HEBRON, Occupied West Bank -Mushm fundamentali1t1 on
Tuesday won the most important election I rael has allowed in the
occupied W~st Bank in 15 years.
The voting for Hebron's Chamber of Commerce board was a test
for wider democracy for Palestinians. Israeli officials have said they
were watching it as a guide for allowing similar balloting clse-,vhere
or even a renewal of municipal elections last held in 1976.
No violence was reported as about l,700 Hebron businessmen
lined up to vote at a girls' secondary school in this city, a seat of
Muslim conservatism.
The election supposedly was non-political, but one man said he
voted for the radical Muslim party Hamas, or Zeal. Another said he
checked with the Pnlesline Liberation Organization to see if he could
take part.
Results announced shortly before midnight showed the
fundamentalist Islamic bloc won six seats on the l 1-mcmber board.
Four eats went to the nationnlist bloc, which backs PLO factions,
and one seat to the independents ..

MANAGUA, Nicaragua -Militants eized control of a radio
station and the city hall Tuesday to protest a move to revoke laws
that gave thousands of Sandinistas free property in the final month
of their decade of rule. ·
No one was seriously hurt in the takeovers at Radio Corporacion,
a rightist station, and. at the capital's city hall. ln both cases masked
men identifying themselves as Sandinistas forced their way into the
buildings and vowed to remain inside.
The takeovers were the latest in a series of Sa nd inista challenges
to the authority of President Violeta Barrios de Chamorro, who is
struggling to get Nicaragua's economy functioning again after more
than a dozen years of war.
While the Sandinistas pressure her to leave intact the
revolutionary changes they made, former Contra rebels and rightists
arc demanding Sandinista policies be overturned, pushing her
government in conflicJing directions.

Executions sh•ldll't
be broadcast on TV
One of the more memorable first Amendment
conmwcr'il1c in recent history hus been the petition of a SHn
Franca co pubhc tclcv1 ion station to broadcaM Californtft s
fir t execution since 1967. A tatc judge ha., ruled against the
tation, on u technicality of orts.
Occasion of this kind, he aid, should rest with the prison
administration, and incc the warden of San Quentin
opJ><>SC\ ~uch coverage, the judge felt constrained to honor
the w.mtcn\ w1 he . The tat1on has not yec decided to
nppcnl. Our advice 1 : Please don't.
Capital puni hmcnt i cvcrc enough as it is, and there'
no shortage of violence, ob cnity &nd sen ation on TV. To
add off.c1al hangings, gas ings. firing quads, electrocution
and ·or lethal inJCCtion'il to the fore is not exactly the
fulfillme nt of telcvi ion's promi'ile ai; an educational medium.
What' the purpo c of uch broadcast ? And where's the
t~uhlic intcrcM?
h i interesting to note the ways in which the San
T r.ani.:l\co case ha., divided oppo nents and proponent of
cupitul puni..,hmcnt especially since the trml judge
Jftcrward admitted his belief that permis'iion will someday
be granted.
.Among opponent of capital punishment there arc some
who helicvc: thnt viewers would be so horrified hy the
pectadc that they "'ould' call for its abolition. Other .
howc ... cr, arc fc, rful that the public appetite• might be
whetted, that tclcvi ed e'{ccutions would become popular
fare -and a grnwmg dcm.md would inOucncc upply.
Amona \upportcr~ ot cJprtal punishment, there arc ome
"-hO think th<ll puhltc exccutron' would crve as useful obJCCt

Judgment. Ye t other\ '"orry that uch undue cmphn '"on the
killer's own death would cr.1d1cate the memory of the
murder Yictim'c; uffcnng.
All of these arguments have i;ome validity to them. But we
tend to cnvi, ion yet another scenario. No doubt, the fir~t
tclev1 ed c:icecutron \\Ould cau e a sensation. And the second
one would certainly garner allcntion. But what about the
thml nnJ fourth, or fifth and sixth?
People who have lived in the 20th century arc ccrtamly

dcodcn, rather than sharpen. the senses. Once the mitinl

he believed the tar balls did not
come from any recent spill, but he
could not ay for ure.
Since the tar balls \\'ere not

Condra said.
"Who knows where th ey could

the Coast Guard will be on scene
tomorrow morning to reassess it."
Meanwhile, Newport Beach

Orange County is becoming a carcc commodity
this summer, with Orange Coast College turning

Many of California's community colleges arc
overcrowded because of statc-impo ed fonding

forcing administrators to eliminate classes the
community may want, but the college can't
afford. College officials al o expect to cut cour e
offerings next fall.
''It's real tight in all of the community college'\
around Orange County," said Carn ett.
"Community colleges have become very popular
outlets for education."
With tuitio n fees rising at four-y ear

community colleges for their fir t two years of
