly design. The property is located on an inland property and the finished floor complies with
the minimum 9.0 -foot standard. The site is not located near coastal view roads, public viewpoints, parks,
beaches or access ways as identified in the Local Coastal Program. It is also not visible from distance
viewsheds. Existing lateral and vertical access would not be impacted by this redevelopment project. Staff
noticed a small typo in Section 4 of the resolution where the PA number was referenced instead of the CD
number of CD2017-094. Staff recommends approval of CD2017-094. The applicant and staff were available
to answer any questions.
Applicant Steve Ball of Ball Architecture, on behalf of the Owner, stated that he had reviewed the draft
resolution and agreed with all of the required conditions.
The Zoning Administrator clarified the location of the typo with staff.
The Zoning Administrator opened the public hearing.
One member of the public, Jim Mosher spoke and stated that he was not aware there was a previous site
development review, but he had two comments. He asked if park fees would be assessed because of the
addition of one dwelling unit on the site.
The Zoning Administrator responded that the site development review was required for the mixed-use
development under Title 20. There was no subdivision associated with the previous site development review
and no park fees associated with the development.
Jim Mosher asked another question, seeking clarification on the intention of the Fact 4 under Finding A on
handwritten page 10 in the resolution stating the project was consistent with the scale of expected future
development and if staff knew of plans for this area, or if expectations were that all development would be
built to the max allowable by the Zoning Code.
Ms. Westmoreland responded that this fact was essentially referring to the pattern of existing development for
mixed-use zoning in the area. Small lot mixed use development has been common in the Cannery Village
area. Whether or not future construction would have the same bulk is unclear, but the height and other zoning
standards would be consistent.
The Zoning Administrator stated that it may be better for the cited fact to state that the project has been
designed so that it is compatible with the scale of expected future development based on allowable
development standards and recent development projects.
There were no other public comments

The following correction to the draft minutes is suggested:
Page 2: fifth line from end of long paragraph: "Itis also not visible from distance distant
viewsheds."
Note: I seem to recall a resident holding one of the blue notices arrived slightly after the start of
the meeting, but did not speak until after it was adjourned. It turns out she had questions about
Item No. 2, but it had been announced and decided before she arrived. Acting Zoning
Administrator Murillo directed her to the planner.
